However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. SAN DIEGO (KGTV) — Youth sports leaders are holding a protest in front of the San Diego County Administration Building on Saturday to voice their concerns over the state’s regulations regarding games and competitions.Currently, under California's coronavirus restrictions, youth sports can practice, as long as six feet of social distancing can be maintained. Bob Turner is both Executive Director of Presidio Soccer League and President of the Southern California Youth Soccer Association and said the athletes should be able to play games.He said they have created safety plans, including spacing out the times of games and shortening games to avoid crowds, only allowing one parent for each athlete, and also requiring masks of all referees, parents, and substitute players. Turner said they’ve sent countless letters and filled out petitions to the state, but have not gotten a response. RELATED: County sends plan to resume youth sport practices to Gov. NewsomA spokesperson for San Diego County said the county has also been asked about plans for youth sports. They also asked the state and have not heard about what’s next.“This is small potatoes to them compared to a lot of the other things opening but it is our youth and what’s more important than our kids. We’re destroying these kids with what’s happening through the schools and now we’re taking this away. This is the only outlet some of these kids have,” said Turner.Turner added that he’s heard of some athletes traveling to other states that have more relaxed restrictions so they can play in games and tournaments.Turner said counties in California are planning to all hold protests to voice their concerns. He said any athlete is welcome at their protest Saturday, and hopes the unified voices will be heard by the state.“We need to bring awareness. We feel like nobody’s listening so we just have to get people to listen and do the right thing,” said Turner.The protest will be held at 10 a.m. 1972

Gavin Newsom named professional skateboarder Tony Hawk and television personality and actor RuPaul Charles to the 13th class of the California Hall of Fame. Hawk and Charles, both from San Diego, will be inducted alongside writer Maya Angelou, Olympic medalist soccer player Brandi Chastain, astrophysicist France A. Córdova, author Jeanne Wakatsuki Houston, Reverend James M. Lawson, Jr., actor and comedian George Lopez, iconic chef Wolfgang Puck, and winemaker Helen M. SAN DIEGO (KGTV) — With San Diego County back in the purple tier, religious gatherings have to move back outdoors.The first Sunday back in California’s most restrictive tier and Rock Church held five outdoor services around the county, but this is not new for them. The megachurch moved to live streaming of services at the beginning of the pandemic, then added in outdoor services about six weeks ago.In the red tier, religious services could hold indoor services at 25% capacity or 100 people, whichever was fewer. Point Loma’s Pastor Travis Gibson said during this time, they had the option to move outdoors, but with 7,000 people attending Point Loma’s services alone, it wasn’t worth it.“One hundred people is not even the volunteers so this is the best option,” he said, standing outside after an outdoor service.RELATED: San Diego houses of worship told to move services outside by SaturdayHe said they have anywhere from 50,000 to 75,000 people watching their live streamed services every week, with only about 1,000 people coming to this new outside setup, but they’re happy to be able to give different worship options to their members.“There are so many ways to worship God.
