BEIJING, Dec. 18 (Xinhua) -- China's economic diplomacy will face growing challenges in the form of trade and exchange rate disputes, as well as the task of protecting overseas investment interests, over the next few years, experts said on Sunday.Next year will be an election year for the Unite States and France, and there is an increasing possibility for the two countries to use the "China threat" as an excuse for not dealing with their own economic issues, which will put Chinese diplomacy under pressure, said Ding Yifan, deputy director of the Institute of World Development of the Development Research Center of the State Council at a seminar on Chinese diplomacy.During the first half of 2012, several countries will remain in a grave debt crisis and may even see their crises deepen, Ding said, adding that this situation may create friction between China, the United States and Europe.Additionally, protecting China's growing overseas investments will pose new challenges for the country's diplomacy, Ding said.Chen Fengying, director of the Institute of World Economic Studies under the China Institutes of Contemporary International Relations, agreed that the protection of China's overseas investment interests will be an important task for Chinese diplomacy.During the past three decades, China has invested in more than 170 countries and regions, with outbound direct foreign investment topping 170 billion U.S. dollars.In the past 30 years, China has been focused on "bringing in" foreign investment; it may do more to facilitate its "going out" in the future, Chen said.Chinese economic diplomacy will serve the country's economic construction and the protection of its overseas interests, national interests and security, Chen said, adding that China's position in the world is closely related to its economic diplomacy.Chen said China has made several achievements in international economic governance, reflected by China's growing influence in the international arena and the posts held by Chinese officials in important international organizations.

BEIJING, Dec. 12 (Xinhua) -- A Foreign Ministry spokesman said on Monday that China welcomes the EU's new measures for coping with the European sovereign debt crisis worked out at the recently-concluded EU summit."We hope relevant measures can help stabilize the market, boost confidence in the market, stop the crisis from worsening, promote employment and economic growth, and push forward European integration," Foreign Ministry Spokesman Liu Weimin said at a routine press briefing.Last Friday at the summit in Brussels, EU leaders agreed on establishing a new "fiscal compact" based on inter-governmental treaties rather than the expected EU treaty changes. Britain opted out of the compact.Under the fiscal compact, member states will have to submit their draft budgetary plans to the European Commission, the EU's executive arm.As world's largest economy, the stable and healthy growth of the European Union and the Eurozone will be crucial to maintaining the momentum of recovery in the world economy, Liu said.China will maintain its support for EU integration, and continue to back the EU's efforts in combating the debt crisis in various ways, so as to jointly promote the stability of the international financial market and the recovery and growth of the world economy, he said."We are confident in Europe and the Eurozone, and believe that the EU has the ability and wisdom to resolve the sovereign debt crisis," Liu said.

SAN FRANCISCO, Dec. 9 (Xinhua) -- Apple on Friday suffered a major setback in its global patent war, as a German court ruled over its copyright infringement battle in favor of Motorola Mobility.The German court ruled that Apple's iPhone and iPad infringe a Motorola patent and issued an injunction banning the import of iPhones and 3G-capable iPads into Germany.The dispute, one of Apple's several patent lawsuits around the world, is over a Motorola patent essential to GPRS. Motorola has been negotiating with Apple over licensing terms and conditions since 2007, and it will continue its efforts to resolve its global patent dispute as soon as practicable, said Motorola Mobility in a statement on Friday."We're going to appeal the court's ruling right away. Holiday shoppers in Germany should have no problem finding the iPad or iPhone they want," an Apple spokesman told tech news site AllThingsD.Apple is not too concerned about losing out in the Christmas shopping season as it has plenty of iPhones and iPads in Germany already, AllThingsD cited unidentified sources as saying.The ruling is against Apple's European sales company and only impacts its products sold in Germany. The German court also ruled that Motorola is entitled to a damages award.Apple can appeal the ruling to a higher court and request a stay of the injunction, according to a blog post of Florian Mueller, a U.S. patent expert who has been closely following patent lawsuits in the mobile industry.Mueller said should Apple make the appeal but the court declines the stay, Motorola must post a 100 million euro (around 134 million U.S. dollars) bond before the court will enforce the injunction.In August, Apple also filed a suit in Germany over the design of Motorola's tablet Xoom, which runs Google's Android system. But Apple did not make it clear whether it will seek to block the sales of Xoom in Europe.Also on Friday, Samsung won an appeal from the Australian High Court overturning a previous Apple victory that effectively banned Samsung from selling its Galaxy Tab in Australia.Based on claims of infringing Apple's patents, the Cupertino, California-based tech giant has been seeking court order to block Samsung's Galaxy line of mobile devices around the world.A German court issued an injunction in August, blocking Samsung from selling its Galaxy Tab 10.1 tablets across all European Union members, except for the Netherlands.On Thursday, Apple said it will appeal a San Jose, California judge's refusal to ban sales of Samsung 4G smartphones and Galaxy Tab 10.1 tablets in the United States.

  

BEIJING, Sept. 29 (Xinhuanet) -- Even a slightly high blood pressure is considered dangerous to largely increase the stroke risk, a new study found.The finding was published Wednesday on the online edition of U.S. medical journal Neurology.In the study, researchers found people who have pre-hypertension, whose blood pressure measured between normal and high, are 55 percent more likely to suffer a stroke compared with normal people.The study involved data from 12 previous studies on blood pressure and stroke occurrence of some 500,000 adults.About one in three U.S. adults suffer from pre-hypertension, which is defined at a systolic blood pressure between 120 and 139 or a diastolic blood pressure between 80 and 89, according to the U.S. Joint National Committee on Prevention, Detection, Evaluation and Treatment of High Blood Pressure."People who do fall into the higher range of pre-hypertension should modify their lifestyle as much as possible," suggested Dr. Bruce Ovbiagele, director of the Olive View-UCLA Stroke Program and leading author of the study.Stroke is the number three cause of death, killing more than 130,000 in the U.S. a year, according to a CBS report.

  

BEIJING, Jan. 6 (Xinhua) -- China will bring its nurse population to 2.86 million by 2015, meaning there will be 2.07 nurses for every 1,000 people, according to a blueprint on nursing issued Friday by the Ministry of Health (MOH).By the end of 2010, China has registered 2.05 million nurses and there were 1.52 nurses for every 1, 000 Chinese.Even by 2015, the ratio of registered nurses for 1,000 people in China is five times fewer than countries in the European Union and the United States by current standards.By 2015, the ratio of licensed doctors to nurses will climb from 1:1 to 1:1.2, according to the blueprint.China also plans to provide more training for head nurses in large hospitals and make nursing services accessible to households and communities, according to the blueprint.The five-year nursing development plan said the government will further standardize its nurse management system and deepen health care reform in public hospitals over the next few years.The total number of registered nurses reached 2.05 million in 2010, marking a 52 percent jump from 2005, according to the blueprint.
