SAN DIEGO (KGTV) – California and two other Western states have issued travel advisories that include a 14-day quarantine for those visiting the states or returning home from outside travel.California Gov. Gavin Newsom, Oregon Gov. Kate Brown, and Washington Gov. Jay Inslee put the advisories into action for their respective states on Friday. The announcement comes as travel is expected to ramp up for the holidays.The advisories urge “visitors entering their states or returning home from travel outside these states to self-quarantine to slow the spread of the virus. The travel advisories urge against non-essential out-of-state travel, ask people to self-quarantine for 14 days after arriving from another state or country and encourage residents to stay local.”CALIFORNIA TRAVEL ADVISORY ANNOUNCEMENTIn addition to the self-quarantine, the advisories recommend travelers “limit their interactions to their immediate household. The advisories define essential travel as travel for work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care and safety and security.”Newsom said in a news release, “Travel increases the risk of spreading COVID-19, and we must all collectively increase our efforts at this time to keep the virus at bay and save lives.”Brown added, “COVID-19 does not stop at state lines. As hospitals across the West are stretched to capacity, we must take steps to ensure travelers are not bringing this disease home with them. If you do not need to travel, you shouldn’t. This will be hard, especially with Thanksgiving around the corner. But the best way to keep your family safe is to stay close to home.”“Limiting and reducing travel is one way to reduce the further spread of the disease. I am happy to partner with California and Oregon in this effort to help protect lives up and down the West Coast,” Inslee said.The governors did not say how long the advisories are expected to last. 1981

SAN DIEGO (KGTV) - Community leaders and residents gathered Friday to remember a San Diego civic icon.Reverend George Walker Smith died on Feb.15 at the age of 91. A memorial to honor Smith at Christ United Presbyterian Church, where he led mass for decades, was held at 11 a.m. Friday."We kind of thought of Rev. Smith as the black godfather of San Diego, and of this church, because he helped so many people," Delores McNeely, a church member of 30 years, told 10News in February.Smith was the first African American to be elected in the city when he won the race for the San Diego Board of Education in 1963. He also started the Catfish Club, where weekly lunches served as a gathering for locals interested in civic or political issues in the community.The forums began at the church, but were eventually moved to Channel 10 when the attendance became too large."All the political leaders in the community came, and we had this huge forum, and they listened to him. And if something were going on in the community, the first person that they would call was Rev. Smith," said McNeely. "His legacy is going to help the community to grow, everything he did, and wanted to do." 1185

SAN DIEGO (KGTV) - Border officials say they have received enough funding to replace 100 miles of border fencing along the U.S.-Mexico border.The Trump Administration will put forth about .6 billion through the 2018 Congressional appropriations.  The new border wall provides a comprehensive system of wall, lighting, and technologies, Acting Commissioner Ronald Vitiello said during a press conference Friday.In San Diego, a total of 28 miles of border barrier will be replaced. Fourteen miles of "dilapidated" border wall constructed with landing mats will be replaced with new steel bollard wall, according to Vitiello. Another 14 miles of secondary barrier inside San Diego will also be replaced.RELATED: President Trump says San Diego 'desperately' wants a border wall while touring prototypesIn Calexico, officials are on schedule to build a new 30-foot high wall, replacing two miles of pedestrian barrier, Vitiello said."We appreciate this down payment for our needs," Vitiello told reporters but added the appropriations do not fully fund their needs in other critical locations.The wall system being installed will not utilize the prototypes President Donald Trump recently visited the San Diego area to inspect. Instead, the replacement walls will use design standards that have already been approved.RELATED: Trump suggests US military foot the bill for border wallBorder officials are in the process of developing new design standards from the eight prototypes built in Otay Mesa. It's not clear when those standards will be established."We've learned a lot from the prototyping process," Vitiello said. SAN DIEGO (KGTV) -- At least four people were stabbed in a brawl that erupted following a car show in Kearny Mesa early Thursday morning.San Diego police said the incident happened at a Chevron gas station in the 7700 block of Copley Park Place just after 12 a.m.According to police, about 50 people appeared at the gas station following a car show at a nearby park. During the gathering, a fight broke out, and a male pulled out a handgun and fired several gunshots.At the same time, another male used a knife to slash the tires of several vehicles and then tried to stab another male.When officers arrived at the gas station, those involved in the reported incident fled the area. Police discovered shell casings and blood at the scene.A short time later, police learned two people with stab wounds arrived at a Kaiser Permanente facility on Clairemont Mesa Boulevard. Both victims were then transferred to Sharp Memorial Hospital for treatment.Police learned two more people with stab wounds showed up at Scripps Memorial Hospital in La Jolla.According to police, the victims were between age 16-21. The victims described the suspect as a Hispanic male.No arrests have been made. 1190

  

SAN DIEGO (KGTV) -- Chief Edward Gallagher has retired weeks after it was determined his rank would remain intact, an attorney confirmed. In late November, Gallagher and three other SEALs were notified that a board of peers would determine whether or not they should remain SEALs, the Associated Press reported. President Donald Trump then ordered the Navy to allow Gallagher to retire as a SEAL with his rank intact.
