SAN DIEGO (KGTV) -- COVID-19 outreach in the Latino community is getting a boost after San Diego County partnered with promotoras to help with contact tracing. Promotoras, which literally means promoters, are bilingual community health workers. The goal is to lower the high number of COVID-19 cases among Latinos in the county. Latinos and Hispanics make up almost 63% of COVID-19 cases in the county, but Latinos make up only 34% of the population.The promotoras are members of the communities where they will be working. The county announced the partnership at the beginning of August and now the promotoras are out in the community helping with contact tracing. The promotoras will work in underserved communities and Latino neighborhoods. ABC 10News spoke to two promotoras working with South Bay Community Services. They are getting ready to start on September 1st. In total, 17 promotoras with the organization will start on that day. They've all received hours of training and are certified contact tracers. The promotoras will have the task of reaching out to the close contacts of positive COVID-19 cases. The contact is made over the phone or via email and text and the promotoras will ask things about testing and if they're presenting any symptoms. The county's partnership also includes promotoras from San Diego State and will include promotoras that speak other languages like Tagalog and Arabic. 1421

SAN DIEGO (KGTV) — Arthur Soriano didn't have that privilege until the age of 40, and now advocates about the power of voting.Seven years ago, Soriano was released from prison after serving a 19-year sentence for attempted murder."I needed that sense of belonging and I found it in gangs," Soriano said.He grew up in City Heights, with a single mother, and two younger twin sisters. He'd been in and out of trouble since he was a teenager. And of course, lost his opportunity to vote. But he turned his life around in prison."I went to college while I was in there so I self-educated while I was in prison. There was always aspirations of me wanting something better," says Soriano.That something better was a grassroots community organization he created in City Heights called Youth Empowerment. Soriano now helps to provide services for formerly incarcerated men and women.And four years ago at the age of 40, after serving his probation, Soriano voted for the first time."It was exciting, it was new, a new experience. But I felt the power of using my voice, of having that platform of my voice counts," Soriano said of voting in 2016.Now, with the opportunity to have a direct influence on others in his community, Soriano also shares his message about the privilege of voting, and the power it can have."I have a place at the table, I have a voice, I have something I can bring. That's the message that I have for the community. If we come together with your voice, no matter what opinion that may be, you can make a difference," says Soriano. 1556

SAN DIEGO (KGTV) — Community spirit will come alive across nine blocks in Hillcrest this August.The CityFest Street Fair and Music Festival packs Fifth Avenue with bands, DJs, arts and crafts, and food from 12 p.m. to 11 p.m. on Aug. 11.The half-mile-long celebration, known as "Pride-Light" to locals, brings more than 150,000 visitors to Hillcrest every summer. Visitors will be able to enjoy live music, buskers and street performers, and a special headliner on the grand stage throughout the day. SAN DIEGO (KGTV) -- Candidates vying for the a seat in the 50th Congressional District reacted Monday to news that Rep. Duncan Hunter is set to change his plea to guilty in a campaign finance case. Documents show that Hunter is scheduled to appear in court Tuesday at 10 a.m. for a "change of plea hearing." Hunter said he would plead guilty to one count of misusing campaign funds in an interview with San Diego TV station KUSI. "My trial was set for January 22 -- that's not going to happen now. Tomorrow, on Tuesday, I'm going to change my plea to guilty. I think it's important not to have a public trial for three reasons, and those three reasons are my kids ...
