BEIJING, Nov. 1 (Xinhua) -- The ministers of Brazil, South Africa, India and China (BASIC) in a Tuesday joint statement urged developed nations to fulfill their commitments and provide funds and technology to help developing nations tackle climate change.Developed nations should honor their commitments, made at the Copenhagen climate change conference in 2009, to provide 100 billion U.S. dollars annually by 2020 and ensure that there will be no funding gaps from 2013 to 2020, according to the statement.Developed nations should also fulfill their pledge to offer 30 billion U.S. dollars in "fast-start funding" to developing nations in order to help them address climate change, the statement said.The ministers agreed that the coming Durban climate change conference should achieve a "comprehensive, fair and balanced outcome" under the principle of common but differentiated responsibility.They called on the conference to clearly establish the second commitment period under the Kyoto Protocol, during which developed country parties to the Kyoto Protocol should undertake quantified emission reduction commitments.The Kyoto Protocol is the cornerstone of climate change and its second commitment period is an essential priority for the success of the Durban conference, according to the statement.H The joint statement was issued following a two-day meeting of ministers from the four nations, also known as the ninth BASIC Ministerial Meeting on Climate Change, a mechanism through which the four countries and other developing countries coordinate their efforts in climate change.Representatives of Group 77 countries, island countries and the Arab League also attended the meeting.The Durban conference is scheduled for November. The focus of the conference is expected to be the extension of the Kyoto Protocol and acquiring a commitment from developed countries for the protocol's next period.The Kyoto Protocol, an international agreement linked to the United Nations Framework Convention on Climate Change, sets binding targets for 37 industrialized countries and the European community for reducing greenhouse gas emissions from 2008 to 2012.

The event has since been emancipating people's minds from thousands of years of oppression and self-enclosure.China has become a rising power in sharp contrast to 100 years ago when every country could bully it.Over the past century, the nation united to fight for its destiny and independence. From the Opium War (1840-1842) to the Xinhai Revolution, patriots from all walks of life came together to fight against the imperial autocracy and foreign invasion, with the aim of national rejuvenation by building a country that's respected by the world.Rejuvenation is the common will of the civilization that has existed for over 5,000 years, and no one can halt the process.The 1911 Revolution, led by Dr. Sun Yat-sen, overthrew imperial rule and opened the gate for China's modernization. Yet the dreams of Sun were not fully accomplished, as leaders of the revolution were from the capitalist class and the masses of workers and farmers were not given full play. It took the banner from Sun and shouldered the responsibility of rejuvenating the nation.History has proven that only those who fight for the interests of the people can lead the country to success.Looking back at the past 100 years, it is clear that the Chinese nation swam with the tide of the times, moving forward in the right direction of humanity.Dating back thousands of years, China was among the first countries that shifted from a slave society to feudalism and took the lead toward advanced technologies and outstanding institutions and culture.However, imperial China failed to embrace reform while Western countries overthrew feudalism and emancipated the productive forces after the Renaissance. The failure of the Middle Kingdom was a result of standing still and refusing to make progress by insisting imperial autocracy.The 1911 Revolution was a positive response from China, a result of the country's pioneers applying lessons learned from the outside world. It was also a move from an agricultural society to an industrial society, from autocracy to democracy, and from the emperor's courtyard to the home of ordinary people.But it failed to establish a modern system to eliminate long-standing malpractices and push forward the country's development. China was mired in civil wars and foreign invasions in the first half of the 20th century before the mantle of leadership was handed over to the CPC.Looking to the future, the Chinese people have realized they cannot rest on their achievements. They need to be vigilant against unexpected changes and learn from advanced civilizations with open minds. They must exert effort for domestic economic construction rather than seeking world hegemony.The rejuvenation of the Chinese nation will be a long and difficult process, and development still deserves to be a top priority.Although China has become the world's second largest economy, it remains a developing country, and its GDP per capita ranks only about 100th in the world. WASHINGTON, Oct. 9 (Xinhua) -- U.S. researchers have found a way to block, in an animal model, the damaging inflammation that contributes to many disease conditions. In their report receiving early online publication Sunday in Nature Biotechnology, researchers describe using small interfering RNA technology to silence the biochemical signals that attract a particular group of inflammatory cells to areas of tissue damage."The white blood cells known as monocytes play a critical role in the early stages of the immune response," says Matthias Nahrendorf, of the Massachusetts General Hospital (MGH) Center for Systems Biology, the paper's senior author. "We now know there are two subsets of monocytes -- an inflammatory subset that defends against pathogens and a reparative subset that supports healing. But if the inflammatory response is excessive, it can block the healing process and exacerbate conditions such as heart disease and cancer."Cells damaged by injury or disease release a cocktail of chemicals called cytokines that attract immune cells to the site of the damage. Inflammatory monocytes are guided to sites of tissue injury by a receptor protein called CCR2, and the MGH-led team devised a strategy targeting that molecule to block the inflammatory process but not the action of the reparative monocytes.Small interfering RNA (siRNA) technology prevents production of specific proteins by binding to associated messenger RNA molecules and preventing their translation. However, the technique requires extreme precision in developing the right siRNA molecule and delivering it to the correct cellular location.To make sure that their siRNA preparation targeted the right monocytes, researchers first confirmed that its use reduced levels of CCR2 in monocytes and increased levels of the fragments produced when siRNA binds to its target. They then showed that monocytes from mice treated with the siRNA preparation were unable to migrate towards CCR2's usual molecular target. Experiments in animal models of several important diseases showed that the siRNA preparation reduced the amount of cardiac muscle damaged by a heart attack, reduced the size and the number of inflammatory cells in atherosclerotic plaques and in lymphomas, and improved the survival of transplanted pancreatic islets."These inflammatory monocytes are involved in almost every major disease," Nahrendorf explains. "Anti-inflammatory drugs currently on the market hit every inflammatory cell in the body, which can produce unwanted side effects. This new siRNA treatment doesn't affect inflammatory cells that don't rely on the CCR2 receptor. That makes a big difference."

  

WASHINGTON, Dec. 5 (Xinhua) -- NASA's Kepler mission has confirmed its first planet in the "habitable zone," a region where liquid water could exist on a planet's surface, the U.S. space agency announced on Monday.The newly-confirmed planet, Kepler-22b, is the smallest yet found to orbit in the middle of the habitable zone of a star similar to Sun. The planet is about 2.4 times the radius of Earth. Scientists don't yet know if Kepler-22b has a predominantly rocky, gaseous or liquid composition, but its discovery is a step closer to finding Earth-like planets.Previous research hinted at the existence of near-Earth-size planets in habitable zones, but clear confirmation proved elusive. Two other small planets orbiting stars smaller and cooler than Sun recently were confirmed on the very edges of the habitable zone, with orbits more closely resembling those of Venus and Mars.Kepler-22's star is a bit smaller than our sun, so its habitable zone is slightly closer in. The diagram shows an artist's rendering of the planet comfortably orbiting within the habitable zone, similar to where Earth circles the sun. Kepler-22b has a yearly orbit of 289 days. The planet is the smallest known to orbit in the middle of the habitable zone of a sun-like star. It's about 2.4 times the size of Earth."This is a major milestone on the road to finding Earth's twin, " said Douglas Hudgins, Kepler program scientist at the NASA Headquarters in Washington. "Kepler's results continue to demonstrate the importance of NASA's science missions, which aim to answer some of the biggest questions about our place in the universe."Kepler discovers planets and planet candidates by measuring dips in the brightness of more than 150,000 stars to search for planets that cross in front, or "transit," the stars. Kepler requires at least three transits to verify a signal as a planet."Fortune smiled upon us with the detection of this planet," said William Borucki, Kepler principal investigator at the NASA Ames Research Center who led the team that discovered Kepler-22b. "The first transit was captured just three days after we declared the spacecraft operationally ready. We witnessed the defining third transit over the 2010 holiday season."The Kepler science team uses ground-based telescopes and the Spitzer Space Telescope to review observations on planet candidates the spacecraft finds. The star field that Kepler observes in the constellations Cygnus and Lyra can only be seen from ground-based observatories in spring through early fall. The data from these other observations help determine which candidates can be validated as planets.Kepler-22b is located 600 light years away. While the planet is larger than Earth, its orbit of 290 days around a Sun-like star resembles that of Earth. The planet's host star belongs to the same class as Sun, called G-type, although it is slightly smaller and cooler.Of the 54 habitable-zone planet candidates reported in February 2011, Kepler-22b is the first to be confirmed. This finding will be published in The Astrophysical Journal.
