SAN DIEGO (KGTV) - It was an emotional day in a Southern California courtroom for the family of a murdered Army veteran.Nearly 20 people who were close to Julia Jacobson read victim-impact statements during the sentencing hearing for her killer, ex-husband Dalen Ware.Julia’s brother, Tony Jacobson, spoke exclusively with 10News reporter Jennifer Kastner. “It was kind of both a celebration to her as well as an understanding that this isn't just some random person. It really is someone that truly did touch her community, served her country and people really did love her very much. It was more than a year ago that the retired Army captain and her dog disappeared over Labor Day weekend.Her SUV was discovered abandoned near her home in University Heights. When she would laugh, she would snort a little bit which was makes it sound so embarrassing for her but it was one of her things that made her so personable,” adds Tony. The fact that Dalen has 15 years to life just tells me that in roughly 14 years we’ll have to revisit this again,” says Tony. 1896

Jurow-Kleiman should know. She's helped people in this situation many times before as a tax attorney and now teaches tax law at USD. Here's the problem."The Federal tax laws were changed in a way that will dramatically affect California residents," explains Professor Kleiman.And that's probably what hit you, too. Many itemized deductions you used to get were either tossed out or capped. "It used to be you could deduct all of your state income taxes," adds Jurow-Kleiman.Now those California income taxes are capped at ,000. And your house, the interest on the mortgage was capped too - double whammy. So, if you owe, here's the first step: do not put off filing. "Absolutely, it is so important to file your taxes on time even if you think you're going to owe," says Professor Kleiman, emphasizing the point. There are penalties for filing late: 5% of your tax liability and up to a maximum of 25%. So, let's say you owe 00 and didn't file for a month, that alone will cost you at least an extra . So, file right away, and pay what you can now."There is interest, it fluctuates, right now it's 6%. It compounds daily so every day, every week that you owe there is a little bit more interest that's added on," warns Jurow-Kleiman.That compound interest can accrue quickly but Professor Kleiman says there are options. You could file for an extension and pay the full amount later. Or you could work out an installment agreement but know some fees could be tacked on. In some cases, paying off your taxes with a credit card could be cheaper than the interest from the government."If you're considering owing money to the government versus owing money to a private lender,” adds Professor Kleiman, “It's very often better to borrow money from a private lender and pay your taxes."However, Professor Kleiman adds that’s not always the case. She advises avoiding payday lenders or someone who charges very high-interest rates. SAN DIEGO (KGTV) — Lime is rolling its dockless scooters and bikes out of San Diego, a month after a hearing officer ruled the company could keep its operating permit.Lime announced Thursday they would not be renewing their permit to operate in San Diego but would monitor the opportunity to return in the future.“As part of our path to profitability, Lime has made the difficult decision to exit San Diego and focus our resources on markets that allow us to meet our ambitious goals for 2020," a statement from Lime said. "We’re grateful to our team members, riders, Juicers and communities who supported us throughout this journey. SAN DIEGO (KGTV) - Mayor Kevin Faulconer, County Supervisor Ron Roberts and county health officials announced Tuesday a plan of "Vaccination, Sanitation & Education" to stop San Diego's hepatitis A outbreak."This is our community and we are working day and night to take care of it. It is going to require a sustained effort and everyone in San Diego County has a role to play," Mayor Faulconer said. The county's top medical professionals say there is no end in sight to the outbreak that began in March. RELATED: San Diego Hepatitis A death toll, those sickened rises"This outbreak could last another six months and unfortunately there are going to be more lives that are going to be at risk," said Dr. Nick Yphantides, the county's chief medical examiner at a news conference outside the county administration building. Officials gave critical updates about the outbreak, which has killed 16 people and sickened 444 others. While most of the cases involved the homeless or drug users, 25 percent of the patients were neither, health officials said.Hepatitis A is a highly contagious liver infection that is usually transmitted by fecal-oral or person-to-person contact, or consumption of contaminated food or water. SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. EDD said they encourage Californians to apply if they think they may qualify for benefits. Officials suggest using online services for faster processing, if possible. 2306
