WASHINGTON (AP) — A federal appeals court has ruled that the first federal execution in nearly two decades can proceed as scheduled on Monday. The ruling from the 7th U.S. Circuit Court of Appeals overturns a lower court order that had put the execution of 47-year-old Daniel Lewis Lee on hold. Lee, of Yukon, Oklahoma, had been scheduled to die by lethal injection on Monday at a federal prison in Indiana.He was convicted in Arkansas of the 1996 killings of gun dealer William Mueller, his wife, Nancy, and her 8-year-old daughter, Sarah Powell. 555

WASHINGTON (AP) — Lawmakers are embracing a one-week extension of government funding to buy time for more COVID-19 relief talks. The House on Wednesday easily passed a temporary funding bill that sets a Dec. 18 deadline for Congress to wrap up both a virus relief measure and a .4 trillion government spending bill. The Senate is expected to easily pass the bill before midnight Friday to avert a partial government shutdown. Meanwhile, negotiations continue over another round of virus aid. VIRGINIA BEACH, Va. -- Cynthia Santiago is currently a master police officer with the Virginia Beach Police Department, but she will soon be Sgt. Cynthia Santiago and the first Latina filling the role.“I'm excited and nervous, and excited-and-nervous is like a constant continuation,” Santiago said.She has been on the force for 10 years and said she joined the police department because she wanted to give back and help her community. She said she also feels some weight on her shoulders."I'm the first one stepping into this role, but I think that as a sergeant,” Santiago explained, “I think my career as a police officer and as a detective shows the type of person I am."She has experience in the patrol unit, domestic violence unit and as a detective."You know, just a regular person - I'm a mom, I'm a daughter and a police officer,” she said. “I don't want to just be considered just the 'Latina police officer.' I have plenty of extracurricular activities that I do outside of work with my family."Santiago took on special projects and efforts such as building a relationship between the department and the growing local Latino community. One way was by helping to start the Hispanic Citizen’s Police Academy last autumn.She will work out of the fourth precinct and said she hopes to continue working on these initiatives as a sergeant."It was so successful, that Hispanic Citizen's Police Academy, and hopefully we have another one because we had a lot of interest of people who still wanted to join,” Santiago said. “Once this pandemic leaves, maybe have some type of community event and invite the community leaders of the Hispanic population here in Virginia Beach."She officially starts her role on Thursday. (KGTV) -- A man who detained two juveniles before taking their skateboards while posing as a sheriff’s deputy was sentenced Monday.  Abraham Joseph Nava, 24, was sentenced to three years of formal probation after pleading guilty in July to felony false imprisonment.In a separate case, Nava also admitted to calling in a false report of a bomb threat. Nava was given credit for 149 days in custody.RELATED: Guilty plea from man who posed as deputy, detained juveniles  He will have to comply with counseling conditions as required by the probation department, including a forensic examination to help determine what course of treatment to take, said Deputy District Attorney Peter Estes.Nava was arrested on June 14, several days after the sheriff’s department was contacted about a suspect claiming to be an undercover deputy.During interviews with several employees in the Main Street area of Vista, investigators learned that the suspect passed out fake business cards and was interacting with juveniles.Investigators also learned that the two juveniles were detained and had their skateboards taken. After identifying Nava as the suspect, investigators obtained a warrant to search his home where they discovered several pieces of San Diego County Sheriff’s Department uniform items, including badges.A box of fraudulent business cards was also found. Walmart, America's largest grocery, will deliver supermarket items to 40% of the nation's homes by the end of the year.Currently, Walmart only delivers online grocery orders to six markets, but it said it plans to expand to 100 different markets by the end of this year.The Walmart delivery service costs .95 per order and requires a minimum purchase.Until now Walmart has primarily offered quick pick-up of online grocery orders at its stores. But it is facing competition for online delivery of grocery purchases.Amazon is also making a big push into same-day grocery deliveries. Last year it purchased Whole Foods for .7 billion, giving it a much bigger network of brick-and-mortar grocery stores.In February Amazon unveiled free two-hour delivery of Whole Foods purchases for Prime members in four markets - Austin, Cincinnati, Dallas and Virginia Beach.
