BEIJING, Dec. 31 (Xinhua) -- The Chinese government has ordered a crackdown on pirated videos of two Chinese New Year blockbusters "Let the Bullets Fly" and "If You Are the One II."The two Chinese movies are both big hits of the New Year movie season. "Let the Bullets Fly" has raked in over 400 million yuan (59.7 million U.S. dollars) in box office since its debut on Dec. 16, while "If You are the One II" has made 200 million yuan within five days since its release.The crackdown was ordered by the National Office Against Pornographic and Illegal Publications and the General Administration of Press and Publication "in order to protect and boost the development of China's film industry," a statement from the office said Friday.The statement said the crackdown is part of a half-year national campaign against infringement of intellectual property rights (IPR), which is underway.The two departments asked local market watchdogs to enhance market inspections to weed out illegal workshops producing pirated video products.
WUHAN, Nov. 15 (Xinhua) -- Chinese Foreign Minister Yang Jiechi said Monday that Premier Wen Jiabao's imminent visit to Russia and the 15th regular meeting between the Chinese and Russian prime ministers would further promote the bilateral relationship.Yang made the remarks while meeting with his Russian counterpart Sergei Lavrov at the 10th Meeting of the Foreign Ministers of China, Russia and India in central China's Wuhan city.However, Yang did not give a specific date for the prime ministers' meeting in Russia.During his meeting with Lavrov, Yang praised progress of the development of China-Russia strategic partnership of coordination this year. He said China was willing to work with Russia to comprehensively carry out the consensus of their leaders.Next year, the two countries would hold grand celebrations to mark the 10th anniversary of the signing of the China-Russia treaty of good neighborliness, friendship and cooperation, he said.He thanked Russia for its firm support to China on issues related to Taiwan, Tibet and Xinjiang.Lavrov said Russia placed special emphasis on promoting the bilateral strategic partnership of coordination, and was willing to enhance bilateral and international cooperation with China.Later Monday, Yang accompanied Lavrov to lay a wreath at the tomb of martyrs of the Soviet Air Force who died in World War II.
BEIJING, Dec. 11 (Xinhua) -- China's urban fixed asset investment rose 24.9 percent in the first 11 months year on year to hit 21.07 trillion yuan (3.19 trillion U.S. dollars), China's statistics authority said Saturday.The growth rate was 0.5 percentage points higher than that during the first ten months, according to figures released by the National Bureau of Statistics (NBS).The urban investment in the primary, secondary and tertiary industries rose by 16.6 percent, 22.7 percent and 26.9 percent respectively.During the first 11 months, investment in central government projects rose 10.2 percent year on year to 1.68 trillion yuan, while investment in local government projects was up 26.4 percent to reach 19.39 trillion yuan, according to the NBS figures.Property development investment was up 36.5 percent year on year to reach 4.27 trillion yuan, the figures showed.During the same period, state-owned and state-controlled investment reached 8.75 trillion yuan, up 19 percent from a year earlier.Investment in railway constructions and transportation jumped 25.3 percent to 582.2 billion yuan, while investment in petroleum and gas exploration climbed 5.8 percent to 219.4 billion yuan for the first 11 months.
BEIJING, Nov. 8 (Xinhua) -- China has moved to speed up the building of a clean government ruled by law, part of the country's efforts to further enhance the government's credibility and maintain a harmonious social order for its rapid economic development.The Legislative Affairs Office of the State Council, or China' s cabinet, issued guidelines on Monday focusing on creating a government ruled by law, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means and invites the public to contribute to legislation.According to a statement issued along with the guidelines, the State Council said it was "important" and "imperative" to build a government ruled by law, as China now faces challenges, including imbalanced development of rural and urban areas, a widening income gap, an increased numbers of "social conflicts" , as well as corruption and injustice in law enforcement in some sectors.An official with the Legislative Affairs Office said Monday that the guidelines will further safeguard public interests and maintain social and economic order by requiring stepped-up efforts from authorities to investigate and punish cases that run counter to the country' s mandate for the safe production and issues related to food safety, the protection of natural resources and the environment, as well as public security.The guidelines, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means, also stipulates that if officials perform their duties according to the law or are skillful at solving disputes by legal means, they will more likely be promoted.However, government officials will be held liable for malfeasance or failure to fulfil their duty in major accidents or cases that have seriously violated laws.Further, the guidelines stress the importance of public participation in legislation, saying people's opinions, reasonable needs and legitimate interests should all be considered in lawmaking.Additionally, the guidelines state that the legislative process shall not be influenced to favor the interests of a certain sector or protect local interests.Also, to facilitate the creation of a clean and transparent government, the guidelines require all government information, aside from that involved in state, commercial or private secrets, to be open to the public.Government departments are also required to reply to pubic requests on the release of government information within a certain period of time and improve the ways of handling government affairs, according to the guidelines.
