SAN DIEGO (KGTV) -- California Gov. Gavin Newsom is facing a possible recall election as the nation's most populous state struggles to emerge from the coronavirus crisis.Organizers for "Recall Gavin 2020" say they have collected around 800,000 signatures so far. That's more than half of the nearly 1.5 million petition signatures needed to place the recall on the ballot.But state records show just under 500,000 have been turned in so far; of those, 46,756 are from San Diego County.Recall adviser Randy Economy says interest is higher since it was revealed Newsom dined with friends at an opulent restaurant while telling state residents to stay home and not socialize."He's done this to himself," Economy says, pointing out that many business owners are upset at how Newsom has handled the coronavirus pandemic and ensuing shutdowns."More people have suffered who are the heart and soul of California and the backbone of our economy, and we basically have had it."Economy says his group does not plan to hire professional signature gatherers. Instead, they're relying on a network of 30,000 volunteers across the state. They plan to use social media and their website to gain momentum."People have paying attention," he says, "They're at home, they don't have much to do, they're always on social media..."You can download the petition. You can sign it in your home. You can have your family member sign it. You can have your neighbor sign it. It's just just real simple."But a grassroots movement may not be enough. Newsom still has high approval ratings, and won his recent election by the largest margin in California history.UC San Diego Political Science Department Chair Thad Kousser says the 2003 recall of Gov. Gray Davis provides a good comparison.In that recall, the only successful recall of a governor in California history, supports got a huge financial boost from Darrell Issa and also had a big-name challenger in Republican Arnold Schwarzenegger.Kousser says this recall effort has neither."Without the money that it takes to set in place the machinery of direct democracy in California, we're not going to see a recall come to fruition," he says.Newsom hasn't spoken publicly about the recall, but his office released a statement in June. It was identical to a statement he released in 2019 when facing a different recall election.In it, Newsom says the people behind the recall want to "bring Washington's broken government to California.""The last thing California needs is another wasteful special election, supported by those who demonize California's people and attack California's values," it says.When 10News presented that statement to Economy, he scoffed, adding "This man has the audacity to be able to lecture us on on politics and, and how he has been able to conduct himself behind closed doors. SAN DIEGO (KGTV) — Convoy Street already seems like its own neighborhood to many, always bustling with locals at its numerous Asian restaurants and shops.Thursday, community business leaders continued their efforts to put Convoy Street firmly on San Diego's map with a live mural painting art show.The mural, created by local artist Espa?a Garcia Feucht, covers the side of Cross Street Chicken and Beer and was painted live in tandem with Taiko drummers playing and other artists showcasing their work outside the restaurant. "I truly believe that Convoy is big enough to have it's own neighborhood arch."The mural features a rooster holding a beer (a tip of the hat to the region's craft beer scene and the restaurant the mural sits on) with the phrase "made in San Diego" underneath. SAN DIEGO (KGTV) - Coronavirus vaccine trials are underway, but it's unlikely you'll be able to get one before next year.ABC 10News spoke with Dr. Anthony Fauci, the Director of the National Institute of Allergy and Infectious Diseases, about the next steps in the battle against the Coronavirus.Team 10 investigative reporter Adam Racusin asked Dr. Fauci when a safe and effective vaccine will be available."Well, Adam, we're hoping that's going to be as we get toward the end of this calendar year late fall early winter," he said. "In the United States, two candidates have already started a phase three trial. They started last week on July 27."Fauci said in the next few months, other companies will be getting into a phase three trial."We hope, and I think we can be cautiously optimistic about this, that we will have a safe and effective vaccine by the end of the year, beginning of 2021," he said. "There's never a guarantee Adam, and that's why you do the trials, and the phase three trials are about 30,000 people."Dr. Fauci explained that the government has invested hundreds of millions of dollars - if not billions on vaccine production even before they know if it will work. So, if it is valid, in early 2021, there could be tens of millions of doses ready to go.As for who'd get it first, Fauci said they have committees that advise the Centers for Disease Control and Prevention. They're also adding an extra layer of individuals from the National Academy of Medicine to complement that decision."The prioritization is usually for those who would benefit the most and need it the most such as health care providers, those who are vulnerable, the elderly, those with underlying conditions including minority individuals who we know disproportionately suffer much more both in infection rate and in serious consequences," Fauci said.But even if the vaccine is approved, the speed at which it'll be done makes some people cautious and even uncomfortable. Others have indicated they are against any vaccine."We're having what's called community engagement and community involvement," Fauci said. "This has been very successful when we had interventions during the earlier years of HIV/AIDS when there was some skepticism in the community about safety and efficacy in drugs. So we're going to get community leaders to help us get out there and be very transparent in outreaching to the various communities, including minority communities, that may have some skepticism to getting vaccinated."The vaccine is months away at a minimum, yet positive cases are still rising in some communities.Dr. Fauci said what's concerning to him is the capability of the virus to be efficient in how it spreads from person to person."We've got to take it seriously," he warned.Team 10 investigator Adam Racusin asked Fauci, while the country is waiting for a vaccine, does he believe school-aged kids should be physically in school.“Well, I think they should be what we call an overriding default position,” Fauci said. “That it is better, and we should try to the best of our ability to get the children back to school because of the deleterious effects to the children when they’re not in school and the ripple effects to parents of having to stop work to take care of them. However, and I underline the ‘however,’ this should not be sacrificing the health, the welfare or the safety of the children as well as the teachers.”He continued, “So we live in a big country, and you’ve got to realize that there are some areas locally where the infection is so low that you can get the kids back to school, no problem. You’ve got to be realizing and flexible that there are some areas of the country where the infection activity is so high that locally the individual people responsible may have to make the decision either to not get the kids back to school or to do it in a way that safeguards the children’s health by hybrid between online and in-person, physical separation, indoor-outdoor, morning afternoon. There are a lot of ways to do that. We have to be flexible. SAN DIEGO (KGTV) -- Authorities responded to reports of a California Highway Patrol Officer who crashed his motorcycle in Rancho Bernardo Thursday evening. According to the San Diego County Sheriff’s Department, the crash happened on northbound I-15 at Rancho Bernardo Road before 6 p.m. At this time, the cause of the crash is unknown. It’s also unknown whether or not the officer was injured in the crash. 416

SAN DIEGO (KGTV) - Cesar Rivera thought he'd achieved the American Dream when he and his wife bought a house just north of Mission Valley. "I moved in, I loved the area, I loved my neighbors," he says. "I want my boys to have this house when we grow old."But whether Rivera's family will last in long enough in the area remains to be seen. These days, Rivera is on anxiety medication. He says it's because of the home next door that became a vacation rental shortly after he moved in. He says it can rage any night of the week. "They go on arguing and yelling, and they're out there for hours," Rivera said. "They don't stop. He also says the owner, Lael Volage, is not responsive: a claim she vehemently disputes. At any rate, it's exactly the situation the City Council aimed to avoid when it passed strict regulations in 2018. The rules would have limited vacation rentals to primary homes and structures on the same parcel. The rules also would have required many hosts to pay a 5 fee to fund a new enforcement division that would have worked evenings and weekends. But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. "Nobody wants a party at their house. We try to regulate it. I turn people down all the time."Still, her online listing says parties and smoking are allowed, the home sleeps ten, and boasts a billiards table, jacuzzi, and wet bar. "If you're a homeowner, you're allowed to have a barbeque, you're allowed to have beer pong in the backyard, and be able to have some music playing until 6, 7, 8, 9 even 10 o'clock," Volage said. She said vacationers should have the same rights, and that Rivera's problem is that his bedroom is right above the street. San Diego Police say they have been called to Volage's rental three times since May for noise complaints. A 2017 memo from the city attorney concludes vacation rentals are not an allowed use. Still, a spokesman for the mayor says he continues to support the "common sense regulations proposed last year as a starting point for new negotiations."After a Halloween night shooting at a vacation rental, Airbnb CEO Brian Chesky announced the company would ban party houses, and increase enforcement efforts. Those efforts include creating a "party house" rapid response team, and expanding manual screening of high-risk reservations. Volage's home is listed on VRBO.
