San Diego (KGTV)- After a second vote, a marijuana production facility is given the green light to move forward. Dozens of people, on both sides of the issue, were there as city leaders made their decision. Planning commissioners voted 4 to 2, giving business leaders the conditional use permit they needed to move ahead with plans. “We’re elated that the decision was in our favor,” says Jared Angell, CFO of THinC. “We followed all the rules and regulations and were glad to see that the planning commission could uphold that.”Business leaders were hoping for this decision after a deadlock vote of 3 to 3 last week. The over 21,000 square feet building on Ruffner Road will be used for the marijuana production site. During today’s vote, some planning commissioners asked that the building, moving forward, be more transparent by adding more windows. Commissioners also requested storage items be housed on the top level. Community members were concerned about the safety and future of their neighborhood, but business leaders say ThinC is committed to working with everyone.“We reached out to a lot of local business and community members, and we’ve been working with them to ensure that our business will not negatively affect them in any way,” says Angell. “It sends a strong message about the strength of community,” says community member Ping Wang. “I would be overjoyed for our community coming together, banning together, and supporting each other.”The site will be used for manufacturing and distributing marijuana products. As they are still in the planning stages, there is no word yet on when the facility will be in business. 1649

SAN DIEGO (KGTV) — While Michelin decided to postpone its annual award of stars to California restaurants this year due to the pandemic and wildfires, undercover eaters did find several "discoveries" across the state. The new-found culinary delights were announced as part of Michelin Guide's "Family Meal" livestream to celebrate the resilience of restaurants and raise money for the California Association of Food Banks. In San Diego, five restaurants pleasantly surprised guide inspectors were Tuetano Taqueria in San Ysidro, Morning Glory in Little Italy, Dija Mara in Oceanside, Soichi Sushi in University Heights, and Sushi Tadokoro in Old Town.Inspectors said Tuetano Taqueria Chef Priscilla Curiel’s guisados "are every inch the equal of Baja’s—down to the fair prices and hefty portions (and without the long traffic lines on your way home)." The guide also hailed the restaurant's beef birria that is topped with a bone filled with buttery marrow on top of the taco.Morning Glory's soufflé pancakes are "worth waking up for," according to the guide, and dishes like fried rice with pork belly and eggs and potatoes au gratin are "a great riff on tradition."Indonesian stop Dija Mara serves up creative cocktails and delicious nasi goreng (fried rice with shrimp, pork belly, chicken, and the yolk of a sunny egg) and charred eggplant with smoked tomato sambal and crispy fried shallots, inspectors said.Soichi impressed with its sushi offerings, including its pike mackerel, kampachi, and sea bass dishes. Michelin says Soichi's shirumono fish soup is also a must before trying out the restaurant's green tea ice cream.Inspectors say Sushi Tadokoro's omakase is a must-try, especially the sushi joint's oysters and scallops. Tadokoro's sea urchin topped with ikura eggs and golden eye snapper with kombu also "hits all the right notes," according to the guide.Donations to the California Association of Food Banks can be made here. 1947

SAN DIEGO (KGTV) -- The migrant caravan is still over a thousand miles away but troops are getting ready to deploy to the San Diego Tijuana border. Locally, Border Patrol says they can’t answer any questions about the increased military presence, only that they are monitoring the situation. They referred all 10News questions to the Department of Defense. A customs spokesperson released the following statement:  442

SAN DIEGO (KGTV) — With California's theme parks and other family activities closed or restricted because of the pandemic, pumpkin patches have become an even more popular source of seasonal joy.The patches are able to operate under certain restrictions, though some operating rides may be at odds with public health orders.Cell phone video taken this week at The Pumpkin Station on Camino del Rio South in Mission Valley shows lots of visitors, some wearing masks and others not, and some small rides operating. The owner of the patch told ABC 10News they have a capacity limit of 250 people and require employees to undergo temperature checks and wear face masks. The owner said the location can't make customers wear face masks if they don't want to. As for the rides, the owner said calls to the San Diego County Health Department about whether rides are allowed were not returned. The owner said the rides are sanitized between each use as well. The county referred ABC 10News to California's guidelines for amusement and theme parks, which says all operations must be closed in the red and purple reopening tiers. San Diego County is currently in the red tier.As for other spots, like the Strawberry Fields in Carlsbad, there are no rides but there are inflatables. The owner of Carlsbad Lagoon tells ABC 10News that they've been working with the county ever since they reopened and that there are no specific guidelines for inflatables. The county says that as long as they are not completely closed, things like inflatables, slides, and obstacle courses are allowed.Carlsbad Lagoon added that they sanitize frequently and restrict admission to adhere to social distancing guidance. 1694
