BEIJING, Jan. 13 (Xinhua) -- China refuted the Philippines' protest against test flights at a newly built airport in the South China Sea, stressing the test flights fall totally within China's sovereignty.

The reform will include cutting troops from 2.3 million to 2 million, phasing out outdated armaments, developing new weapons systems and reducing the size of the militia.

Khaled Matrud, a Syrian scholar and editor-in-chief of Al-Muwsela magazine, told Xinhua on Monday that the new counter-terrorism law is a brave and practical step for China's anti-terrorism efforts, which is in line with its crackdown on all forms of terrorist activities and demonstrates its determination to fight terrorism at home and abroad.
