A Tennessee woman was behind a security threat that placed the White House on lockdown.The vehicle that rammed the security gate Friday afternoon is registered to Jessica R. Ford, a woman who has had run-ins with Secret Service in the past. The car also had Rutherford County tags.The incident report says Ford intentionally hit the fixed security barrier with her car while holding a gun in her hand behind the wheel.According to the report, Ford hit the gate, and continued to accelerate, while an officer demanded she put the gun down multiple times. Witnesses reported seeing smoke from her vehicle's tires.When she did not comply,  the officer removed the gun from hand before she was pulled from behind the steering wheel.Once they pulled her out of the driver's side window, they handcuffed her and searched the vehicle.The White House was placed on lockdown for about an hour during the investigation. The Secret Service confirmed no shots were fired during the incident, and no law enforcement personnel were injured.President Trump was inside the White House at the time, hosting Australian Prime Minister Malcolm Turnbull. Turnbull remained at the White House as the incident was being investigated.The incident wasn't Ford's first run-in with secret service. According to reports, Ford tried to get past security and scale a fence at the White House in April, May and July of 2017.  She was arrested and charged with unlawful entry and ordered to stay away from the White House grounds.Ford has a lengthy criminal history in Tennessee as well. In 2003, she was charged with DUI and prescription fraud. From 2004 to 2006 she was charged with multiple counts of violation of probation and resisting arrest. In 2011,  in Nashville she was charged with criminal trespassing.The Secret Services said Ford is now facing multiple charges in connection to Friday's incident including Unlawful Entry, Carrying a Pistol without a License, and Destruction of Government Property.Learn more about Friday's incident here. 2113

A mother whose toddler died weeks after they were released from a Texas immigrant detention center has filed a wrongful death claim seeking million from the US government.Yazmin Juarez's 19-month-old daughter, Mariee, died in May, six weeks after they were released from the immigration facility in Dilley.Juarez and her attorney allege that ICE and those running the facility provided substandard medical care for the toddler after she suffered a respiratory infection while in detention."The US government had a duty to provide this little girl with safe, sanitary living conditions and proper medical care but they failed to do that resulting in tragic consequences," attorney R. Stanton Jones said in a statement."Mariee entered Dilley a healthy baby girl and 20 days later was discharged a gravely ill child with a life-threatening respiratory infection. Mariee died just months before her 2nd birthday because ICE and others charged with her medical care neglected to provide the most basic standard of care as her condition rapidly deteriorated and her mother Yazmin pleaded for help." 1104

A van slammed into a crowd Saturday in an apparently deliberate act in the German city of Muenster, killing two people and leaving 20 others injured, officials said.The driver also shot and killed himself, a police spokeswoman said. The driver was a German citizen, said Herbert Reul, state minister for internal affairs in North Rhine-Westphalia state.Authorities are treating the incident as an attack. There is no known connection to radical Islam but investigators are still looking into the driver's background, Reul said.Police earlier said there were three deaths. Reul clarified later Saturday that the total included the attacker.Muenster police spokesman Andreas Bode said law enforcement is looking into witness reports that some people fled the attacker's van after the attack. He also said there was a suspicious object in the vehicle that was under investigation.Bode said the motive of the driver is unknown.The attack happened in the old part of the western German city, an area popular on weekends. A pro-growth group's sweeping victory this week could smooth the road for more dense housing in San Diego's uptown neighborhoods.The group, Rise Up Town, won all seven open seats on the city's Uptown Planning Group. The all-volunteer board makes official recommendations to the City Council on proposals in Hillcrest, Bankers Hill, Mission Hills and parts of University Heights. Rise Up Town campaigned on "taller, well designed buildings," with support for affordable development, faster approval, and more walkable and bikeable neighborhoods, with lower speed traffic. It also said the current board members weren't doing enough to support growth in a time that San Diego needs it. "We thought that we could address the problems that we saw in terms of housing affordability, in terms of bike and pedestrian infrastructure within the community," said Clint Daniels, one of the newly elected members. "We got together, we were passionate about it, and we thought those passionate ideas that we could serve the community well."About 500 people voted in the election, held Tuesday before the Uptown Planning Group's meeting. The vote unseated three incumbents, including board chair Leo Wilson. Mat Wahlstrom, who lost his bid for re-election, said he's concerned the new members could serve as a rubber stamp for developers. "None of us have said anything against appropriate density," he said. "We definitely don't want to put all of uptown under saran wrap."There are 17 members on the Uptown Planning Group. A new scientific model estimates 130,000 lives could be saved by next Spring if there is universal mask use in public. Without changes, the United States could be ontrack to record more than 500,000 deaths from COVID-19 by March 2021, the study reports.“We find that achieving universal mask use (95% mask use in public) could be sufficient to ameliorate the worst effects of epidemic resurgences in many states,” the study stated.The findings, published Friday in the journal Nature Medicine, found even if 85 percent mask use was achieved and current social distance policies remained in effect, it could result in an additional 95,000 lives being saved.According to the study, the national average for self-reported mask wearing is at just 49 percent as of late-September.The researchers ran scientific model projects using information from states about when they would implement stricter lockdown or stay-at-home orders to make their outcomes as realistic as possible based on current stated parameters and orders.These findings come as the U.S. struggles with a resurgence of COVID-19 cases.The country recorded more than 75,000 new infections Thursday alone, according to the New York Times.There are now a total of more than 8,450,000 positive COVID-19 cases since the pandemic started in the country, and at least 223,000 deaths from the disease. 1362
