NATIONAL CITY, Calif. (KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

Milwaukee Mayor Tom Barrett says he’s concerned after seeing video of police using a stunning and arresting?a Milwaukee Bucks player Sterling Brown.The video is expected to be released soon, possible later this week. Police are reportedly bracing for backlash from the release of that video. This incident took place on the south side of Milwaukee in January. Police were called to a Walgreens because Brown was illegally parked across two handicap spaces. The officers say they tried to talk to Brown but had to deploy their stun guns to arrest him. Since that time, the arrest has been the subject of a police internal investigation."I have some of the same concerns that the chief has expressed over the video. I'm going to let the release of that speak for itself, but yes, I definitely have concerns after watching that video,” Barrett said. The mayor indicated that Police Chief Alfonso Morales had a similar reaction after seeing the video. Brown was not charged in the incident. NATIONAL CITY, Calif. (KGTV) -- Police are looking for the driver of a BMW that crashed into a church fence in National City while attempting to escape a separate hit-and-run crash.According to National City police, it happened around 12:15 a.m. on Palm Avenue, leaving behind a trail of destruction in front of the church.Police say it all started when the BMW driver rear-ended a white Camaro at the intersection of Division Street and Palm Avenue. Moments later, the driver hit the gas trying to speed away from the crash but then hit another car, lost control, and crashed into a church fence.The BMW caught fire, but witnesses helped put it out before firefighters arrived.Witnesses say they saw a man and possibly one passenger running from the scene.No one was hurt.Police did find a shoe left behind at the scene and hope it will help lead to the suspect driver. 878

Multiple cell phones, scopes, two rifles and more than 1,000 rounds of ammunition were found by police during a search of Travis Reinking's Antioch apartment. In an affidavit from Metro Nashville Police, detectives searched Reinking's Discovery at Mountain View apartment and took a number of items. The two rifles were a CZ 452-2EZKM .22 caliber and a Remington 30-06.Police found hundreds of .22 caliber rifle bullets, 87 30-06 bullets, 30 .223 bullets, 29 .45 bullets and 43 .22 caliber bullets.They also found four cell phones, two scopes, a notebook, a safe and several computers. The affidavit describes Reinking's apartment as a one-bedroom apartment. Police said he has been living there for three months. Inside of Reinking's truck that was left at the Waffle House, police found two checks made out to "Travis J. Rankins [sic]." Also, police found an iPod and a Buck Knife with a black sheath.Assorted documents and papers were found in both the apartment and the truck, though what information they contain was not specified.
