At Poway Unified School District, near San Diego, they're seeing 5 percent less kindergarten students enrolling. Fulton County Schools in the Atlanta, Georgia area reports 12 percent less students are enrolled in kindergarten for the upcoming school year."Kindergarten is critical. It is the foundation of a successful student.
