ESCONDIDO, Calif. (KGTV) - Plans are underway to reinvigorate Escondido's historic downtown, with new businesses and plans to make the area more pedestrian friendly. One of the new ventures is the first-of-its-kind. "Escondido now has really started to invest a lot of time, a lot of effort, and they're putting a lot of money into the downtown district," said Nick Corona, a nationally recognized homebrewer who lives in San Marcos. When Corona started homebrewing in 2012, the dream was always to start a brewery, which he named Five Suits Brewing. Now that dream is coming true in a way he couldn't have envisioned back then. "We're looking to hopefully become a little bit more of a draw for Escondido."The plan is to house four different businesses under one roof, three of which are craft beverage manufacturers: beer, gin, and mead. The gin distillery is Stoke Distilling Co. and the meadery is Good Omen. "Nobody else in California and I don't even think in the U.S., has a storefront place that you can go to that has a brewery, a winery, and a distillery, with a restaurant all in the same location," said Brian LaMere, Owner of Good Omen. The owners of Carlsbad's Notorious Burgers will be supplying the food, which will consist of craft tacos and Mexican street food. The project is still waiting on approval from the alcohol and beverage agencies, but Corona says they've identified a 14,000 sq/ft property on Grand Ave. "It will be a destination, there's no doubt about it," said Corona. As far as making downtown more friendly to pedestrians, city planners say there are plans to widen the sidewalks, create more parking, and add art. Corona says he's excited for the future, "We're proud of our brand, we're proud of what we're bringing, but for me personally I just want to bring people something that opens their eyes." 1842

Federal authorities filed a lawsuit against a New Jersey landlord who allegedly demanded sexual favors from low-income tenants in exchange for housing assistance. On Wednesday, the Department of Justice filed a sexual harassment lawsuit against 73-year-old Joseph Centanni, who owns hundreds of rental units in and around Elizabeth, for "violating the Fair Housing Act by subjecting tenants to sexual harassment" since at least 2005.“The Fair Housing Act protects the right of all persons in our nation to rent a home without suffering sexual exploitation at the hands of abusive landlords. Demanding sexual favors from tenants, especially those who are financially vulnerable, is illegal,” said Assistant Attorney General Eric Dreiband of the Civil Rights Division in a statement. “The Fair Housing Act protects tenants from sexual harassment and retaliation by their landlords, and the Justice Department will hold accountable those who engage in such cruel, depraved, and illegal conduct and will work tirelessly to obtain relief for their victims.”The complaint alleges Centanni demanded that current and prospective tenants provide him with sexual favors in exchange to keep their place or a reduced rate in rent, and threatened to evict anyone who rejected his advances.“No one should ever be forced to provide sexual favors, or otherwise endure sexual harassment, as a condition to keep or obtain housing,” U.S. Attorney Craig Carpenito said in a statement. “Sexual harassment in housing is illegal under the Fair Housing Act, and we will vigorously enforce this federal law to end this depraved type of behavior.”According to the complaint, one victim said she approached Centanni last year because she was having problems paying her rent. He said he'd help her with rental assistance, and she asked what she needed to do in exchange."He then brought her to an empty apartment," the court documents alleged. "There, he asked her for a massage and exposed himself. He then subjected her to unwanted sexual touching by using his hands to move both of hers to touch his testicles and penis as she said words to the effect of 'no' and 'don’t do that.'" Afterward, Centanni helped the woman apply for rental assistance, the lawsuit claims.Another woman said she went to Centanni last year stating she was having problems finding another place to live after agreeing to move out, the lawsuit alleges. The lawsuit states Centanni then took the woman to an empty storage room, after asking the tenant how badly she wanted to stay in her apartment.“There, Centanni exposed himself and asked for oral sex,” federal prosecutors allege. “Because she felt like she had no choice, the tenant submitted to Centanni’s sexual demand. After this incident, Centanni allowed her to stay in her apartment.”According to the complaint, Centanni participates in the federal Housing Choice Voucher Program (also known as “Section 8”) and receives approximately 2,000 each month in federal voucher payments. 2998

He's my everything, so it's hard to see him like this," said his wife, Kylie.Kylie was in a truck along the course when she got the news. Josear was in second place, nearly done with his 100-mile stretch and about to turn his bike over to a teammate. That's when he says he collided with an SUV that had driven onto the course, headed toward him. "He tried to veer off to the right ... the car veered off in same direction. Then, a head-on collision. He doesn't remember anything after that," said Kylie.Josear was discovered by spectators and a teammate, with car parts scattered nearby."Something exploded. ENCINITAS, Calif. (KGTV) - A North County woman says she was scammed at a gas station by a performance 'worthy of an Oscar.'"We pull in and my husbands about to pump in the gas," said Alice. An ordinary trip to fill up turned eventful last month at the Shell gas station on Santa Fe Drive. "I see a man pull up in a black SUV, brand new and shiny," said Alice. Alice says a man in his 30s got out of the GMC Yukon and approached them."He was in head-to-toe designer clothes," said Alice. In the backseat was a well-dressed woman and a little girl."He says, 'Excuse me, Sir. I'm here vacationing from Dubai with my family and my wallet was stolen,'" said Alice. The man asked for some money for gas and then took out a ring."Here, take my ring. It's worth 0. I have money and plenty of jewelry at home. I just need money for gas and food," said Alice.Alice told the man to keep the ring and then had her husband put in on a pump with their credit card."I believed their story ... I put myself in their shoes. I would be devastated, and I would want someone to help me," said Alice.Days later, she learned from her cousin in Los Angeles those strangers were scammers. "I was the 4th person she knew of personally that this happened to. I was duped," said Alice."Then this past Wednesday, Alice was back at the gas station and filling up, when she saw something familiar," said Alice. It was another new GMC Yukon. Inside was a different family. She saw them talking with a young man, before pulling out a ring. "I ran over put my hand in front of the guy and said, 'You should be ashamed of yourself. This is a scam!" said Alice. She learned the family had a similar story about vacationing from Dubai. The SUV sped off, leaving behind a woman hoping others don't fall victim."It makes me angry. It's the giving season and they take advantage of that. They're actors. They played their part perfectly. They're going to get an Oscars, and I handed them the award," said Alice.Alice believes both vehicles had out-of-state license plates. She says she contacted the sheriff's department but was told this incident would likely be defined as panhandling, which isn't a crime. 2184
