SAN DIEGO (KGTV) -- Neighbors are concerned after they say a registered sex offender moved into their Rancho Bernardo community, just feet away from an elementary school playground.Anthony James Morgan, 32, was convicted of possession of child pornography and lewd and lascivious acts with a child in Tennessee in 2013.Neighbors say they became concerned after Morgan moved into a townhouse in their neighborhood weeks ago. According to records on the Megan’s Law website, Morgan lives on the 17000 block of Caminito Baya, about 100 feet away from a playground at Westwood Elementary School.According to the Safe Task Force, which monitors local sex offenders, Morgan’s living situation is legal because of the California Supreme Court.In 2015, the court tossed out blanket restrictions on where sex offenders may live. The ruling came after sex offenders said the restrictions made finding housing impossible for them.  Authorities say while probation or parole agents can implement living restrictions, due to the fact that Morgan is no longer on parole or probation, he is now allowed to live wherever he wants.Neighbors say the rule doesn’t make sense. “I think the rules definitely need to be changed when it comes to sexual predators,” said Linda Vasquez.Vasquez added that she is relieved to hear that Morgan will be moving out of the area in April. “I’m very happy for that. We don’t need that in a neighborhood full of children.”The neighborhood is particularly sensitive to the sex offender issue. Neighbors say registered sex offender John Gardner was spotted at this mother's home - less than 500 feet from Westwood Elementary - in the years before he murdered two teens, including Chelsea King.Father Brett King helped lead a successful fight for tougher laws, including stricter punishments for sex offenders.  When he learned about Morgan's living situation, he told 10news: "As a society, we have lost our common sense ... SAN DIEGO (KGTV) -- More victims have come forward, saying their financial advisor stole thousands of dollars in an alleged Ponzi scheme."He preyed on the elderly folks," said San Diego resident, Brian Taylor. Brian and his wife Sharon have been married for more than 50 years. Brian, a Navy veteran, said this is not how they planned to spend their retirement. "We enjoyed our lives. We don't enjoy our lives anymore," Brian said. Christopher Dougherty was their neighbor. Sharon said they knew their family well and often met for parties or gatherings over the years. They stated investing with Dougherty in the early 2000s. A few years ago, they moved money into his company C & N Wealth Management. The Taylors said Dougherty told them they were investing in tax-free municipal bonds. They learned later that was not true. "It was actually invested in heavy equipment," Brian said. "I couldn't believe it." They said it was all done without their knowledge. The couple learned about this just this past October. "He said, don't worry, you're getting your money back and we didn't know that was the day after he filed bankruptcy," Sharon said. The Taylors are the third couple Team 10 has interviewed regarding this alleged Ponzi scheme. Sharon and David Vega said Dougherty stole about ,000 from them. That money was meant to help their grandchildren when they go to college. "We have not received any funds back," Sharon Vega told Team 10.Diane and Jerry, who declined to use their last name, said Dougherty took more than million dollars from them, meant for their retirement. "We can't even afford a burial plot at this point," Jerry said. Late Tuesday afternoon, the Sheriff's Department confirmed a criminal investigation into Christopher Dougherty with at least 30 potential victims. Bankruptcy attorney Larissa Lazarus is with the Law Offices of Mark Miller. Their firm represents 11 people in the Dougherty bankruptcy case. "They are all just good, really kind people who unfortunately trusted someone who was a licensed financial advisor and wasn't actually looking out for their best interest." She said she could not say whether or not it was elder financial abuse, but Lazarus said Dougherty was "doing things he was not supposed to be doing as a licensed financial advisor." In 2011, Dougherty was charged with a felony for taking thousands of dollars from a youth sports league. He ended up pleading guilty to a misdemeanor and was sentenced to three years summary probation. Records from the Department of Insurance showed that Dougherty "took somewhere between ,000 and ,000 from the League's bank account" when he sered as volunteer treasurer. In a letter dated April 19, 2012, Dougherty wrote to the Department: ".. due to extreme financial hardship and personal issues, I suffered a lapse in judgment that was fortunately resolved within a short period of time due to my efforts." SAN DIEGO (KGTV) - One person was killed in a chain-reaction crash on Interstate 805 in the South Bay that forced lane closures and led to a heavy traffic backup during the Wednesday morning commute.Shortly after 11:30 p.m. Tuesday, the California Highway Patrol reported a crash involving a Nissan pickup truck colliding with a Caltrans truck that was working along the side of northbound I-805 near Bonita Road.CHP officials determined that a Toyota Yaris struck the pickup, causing it to slam into the back of the Caltrans truck, which was hauling asphalt.CHECK TRAFFIC CONDITIONS10News learned the Nissan's driver died at the hospital after sustaining injuries from the wreck.Yaris' driver, a 29-year-old man, was arrested on suspicion of DUI and vehicular manslaughter.No other injuries were reported, and CHP officials said the crash is under investigation.The crash and clean-up led to the closure of at least two lanes on northbound I-805 at Bonita Road. The onramp from Bonita Road to northbound I-805 was also shut down.The closures caused a traffic jam that extended south past Palomar Street in Chula Vista.To alleviate some of the gridlock, the CHP opened the HOV lanes to all vehicles. 1207

SAN DIEGO (KGTV) - One of La Jolla's most scenic spots is also the scene of a 20 year battle that has left the community divided.The Coastal Commission voted unanimously Thursday night to approve a measure to renew a 10-year permit to close the Children's Pool to human access during Harbor Seal Pupping season.The Children's Pool was built in 1931 to give kids a safe place to enjoy the beach.In the late 1990's, harbor seals moved in on the area creating conflict.Surveillance cameras captured visitors getting dangerously close to the seals causing the city to take action.In 2014, they decided to close the Children's Pool from December 15th through May 15th. This is typically the time period when mother seals use the beach to birth their calves.The California Coastal Commission agreed to try out this plan for five years.Dr. Jane Reldan, President of the Seal Conservancy, said the beach closure was an "elegant compromise." Reldan added that the closure happens during a time of year when it's cold and people don't want to go swimming anyways.Opponents say there's plenty of coastline for the seals to use and that it's time the Children's pool was given back to the kids. 1190

SAN DIEGO (KGTV) -- Officials say more than 80 people are currently being monitored for coronavirus symptoms in San Diego County, as the first flight of quarantine passengers from a cruise ship arrived at MCAS Miramar Tuesday. A group consisting of between 50-60 people arrived at MCAS Miramar just before 10 p.m. Tuesday for a 14-day quarantine. The passengers had been aboard the Grand Princess cruise ship that was brought to Oakland.All passengers have been screened and showed no symptoms, County Public Health Officer Dr. Wilma Wooten said, adding that about 400 more passengers were expected to arrive at Miramar on Wednesday.The cruise ship reported at least 20 people infected with coronavirus aboard the ship, before it was directed to dock in Oakland after spending about a week awaiting orders off California's coast.RELATED: San Diego County woman tests positive for coronavirus following overseas travelAbout 900 California residents who were aboard the ship will be repatriated through MCAS Miramar and Travis Air Force Base in Northern California, according to Wooten. MCAS Miramar confirmed the arrival late Tuesday and larger group expected Wednesday.In a statement, MCAS Miramar Commanding Officer Col. Charles Dockery said the U.S. Department of Health and Human Services is leading the local quarantine effort on the base."As with the previous mission, all passengers entering quarantine will have been deemed asymptomatic by health care professionals. Passengers will remain quarantined throughout the 14-day period and there will be no contact with DOD personnel. Finally, any person that tests positive for COVID-19 will be transferred off-station," Col. Dockery's statement read.San Diego is currently monitoring 73 travelers from China and Iran for coronavirus symptoms, according to the county. Since Feb. 6, 448 travelers have been monitored, with 375 travelers clearing their quarantine period.Currently, 11 non-travel related individuals in San Diego County are being monitored: Nine who had contact with an Orange County patient who works in Chula Vista and two people who had contact with a travel-related coronavirus patient who lives in San Diego County.
