SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. And the millions of newly unemployed Americans are vying for fewer jobs.Christy Schmidt, a 34-year-old who lives in Bend, Oregon, has been scouring job boards ever since she was let go by her employer. "The amount of jobs up there or jobs that are very close to a fit for me are just non-existent, and I have come to realize that there are tons of other wonderful qualified people applying for the exact same jobs I am," said Schmidt.She was working as an executive assistant for three vice presidents at Navis, a company that specializes in technology for the hospitality industry. Some of their biggest clients include hotels and resorts."It was literally my dream job. It was the best company culture I had ever been a part of, just some of the most brilliant people that were just so down to earth. I loved going to work every single day," said Schmidt. Schmidt thought working from home would be temporary, just during COVID-19, until the day managers called an all-team meeting."And it was very tough for them to tell us we no longer had jobs, that they were doing everything they could to make the company survive," said Schmidt.After months of searching, she finally found an opportunity that made her hopeful, only to learn it was a scam. When it came time for the virtual interview, the scammer instead wanted to have a text conversation over Google Hangouts. "All they want is personal information; they did not want to know anything about my experience or background," said Schmidt. The FBI says hiring scams have spiked during the pandemic.Now, Schmidt is considering moving out of the small town of Bend to go back home to California, where there are more jobs available. As well as IT, tech, customer service, online teaching, and construction jobs."I've seen this before in previous recessions, where people do rethink their career paths," said Best. The San Diego Workforce Partnership is offering on-demand training videos online. They're also connecting job seekers with affordable certificate programs to help people learn new skills. Workforce development partners in other cities are offering similar resources. Schmidt is broadening her search, considering jobs she might have overlooked before the pandemic."Knock on every single door because I know eventually one is going to open, and it's going to be the right fit for you," said Schmidt. SAN DIEGO (KGTV): A new study from the San Diego Military Advisory Council says the military industry in the area is the top economic driver.The SDMAC's "Military Economic Impact Study" says the armed forces spent billion in San Diego in 2018. That includes compensation for military employees (43%), procurement and other spending like defense contracts (38%) and retirement and veterans' benefits (19%).Additionally, the ripple effect of all that money creates billion worth of San Diego's Gross Regional Product. That's 22% and accounts for more than tourism or tech industries.The military also helps support 340,000 jobs in the county. That's 22% of the jobs across San Diego. It includes members of the Navy, Marines, Coast Guard, Reserves and civilians employed by the DOD, DHS or VA. It's the largest concentration of military employees anywhere in the world.There are also over 241,000 retirees or military veterans in the area, according to the study.Meanwhile, the study says the military's impact should grow in the future. It anticipated 4% growth next year.It could be more in the coming few years. President Trump recently announced a pay raise for military enlistees. He also signed a 7 billion defense budget for 2019, the largest ever. The Navy plans to homeport 20 more ships and approximately 15,000 more sailors to San Diego by 2025. And the Army has listed San Diego as a possible location for it's new "Future Command" post researching emerging technology.But the military faces some challenges in the coming years as well. Housing is a big issue, especially if the Navy wants to expand in San Diego. There are also concerns about the high cost of living in the area. And SDMAC says they're looking for ways to help military spouses find jobs. SAN DIEGO (KGTV)-- Thousands of people got their vaccinations Saturday, to kick off this year's flu season. The vaccination event was held at four Kaiser Permanente locations in San Diego County.For Byron Frohm, a trip to Kaiser Permanente in Mid-September is an annual tradition. "I can't think of any reason not to get it," Frohm said. The reason he does get the flu shot is his perfect, 40-year flu-free record. He says the vaccinations help him ward off the dangerous bug. "This virus is very strong," Shreya Chandra, MD. said. "It is hitting our community, and getting the vaccination really is prevention."Last season, health officials recorded 77 deaths in San Diego County. In the 2017-2018 season, there were 343 deaths. This was the highest number of fatalities since the county began tracking flu data nearly two decades ago. Already this year, there has been one confirmed flu-related death. The county said a 74-year-old Chula Vista man died August 15, 2019, due to complications from Influenza B. All the more reason for 76-year-old Frohm to stick to his regimen. "At my age, I'm probably more susceptible," Frohm said. Other high-risk groups include pregnant women, people with asthma, diabetes, and other illnesses. Some symptoms of Influenza include high fever, severe body aches, nausea, sore throat, and fatigue. This could last up to two weeks. Many people mistake the signs to that of the common cold. Doctors say many people who have the flu do not show any symptoms. But they can still spread the illness."I can still carry it and pass it on to elderly parents or people who can potentially get really sick from this virus," Dr. Chandra said. That is why Dr. Chandra strongly recommends the annual vaccine. She believes the best treatment is prevention. "We have State-of-the-art care and medicine. We live in San Diego. But the point of this vaccination is that we never need State-of-the-art care. You never get sick in the first place," Dr. Chandra said. 1990
