NASCAR and the FBI said on Tuesday that investigators have completed an investigation and determined that driver Bubba Wallace was not the target of a hate crime.The racing circuit said that video from NASCAR given to the FBI concluded that a rope fashioned like a noose had been hanging from Wallace’s garage since as early as last fall. But the garage had not been used since a race in 2019."The FBI learned that garage number 4, where the noose was found, was assigned to Bubba Wallace last week.," said US Attorney Jay E Town and FBI Special Agent Johnnie Sharp in a joint statement. "The investigation also revealed evidence, including authentic video confirmed by NASCAR, that the noose found in garage number 4 was in that garage as early as October 2019. Although the noose is now known to have been in garage number 4 in 2019, nobody could have known Mr. Wallace would be assigned to garage number 4 last week."NASCAR President Steve Phelps told reporters that NASCAR will continue its own investigation.“I want to be clear about the 43 team – the 43 team had nothing to do with this,” Phelps said. “The evidence is very clear that the noose that was in that garage had been in the garage previously. (KGTV) - After five years of delays and construction, the Plunge Pool in Mission Beach is scheduled to re-open on June 1."There was a lot of I's to dot and T's to cross with this thing, so we've taken our time," explains Belmont Park General Manager Steve Thomas. "We've invested the capital to make sure that things are where we want them to be. It feels good to be involved in a project like that."In addition to rebuilding the pool, the new Plunge will include a state of the art fitness center, run by Fit Athletic Club.The pool, which opened in 1925, closed in 2014 in dire need of repairs. That process didn't begin until January of 2017 because of issues with the Coastal Commission and other government entities.Throughout construction, people in Mission Beach have been wondering when it will reopen while reminiscing of their time spent in the old Plunge."Our kids, we used to bring them here when they were little," says Sharon Delgadillo. She and her husband Henry walk by the Plunge while they exercise in Mission Beach and have stopped frequently to check on its progress. "It will be awesome that another generation can enjoy this pool too.""It's a piece of our history," says Mission Beach Town Council President Matthew Gardner. He says the management from Belmont Park and the Fit Athletic Club has done an excellent job at providing updates to the council at their monthly meetings. He was thrilled to hear they have an opening date set for June 1st."You better believe I'll be first in line to get a membership for the pool," says Gardner.The Fit is already selling memberships to the Club, which will include pool access. A manager says they're offering a /month special through the end of March.Meanwhile, Belmont Park management says the pool will have its own membership that people can buy if they don't want the full athletic club experience. Those will be sold as monthly or daily passes. Belmont Park is still working out the price points for that.Business owners around Mission Beach and Belmont Park also feel the pool will be a catalyst for more economic growth in the area. Gardner owns a beach rental store next to the pool and says he's already seen an increase of customers who ask about the pool."I built my rental shop where it is because of how much effort they put into the pool," he says.Belmont Park officials say the unique mix of a large pool near the beach will bring in locals and tourists."It's going to be right up there next to Balboa Park and the San Diego Zoo," says Thomas of how popular he thinks the Plunge will be when it re-opens. Millions of small businesses are fighting off permanent closures, looking for every possible penny to help them stay afloat amid the pandemic. However, there is a little-known CARES Act rule that could net small businesses tens of thousands of dollars in just a few weeks, and it helps keep more people employed.Back in March, when Congress passed the CARES Act, most of the focus for businesses was on the billions of dollars allotted for Paycheck Protection Program (PPP) forgivable loans. Congress also included a temporary tax rule, at the same time, for businesses.“If you had a loss in 2018, 2019, or 2020, any of those years, you could carry it back up to five years to generate refunds,” said Chris Catarino, a CPA with the firm Drucker & Scaccetti in Philadelphia.Catarino explained that under the new rule, businesses can generate a tax refund by applying 2020 losses to taxes paid over the past five years, essentially making the tax burden in past years less, netting them the refund.Losses for 2020, though, can only be filed after Dec 31, 2020. However, the temporary rule also applies to 2019 and 2018. So, if a business had losses over those two years, they could carry back those losses to their respective five-year period and possibly generate a refund.Businesses can start filing for a refund on 2018 and 2019 losses now. Catarino explained they would have to file an amended return or 1045 form.“The 1045 is generally quicker,” said Catarino “The IRS is required to respond and process those within 90 days.”The tax refund, under the temporary net operating loss rule, could mean tens of thousands of much-needed dollars for some businesses. However, Catarino pointed out that the biggest refunds would be for businesses with the largest “swing” from the prior years.For example, take a business that did extremely well in 2019. It likely paid a high tax bill that year. Then, this year, it had a significant loss of business. That business could get most of the money it paid in taxes the year prior, possibly even all the money it paid but nothing more than was paid in taxes. The same principle applies to 2018 and 2019.“The idea that they could recoup some taxes that they already paid in the past, today, could really be significant,” said Todd McCracken with the National Small Business Association. “It could mean the difference between keeping your doors open or not.”Although the temporary tax benefit could save some businesses, there is concern that the businesses that may need it the most may not be aware of it.“It is the smallest companies that don’t know, that tend to deal with their taxes once a year,” said McCracken. "They don’t have an ongoing relationship with a CPA. They go have their taxes prepared in the spring and find out, ‘Wow, I could’ve had this benefit all along.’ Next spring, of course, could be too late.”It could be too late for many businesses, especially if another round of coronavirus-related closures occurs and a second stimulus package isn’t passed soon. 3031

(KGTV) - A U.S. Postal Service deliveryman was pinned against his mail van in National City Thursday when a driver having a seizure struck him, witnesses said.Surveillance video shows the sedan crash into the USPS worker as he stood at the back of his van at 2907 Highland Ave. Witnesses jumped into the vehicle to back it up and stop the engine. The postal worker fell to the ground as passersby called for help. National City Police officers arrived and put a tourniquet on one of the postal worker’s legs. He was alert but suffering major injuries, firefighters said. The man was taken to UC San Diego Medical Center.The driver who struck the postal workers has a history of seizures, National City firefighters said. He was also taken to a hospital for evaluation. 798
