SAN DIEGO (KGTV) -- San Diego Gas & Electric this week turned off power to tens of thousands of customers due to high wind conditions, but almost three days into the shutoff, some customers say they’re running out of options and need their power back now.East County resident Cynthia Chisum told ABC 10News, “It isn’t fun. We’ve lived in this house for 45 years. So, I know about power outages. But we’ve never had one of these preemptive power outages.”Chisum isn’t new to red flag warnings and what that comes with, as precautions are taken to make sure everyone stays safe. But this time Chisum is running out of options. Her family has been relying on candles, lamps, and battery powered equipment to make it through. Their big problem is the freezer -- without any power, their food is close to rotting.“We have a freezer full of fish that my husband caught during a fishing trip and we hate for all that to go spoiled,” Chisum said.Chisum said it was windy Wednesday night, but since then it’s been calm. That’s why she believes her power should be restored quickly.SDG&E posted an update on their website laying out their restoration plans, saying “crews are conducting visual inspections of each impacted circuit to determine whether there were any wind related damage before power can be restored.”The utility also said crews are looking for safety hazards such as downed lines, debris or tree branches caught in power lines. If no damage is found, power can be restored quickly. For those impacted by the outages, SDG&E has set up drive-thru resource centers where customers can get water and snacks or charge devices. 1646

SAN DIEGO (KGTV) - San Diego County health officials are focusing their efforts to reduce COVID-19 cases in hard-hit disadvantaged communities.Since the state released its tiered reopening system, County officials have closely monitored case rates and positivity rates, the two metrics that move counties between restrictive and less restrictive tiers. Now, the state has added a new metric relating to equity. It focuses on disadvantaged communities. The state looked at several factors that influence health in communities, including economics, education, transportation, social, neighborhood/environment, and housing conditions. The metric is meant to focus on those communities and their risk to COVID-19.At a news conference Wednesday, County officials say they are working to create a plan to address equity and submit to the state next Thursday. They also say the state will release additional guidelines on Monday. The county's health equity rate is at 6.2, which falls under the red tier. That number needs to drop below 5.2 to meet the orange tier criteria.San Diego County is currently already operating in the red tier based on the other two metrics. The county's positivity rate is at 3.5, Which meets the criteria for the orange tier. But the county's state calculated adjusted case rate is 6.5 new daily infections per 100-thousand people, which falls in the red tier. The red tier allows many businesses to reopen their indoor operations, though at a limited capacity.County officials said the new health equity metric does not play a factor in moving San Diego back into a restrictive tier. But it does play a role in moving to a less restrictive tier.County health officials have been working to reduce COVID-19 cases in disadvantaged communities through outreach and education, testing, and contact tracing, but feel more could be done."Undoubtedly, there's more we can do," Supervisor Nathan Fletcher said. "So even though we've done all of those things and continue to do those things, we will continue to search out more opportunities to address the inequity issues in trying to help those communities who are most impacted." 2153

SAN DIEGO (KGTV) -- San Diego Police officers responded to a call from a Pacific Beach woman who recorded a confrontation with a solicitor claiming to be a charity worker.Sarah Jarzabek said she began recording the incident at around 3 p.m. Saturday when the man became increasingly aggressive toward her and her neighbor."Scared to death, honestly," Jarzabek told 10News, after reflecting on the incident. Jarzabek and her friend Emily Herton were watching a movie at her home when a stranger knocked on her door. "He said that he came from Ohio, from Cleveland," Herton told 10News. "He said he was trying to raise money for some missionary work for children."The women admit they thought it was a joke but as the man continued with his story claiming to be a missionary and spreading God's love, they felt something did not seem right."He had four different I.D.s behind his one I.D.," Jarzabek said. When she told him that they did not have cash to give, she said the man angrily left her front door and marched toward her neighbor's home. That is when she started to record him on her phone. "I was going to warn [the neighbor], and then the guy, he flips a switch," Jarzabek said. The 12-second video shows the man lunging toward Jarzabek trying to cover the camera then take multiple swings. "He chases me across the street, and screaming that he's going to kill me," Jarzabek said. Jarzabek said she and Herton barricaded themselves inside her home and called 911. San Diego Police told 10News that the man was gone by the time an officer responded. An SDPD spokesperson says that because the man did not actually touch Jarzabek, officers did not file an official report. After the incident, Jarzabek posted the video on Facebook and recruited the help of their local Guardian Angels. Within hours, many people replied on the post about their recent encounters with the same man.The people commenting on the post said he was some sort of charity worker describing himself as a Christian missionary, domestic abuse organization volunteer, or reformed criminal organization volunteer. Commenters also described the man becoming confrontational when they refused to give him money. Other commenters claim to have seen him scoping out neighborhoods in Ocean Beach and other San Diego communities. Jarzabek hopes her post raises awareness about dealing with questionable door-to-door solicitors."It takes a lot to make me feel endangered, and this guy literally shook me," said Jarzabek.San Diego Police said they would like to speak with the man in the video. In the meantime, they encourage residents to place "No Soliciting" signs on their front doors. 2671
