MOYOCK, N.C. – Three-year-old Vernon Smith is passionate about fire trucks and got a major surprise from dozens of first responders this weekend. Crawford Township Volunteer Fire Department in North Carolina hosted a drive-by parade for the little boy who is about to have his third open heart surgery.Vernon’s dad, Blake Smith, wanted to put a smile on his son’s face, so he asked if the local fire truck could drive by. Word got around about Vernon’s story, and dozens of firefighters, police and others wanted to be part of the surprise.Other surrounding departments learned about the event and joined in: Moyock Volunteer Fire Department, the Lower Currituck Volunteer Fire Department, the South Camden Volunteer Fire Department, Currituck County Fire-EMS, the Currituck County Sheriff’s Department, the Camden County Sheriff’s Department, Pasquotank EMS, Lantz’s Towing, and North Carolina State Highway Patrol.One of the assistant chiefs for the Crawford Township Volunteer Fire Department, Keith Storf, said the support they got from the neighboring departments was just phenomenal.Vernon’s mom, Brittany Blackwelder, said when she was 21 weeks pregnant, they learned that Vernon had a heart defect called hypoplastic left heart syndrome. It is a rare disease that causes the left side of his heart to not work properly, which causes the right side to work double-time.Blackwelder said this will be his third reconstructive surgery, and said hopefully it will stabilize him. She said he can never play competitive sports and gets tired easily, but she said otherwise he should be able to live a normal life.Storf said the little boy has gone through more than most adults. NATIONAL CITY (CNS) - Stephen Manganiello will take over as acting city manager of National City in April, retiring city manager Leslie Deese announced Wednesday.Manganiello will begin his new role on April 2, when Deese is set to retire after serving in the National City government for 33 years. She has served as city manager since 2012, when the City Council unanimously appointed her to the post.According to Deese's office, some of her chief accomplishments in office include establishing a pension fund, helping the city reach an A+ bond rating and securing several multi-million dollar grants.Manganiello has served in the National City government for 12 years and has served in a dual role as the director of public works/city engineer since 2012."The City Council and I wish the very best for Leslie (Deese) on her retirement and are excited to have Acting City Manager Steve Manganiello, who is a familiar voice at the table, to help us continue to move city business forward," National City Mayor Alejandra Sotelo-Solis said in a statement.Manganiello will serve as acting city manager until a permanent city manager is chosen, according to the city. MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. Milwaukee Mayor Tom Barrett described it as a feud. But the issues clearly went deeper than a disagreement between the two as every member of the commission agreed Morales needed to go.Assistant Chief Michael Brunson is now Acting Chief Brunson effective immediately.
