(KGTV) — California updated its reopening guidance this week to allow all personal care services to open with indoor modifications during the pandemic. The updated guidance allows personal care services including:Esthetic and skin care servicesElectrology servicesNail servicesBody art professionals, tattoo parlors, and piercing shopsMassage services (in non-healthcare settings)(California's reopening guidance and restrictions for these businesses can be found here.)The services may reopen in counties, including those listed in the state's first reopening tier (widespread/purple), with indoor modifications that "create a lower risk environment for employees and the public," according to a state release.RELATED: California theme park leaders call reopening guidance unreasonableThe California Department of Public Health says evidence has shown that the risk in the newly added businesses can be "sufficiently mitigated with modifications to allow those services to resume.""As parts of the world and much of this nation are experiencing another wave of COVID-19 cases, it’s more important than ever we take this disease seriously," said Dr. Erica Pan, Interim State Public Health Officer. “Our Blueprint for a Safer Economy is driven by science to keep the risk of COVID-19 transmission low in order to help keep Californians safe while allowing for a safer reopening of our activities. Our approach and pace intend to avoid the difficulties that result from repeatedly opening and shutting down economic activity and tries to balance the level of a myriad of activities and economic areas that are important to all of us. The most important things all Californians can do to reduce COVID-19 transmission are masking, keeping physical distance and avoiding mixing when possible.”The update was announced a day prior to the state releasing reopening guidance for theme parks to resume operations for certain tiers during the pandemic. 1949

(KGTV) - Craft beer is as much a part of San Diego as apple pie is a part of America.Bold statement? Sure. But there's no denying the impact the local industry has had on the region over the past decade.RELATED: San Diego getting an official craft beer known as '72 and Hoppy'At Stone Brewery, the craft of beer is taken seriously - much like at many other local breweries that now pepper San Diego County.Padraic "Paddy" Lenehan, Stone Brewing's global beer curator, walked 10News through the different tastes that San Diegans crave when it comes to craft beers.Beer 101Lenehan walked us through a few of Stone's popular beers offered throughout the year and seasonally: Stone Ripper San Diego-style Pale Ale, Stone Vengeful Spirit IPA, Miguel Ceja Andrade/Brandon Berube Stone Merc Machine Double IPA, and Stone Xocoveza Mocha Stout.Pale AlePale Ales are considered a good balance of both malt and hops and can range to include fruity notes or varying degrees of floral tastes. American versions tend to be hoppier, while British version tend to be maltier.IPA (India Pale Ale)An Indian Pale Ale is generally a herbal, citric beer with a hoppy bitterness. These beers can range in color from golden brown to a reddish amber and can also range in flavors to include fruity notes or more floral hints.Double IPAThe Double IPA is often referred to as an American IPA on steroids. Those tastes of an IPA are amplified and stronger than their single IPA relatives. The style, credited as West Coast-style IPAs, are generally very hoppy to the taste.StoutAmerican stouts are inspired by traditional English-style stouts, with a balanced and generally heavy taste. Many U.S. brewers commonly add coffee and chocolate to compliment the roasted malt flavors and the trend of aging stouts in bourbon or whiskey barrels has also taken off.For more about your favorite styles, beer website Beer Advocate has a lengthy list of styles and what makes them each unique. At Stone in Escondido...Stone Brewery has developed a reputation as one of the area's top breweries. Its Escondido brewery and bistro is evidence of that - sporting rotating taps of the brewery's latest creations and favorite brews.RELATED: 10 days of events on tap for San Diego Beer WeekThe brewery has taken those beers and crafted up a menu to compete with taste buds, with options available for the entire family. As always, a designated driver or ride sharing is encouraged when visiting the brewery. Services like Lyft and Uber often give special pricing or codes for certain events and Stone offers a lower designated driver price. 2636

(KGTV) - Does a viral video show an actual fish with a face that looks disturbingly human? Most likely. The video was probably filmed somewhere in China based on the voices heard in the backgroundMedia reports in Asia say a carp with a human face was also spotted in a pond in Japan in AprilThere was a similar sighting in 2010, so it appears this is a real fish that is periodically spotted. 398

(KGTV) – A California bill co-authored by San Diego-based Assemblywoman Lorena Gonzalez would limit the use of so-called “less lethal” weapons against protesters.Leslie Furcron said she will never forget the pain she felt May 30 when she was hit in the head with a rubber bullet during a protest in La Mesa."My head was on fire," she remembers, “they should never be shot at somebody's head like they did to me."Furcron joined several other victims of so-called "less lethal" weapons used by law enforcement on protesters throughout the state in recent months, on a call Tuesday to discuss their support for Assembly Bill 66.Victim stories prompted Gonzalez to draft AB 66. It would create the country's first standards for how and when law enforcement agencies can deploy so-called “less lethal” weapons, like rubber bullets and pepper spray. It would also ban the use of tear gas for crowd control and set minimum standards for the weapons’ use by law enforcement; for example, when a person's life is at risk. It would also require data be collected on the use of those weapons and any resulting injuries.Gonzalez also claimed that one of the rubber bullet manufacturers has indicated that firing them at random into crowds goes against their intended use, citing a study in the medical journal BMJ Open. The sentiment was echoed by victims who described serious, and in some cases, potentially lifelong injuries, including loss of eyesight, traumatic brain injury and PTSD.AB 66 passed through a committee in early August and the state Senate is expected to vote on the bill this week. 1595
