BEIJING, Nov. 29 (Xinhua) -- Chinese President Hu Jintao warned on Saturday that the global financial turmoil will make it harder for China to maintain the pace of its economic development in the near future.     China is under growing tension from its large population, limited resources and environment problems, and needs faster reform of its economic growth pattern to achieve sustainable development, said Hu when addressing members of the Political Bureau of the Communist Party of China (CPC) Central Committee.     The nation should maintain a stable and relatively fast economic growth, accelerate structural readjustment for sustainable development, and stick to reform and opening up, said Hu, also general secretary of the CPC Central Committee.     Efforts should be made to solve problems that concern the people's fundamental interests, in order to achieve healthy and rapid economic and social development and improve people's living, the CPC chief said.     Hu also underlined the importance of efficient resource utilization and environmental protection in China's industrialization and modernization strategy, and asked for the overall development in both rural and urban areas.     The nation should not only seek fast and sound economic growth, but also promote the comprehensive development of society and its people, said Hu.     He also noted that with the spread of the global financial crisis, China is losing its competitive edge in the world market as international demand is reduced.     International competition is fiercer than ever and protectionism has started to increase in investment and trade, said Hu.     In October, China's export growth slowed to 19.2 percent from 21.5 percent in September.

BEIJING, Jan. 20 (Xinhua) -- Senior Communist Party of China (CPC) leader Zhou Yongkang underscored the importance of the rule of law in the country on Tuesday.     Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks when addressing the 6th congress of the China Law Society at the Great Hall of the People in Beijing.     President Hu Jintao, top legislator Wu Bangguo, Premier Wen Jiabao and Vice President Xi Jinping also attended the session.     In his address to the congress, Zhou first expressed appreciation and respect to all Chinese law workers for their contribution to the country.     Zhou said building a country ruled by law has always been the pursuit of the Chinese people.     He said after China initiated its reform and opening up drive 30 years ago, the country has seen remarkable progress in the improvement of its legal system, law education and research.     The principle of rule of law is the premise of the development of China and the well-being of the Chinese people, he said.     Zhou encouraged law workers in China to make further contributions to the country by giving advice on the country's development and safeguarding people's livelihood, thus help the country maintain economic growth and social stability.     Law workers must bear the people-first principle in their minds and try to safeguard the interests of the people according to law, when making or enforcing laws, and when providing legal services.     He also called for law workers to continue to popularize law education among the Chinese public, so that the whole society is encouraged to learn the laws, abide by the laws and use the laws to protect themselves.     Local party and government departments must help address the difficulties of law workers in order to create a favorable environment for law education and research and cultivate more law talents, Zhou demanded.     The China Law Society was founded in 1949 as a national association of legal scholars, jurists, law practitioners and an academic body of legal sciences. The society has now more than 140,000 members.

    BEIJING, Dec. 24 (Xinhua) -- The National People's Congress (NPC), China's top legislature, heard here on Wednesday a series of reports including the implementation of the 11th five-year plan and the impact of the world financial crisis.     Wu Bangguo, chairman of the NPC Standing Committee, attended the conference.     Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), delivered a report on how the Chinese government has implemented the Outline of the 11th Five-Year Program for National Economic and Social Development (2006-2010). The Second plenary session of the sixth session of the 11th Standing Committee of China's National People's Congress is held at the Great Hall of the People in Beijing, China, on Dec. 24, 2008.    The implementation has been going well, with most of the goals being reached as scheduled at the middle stage, he said.     He urged more attention to be paid on expanding domestic demand, increasing innovative ability, continuing reforms on resource prices and taxes, energy saving and emission reduction, as well as increasing the government's ability to provide public services.     Zhang also gave a report on how the intensifying impact of the world financial and economic crisis is reverberating through China's economy.     Other reports included efforts to stabilize prices and prevent price hikes addressed by NDRC vice head Zhang Mao, as well as water pollution prevention and control by Environmental Protection Minister Zhou Shengxian.

  

BEIJING, Nov. 18 (Xinhua) -- China's police departments should further standardize the procedure of law enforcement and build harmonious relations with the people, China's top police official said on Tuesday.     State Councilor Meng Jianzhu, also Minister of Public Security, said at a tele-conference with local public security heads that the police should "be fully aware of the challenge brought by the global financial crisis and try their best to maintain social stability."     Meng urged the police to further improve the way of law enforcement, using "a harmonious thinking to ease conflicts and a harmonious attitude to treat the people".     "You should let the people know the authority and dignity of the law, and meanwhile make them feel the care and warmth from the public security authorities," he said.     Earlier this month, Meng published an article in the journal of the Communist Party of China, Qiushi, or Seeking Truth, underscoring "the appropriate use of police force".     "In handling mass incidents, we must be clear that the chief tasks of the public security authorities are to maintain order on the scene, ease conflicts, avoid excessive steps and prevent the situation getting out of control," he wrote.     And the local officials must exercise caution in using police forces, weapons and coercive force, Meng said. "Incidents of bloodshed, injury and death should absolutely be avoided."     A violent protest, involving 30,000 people, broke out on June 28 in Weng'an County of southwest China's Guizhou Province. The protesters rampaged through government buildings and torched more than 160 offices and about 40 vehicles. More than 150 police and protesters were injured, most slightly, and no deaths were reported.     Provincial Party Chief Shi Zongyuan later blamed some local officials' "rude and roughshod solutions" to solve disputes over mines, the demolition of homes for public projects, the relocation of residents for reservoir construction and other issues.     "Some officials neglected their duties, but resorted to police force when any dispute happened, which led to strained relations between officials and the people, and police and the public," Shi said.

  

BEIJING, Dec. 6 (Xinhua) -- China on Saturday gave further explanation on the proposed reform of fuel tax and pricing in a bid to dispel misunderstanding that a higher consumption tax will mean higher pump prices.     The authorities on Friday released a draft reform plan to solicit public opinions till Dec. 12. It had been long advocated by experts as key for energy saving and economic structure transform.     The plan, scheduled to take effect on Jan. 1, will abolish six fees now charged for road or waterway maintenance and management.     But drivers will pay higher fuel consumption taxes. Gasoline taxes will be raised from 0.2 yuan (about 3 U.S. cents) per liter to 1 yuan and diesel taxes from 0.1 yuan per liter to 0.8 yuan.     The government reiterated its Friday's statement that the pump prices, which include the higher tax, won't be raised and the reform won't increase costs for fuel consumers.     The tax is reflected in the pump prices and isn't an additional increase to the retail prices, said a joint statement by the National Development and Reform Commission (NDRC), Ministry of Finance, Ministry of Transport and State Administration of Taxation.     The proposed tax is lower than the level in the European Union and also in the neighboring countries and regions, it said.     The draft said China's domestic crude oil prices should be set directly in line with world prices, but the link should be controlled and indirect for refined petroleum prices.     There will be a ceiling on pump prices as part of the plan. The government said it will continue to properly regulate domestic pump prices to prevent the negative impacts of huge fluctuations in the international oil prices on the domestic market.     The reform helps to promote a healthy development of the oil sector and energy saving, and to ensure domestic fuel supply and a stable economic growth, said the statement.     But it said the government will increase subsidies to farmers, taxi drivers, and sectors of fishing, forestry, and public transport.     The reform will be a significant step towards liberalizing retail fuel prices, said researcher Zhou Dadi from the Energy Research Institute of the NDRC.     China has been pushing for fuel tax reform for many years, and the idea of a fuel tax was raised as early as 1994. Both officials and economists said the plunge in global oil price presents a window of opportunity for this reform.     The world crude oil price has plunged almost 70 percent from a peak of 147 U.S. dollars per barrel in mid-July.     Even with oil prices tumbling so much, Chinese drivers are paying much more than those in many other countries because domestic fuel prices have been unchanged since June. Government-set prices are changed only infrequently.     The pump prices are higher than the levels in the United States, but lower than that in some European and Asian nations, said the statement. But it noted this is because of oil resource shortages in the European and Asian countries and their intention to use higher prices to encourage energy saving.
