That's a task San Diego Fire-Rescue was up to in Mission Bay Thursday. Around 12:30 p.m. County Animal Services called for special service when they found an owl entangled in a tree. In a Facebook post SDFR wrote that the owl was caught in fishing line, leaving it suspended from the branches of the tree near 1775 E. Mission Bay Drive. The Engine 20 crew used a ladder to get to the bird and help set it free.  533

SAN DIEGO (KGTV) -- It's a problem on the rise in communities across San Diego; drivers racing down side streets to avoid rush hour traffic. When Doug Doyen saw speeding on his street, he tried to stop it. "It was almost like the Indy 500 I couldn't believe the speed, the amount of traffic and speed up and down this street," said Doyen.He put up his own signs to get drivers to slow down. "Hold the sign out, wave at them, people would be like, 'what the? Oh okay."' said Doyen. "And they'd look at me like, 'who is this guy?'" But the speeding is still a problem. He thinks GPS apps are directing drivers to his side street to avoid freeway traffic. "I couldn't believe the traffic and the speeds I was seeing out here," he said. Neighbors joined San Diego Police to form a Pace Car Program. The citizen-based campaign adds more signs and traffic patrols in the neighborhood.  937

SAN DIEGO (KGTV) — It's something many of us do in San Diego: We see a picturesque sunset. Rummage around for our phone and open up its camera. Snap a photo and post it to social media.One San Diegan who did just that could see her photo named the Smithsonian's mobile photo of the year.Jacqueline Mckune was walking along the Pacific Beach boardwalk with a group of friends when they stopped to notice the serene orange glow of the evening's sunset."It happened to be a really good sunset too, we just took some previous pictures before with the whole group," McKune said, and that's when she noticed a particular subject against the scenic backdrop.RELATED: Where to capture the most picturesque scenes of San DiegoThe silhouette of man creating massive bubbles with rope strung between two poles against the soft glow of the sunset."So this guy’s making these huge bubbles … and I saw the colors with the sunset behind it," McKune said. McKune's photo would slowly climb with interest: First being a photo of the day, then an "editor's pick.""It was really, really exciting," McKune says. And locals can help make sure it takes home the prize by voting on the Smithsonian's website here."I’m hoping to get at least the photo category," McKune said. "I’m usually a dramatic person so [if I win] there’s probably a scream in there."Voters can submit one vote per day until March 29 at 2 p.m. for McKune's photo. 1855

  

SAN DIEGO (KGTV) — Last year, California voters overwhelmingly approved a measure to make Daylight Saving Time permanent. So why are we still springing forward and falling back an hour?Specifically, Proposition 7 was passed to allow the state legislature to vote to adopt Daylight Saving Time year-round with congressional approval. There lies the answer: congressional approval.Though California has yet to hold a vote, the change to year-round Daylight Saving Time would require Congress' backing. Florida voted for the shift in 2018, but are still waiting on Congress.RELATED: Trump: Making daylight saving time permanent is 'OK with me'California Assembly Bill 7, introduced in December 2018 by Assemblyman Kansen Chu, is currently being held until the second half of the 2020 legislative session, according to the Sacramento Bee. The bill, as written, would set California's standard time to year-round Daylight Saving Time — after the government authorizes the state to do so.If that approval were to come, California would apply year-round Daylight Saving Time beginning the second Sunday of March at 2 a.m.Chu said Friday he plans to introduce a resolution in Congress to authorize the change come in January.RELATED: Daylight Saving Time is here: Remember to set your clocks forward this weekend“I am committed to ending the harmful practice of switching our clocks twice a year and delivering on the voter’s decision at the ballot box in support of Proposition 7,” said Chu. “I share voters’ frustration that we will be shifting back to standard time on Sunday. Unfortunately, California and other states cannot move forward with permanent daylight saving time without authorization from the federal government."In January, I will introduce an Assembly Joint Resolution urging Congress to authorize states to practice permanent daylight saving time and continue my work to pass Assembly Bill 7 so California is ready for when Congress decides to take action."California is one of 14 states this year to introduce legislation for permanent Daylight Saving Time. There are also four bills waiting in Congress that could allow California and other states to make the time shift: H.R. 1556, S. 670, H.R. 1601, and H.R. 2389. Congress has until December 2020 to act on those bills.For now, Daylight Saving Time will end at 2 a.m. on Sunday, Nov. 3. 2361
