BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature. The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees. The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators. The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration. To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation. The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken. In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice. These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.

BEIJING, Sept. 8 (Xinhua) -- China on Wednesday handed out the first group of Internet map service licenses to 31 Chinese and joint-venture operators, after authorities tightened market access amid worries that booming Internet map services might undermine state security. The 31 operators, including a national-level map publisher, several map service providers affiliated with major Chinese portals such as Baidu.com and Sina.com, and nearly a dozen state-owned local research institute or mapping bureaus, obtained a class-A license from the State Bureau of Surveying and Mapping.Operators who obtain a class-A license will be allowed to conduct services including map searching and locations, marking geographic information, downloading and copying of maps, and map transmissions and quotations. Class-B licenses will restrict companies to offer services of map searching and locations, as well as geographic information marking. All Internet map services providers will have to apply for a license, while those operating without the license will be prosecuted in China in accordance with the law, said an official from the State Bureau of Surveying and Mapping, who required anonymity. The official did not elaborate on the deadline for license applications.Foreign-owned or foreign-invested Internet firms can apply for the license in the capacity of joint ventures or through cooperation with Chinese businesses, according to the official.Nokia Alliance Internet Services Company Limited, a joint venture between Nokia and New Alliance, which is part of the Shanghai Alliance Investment Limited, is among the businesses that have obtained a class-A license.

BEIJING, Oct. 21 (Xinhua) -- Chinese Foreign Ministry on Thursday confirmed it had started preparations for President Hu Jintao's visit to the United States early next year, which the ministry said would be profound and far-reaching for bilateral ties."China and the United States have maintained close communications about the visit, which will be very important and will bring far-reaching influence for bilateral relations in new era," spokesman Ma Zhaoxu told a regular press briefing.Although Hu's U.S. visit had long been under discussion, it was the first time that China's foreign ministry confirmed the visit and elaborated on its significance.Ma said both China and the United States would like to see a successful visit that will boost the positive, cooperative and comprehensive China-U.S. relationship in the 21st century. At their meeting on the sidelines of the G20 summit in Toronto in June, U.S. President Barack Obama formally invited Hu to pay a state visit to the United States early next year. Hu accepted the invitation, Ma said. The visit will be Hu's first state visit to the United States since the Obama administration took office. His last state visit to the United States took place in April 2006."We agreed that we will work together to achieve tangible results in anticipation of the visit of President Hu to Washington in January 2011," U.S. Attorney General Eric Holder said in Beijing Thursday.Chinese analysts said the visit would be significant because it is expected to help address current issues and chart a path for the long-term bilateral ties."At such a crucial moment, Hu's visit will help reshape the China-U.S. ties in future," said Yuan Peng, a scholar of the China Institute of Contemporary International Relations.Relations between the two countries had stumbled earlier this year over issues ranging from U.S. arms sales to Taiwan to China's currency exchange rate, said Qin Yaqing, deputy director of Chinese Foreign Affairs University."It is impossible for two presidents' meeting to iron out all the differences, but the meeting will enable presidents to elaborate on their stances for better mutual understanding," Qin said. The past has proved that high-level visits could play a unique role in boosting China-U.S. relations, Yuan said. "It always worked the things out at the critical time."Yuan said Hu's visit was aimed at bringing the damaged China-U.S. relations back on "healthy and stable" track."In months ahead of Hu's visit, the United States should be reasonable in dealing with issues like trade and economy and refrain from measures undermining bilateral ties," said Shi Yinhong, a professor of China's Renmin University. Before their meeting in Washington next year, Hu and Obama are scheduled to meet on the sidelines of the G20 summit and Asia-Pacific Economic Cooperation(APEC) leaders' gathering in November.

BEIJING, Sept. 1 (Xinhua) -- China on Wednesday rejected reports of the presence of over 11,000 Chinese troops in northern Pakistan, saying that such "groundless reports" were made with "ulterior motives.""We believe the attempts of some people to fabricate stories to provoke China-Pakistan or China-India relations are doomed to fail," said Foreign Ministry spokesperson Jiang Yu in a statement. The comment came in response to recent reports of some American and Indian press that China had deployed more than 10,000 troops in the Gilgit-Baltistan region of Pakistan.

SANYA, Hainan, Oct. 31 (Xinhua) -- Chinese State Councilor Dai Bingguo held an unofficial meeting with U.S. Secretary of State Hillary Clinton Saturday evening in Sanya, a city of southern China's island province of Hainan. The two sides exchanged views on Sino-U.S. relations and issues of common concern in a "candid and friendly" manner, the Chinese Foreign Ministry said after the meeting.According to the ministry, Dai and Clinton had positive evaluation of recent Sino-U.S. relations, and stressed the two sides would continue to seriously implement the consensus reached by the two state leaders.Chinese State Councilor Dai Bingguo (R) meets with U.S. Secretary of State Hillary Clinton during an unofficial meeting in Sanya, south China's Hainan Province, Oct. 30, 2010.They pledged to enhance dialogue, mutual trust and cooperation, properly handle differences and sensitive issues on the basis of mutual respect, and make concerted efforts to contribute to a positive, cooperative and comprehensive China-U.S. relationship in the 21st Century. They also agreed that Chinese President Hu Jintao's scheduled visit to the United States early next year is of great significance to the development of bilateral ties, and the two sides would keep close contact and make preparations to create favorable atmosphere and ensure the success of the visit.
