(KGTV) - Hundreds of teachers showed up Thursday night at the Escondido Union School board meeting, demanding better pay and benefits.The teachers are in the middle of a prolonged contract negotiation with the district.According to the superintendent, Luis Rankins-Ibarra, the district has offered a 3.37% retroactive raise for last year, when the teachers were working without a contract. Teachers have agreed to that, but are not satisfied with the 2.41% raise offered for the coming school year.“The surrounding districts have much better salary and benefits packages than ours,” said Romero Maratea, a middle school teacher and the president of the teacher’s union.The union is seeking a 2.7% cost of living adjustment (COLA) for next year. They are also asking for clarification on the district’s proposed 0.5% increase to their benefits, saying they do not know the underlying number it applies to.One of the teacher negotiators addressed the board on this topic.“Count the variables. So half a percent of an unknown quantity added to another undefined amount is what you are offering.”Another frustrated teacher commented, “are you trying to hide something? it sure seems like it.”A spokesperson for the district declined access to interview district officials.In a prepared statement from Superintendent Rankins-Ibarra, he wrote, “we are confident that we are close to a fair agreement.”He continued, “the district’s latest contract proposal is one that we can afford while still maintaining the minimum reserve requirement and remain fiscally sound three years out. Experts warned that a drop in air pollution from COVID-19 lockdowns would eventually come back as cars returned to the roads and businesses opened up. A study looking at air quality during the pandemic finds while the visible smog may have lifted in some areas, the air pollutants never really went away."It has been assumed that fewer cars on the road might have led to a decline in the level of air pollution outdoors and, in turn, reduce the number of cases of ill health linked to this pollution. However, our study -- contrary to research from places such as Wuhan in China, and Milan -- found no evidence of fine particulate air pollution declining in Scotland because of lockdown,” stated Dr. Ruaraidh Dobson, who led the study at the University of Stirling.Dr. Dobson and his group looked at the amount of fine particulate air pollution (referred to as PM2.5) in the first month of lockdown restrictions in Scotland. There was a 65 percent reduction in the number of vehicles on the roads, however there was little change in the levels of particulates.Looking at particles in the air between mid-March and mi-April of this year, then comparing that data to the same time period over the last few years, the researchers found little change in the amount of air pollution. They did notice a drop in nitrogen dioxide in 2020 samples, a compound specifically linked to car emissions.The team suggests traffic is not a key contributor to outdoor air pollution, and people may possibly be at greater risk of air pollution in their own homes from smoking and cooking appliances in small, enclosed, and poorly ventilated homes.“This could increase adverse health effects overall and also health inequalities – lower income people are more likely to smoke and to smoke indoors, and are likely to have smaller homes leading to higher PM2.5 concentrations from individual sources, due to smaller room volumes,” the study notes.The researchers express concern that if the severity of COVID-19 is related to air pollution exposure and respiratory issues, increased exposure to all sources of air pollution could increase the risk of serious complications from the disease. 2175

ESCONDIDO, Calif. (KGTV) - One of the two victims killed in a crash in Escondido Sunday night has been identified as 19-year-old Ana Lira.The crash occurred just before 11:30 p.m. on El Norte Parkway and Ash Street, according to Escondido police.A witness told 10News he believed a Dodge Charger ran a red light and collided with a Ford Mustang in the intersection.Police confirmed one of the cars ran a red light, but they could not confirm which car committed the violation.One person was ejected from the Mustang and landed in the front yard of a nearby home. That person was declared dead at the scene, and another person inside the Mustang was also killed in the crash.The Charger’s driver and another person from the Mustang were taken to the hospital with serious injuries.The crash forced police to close El Norte Parkway between Conway Drive and Fig Street. ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. Later this year, the San Diego City Council will officially vote to form the authority.RELATED: San Diego to begin building alternative to SDG&E"We're excited to work together with the City of San Diego in accomplishing this key component of our very similar Climate Action Plans," Encinitas Mayor Catherine Blakespear said.
