SAN DIEGO (KGTV) — Days after pleading guilty to misusing campaign funds, Congressman Duncan Hunter has announced he will resign from Congress.Hunter, who represented the 50th District, pleaded guilty Tuesday to a federal charge of conspiracy to misuse campaign funds for personal use. Though after the plea, it wasn't clear if the embattled Congressman would resign.“Shortly after the Holidays I will resign from Congress. It has been an honor to serve the people of California’s 50th District, and I greatly appreciate the trust they have put in me over these last 11 years," Rep. Hunter said in a statement Friday.RELATED: Rep. Duncan Hunter pleads guilty to conspiracy to misuse campaign fundsHunter faces a possible five-year prison sentence and a 0,000 fine when he is sentenced March 17.Friday was the last day for Hunter to resign in time to force a special election. The timing of his decision now leaves the door open for Gov. Gavin Newsom to leave the seat vacant until after the 2020 election. Newsom can also still choose to proceed with a special election or consolidate the special election with a regularly scheduled election, such as the March 2020 Primary.Under California law, Newsom has 14 calendar days after a vacancy occurs to call for a special election, which must then be held within 140 days. Per Hunter's statement, a specific date of resignation wasn't given.RELATED: Who could take of the 50th District after Hunter's guilty pleaNewsom told 10News that California has already had two special elections in the past two weeks, but that they would try to "avoid redundancy.""We’d make that determination and the law is pretty prescriptive in terms of making a determination in a very prescribed period of time," Gov. Newsom said Wednesday. "Obviously the one focal point always is to avoid redundancy, to avoid waste as it relates to a cost to taxpayers and fatigue of having election after election. Our goal is to always line them up with existing elections to the extent legally possible."The San Diego County Registrar's Office tells 10News the longer Hunter waits, the more complex it could make the March election process. The Congressman said earlier this week he had decided to take a plea deal for the sake of his family. Hunter's wife and former campaign treasurer, Margaret, has already admitted to her role in the finance scandal and faces five years in federal custody and a fine of up to 0,000. She is set to be sentenced in April.RELATED: Reaction to Rep. Duncan Hunter's plea changeProsecutors alleged Hunter and his wife went on expensive family trips and made several other improper purchases over the course of six years. Supposed campaign-related events were planned around the family outings to justify using the funds. He and his wife were facing criminal charges including wire fraud, conspiracy and falsification of records ahead of a Jan. 22 court date. Before changing his plea, Hunter continued to maintain his innocence and accused the U.S. Attorney's Office of making a politically motivated case against him, saying two prosecutors were supporters of then-Democratic presidential frontrunner Hillary Clinton.Hunter had planned to seek another term in the November 2020 election. He was re-elected last November with 51.7 percent of the vote despite being indicted in the case just three months prior.Hunter, a Republican from Alpine, was first elected in 2008. He succeeded his father, Duncan Hunter Sr., who had held the seat for 28 years.RELATED COVERAGE:-- Hunter supports Gallagher, Trump amid Navy review controversy-- Hunter continues to fight one year after indictment-- TIMELINE: Campaign spending probe against HunterCurrently, three Republicans — former city council member Carl DeMaio, former member of Congress Darrell Issa, and State Senator Brian Jones — and Democrat Ammar Campa-Najjar are vying to be the district's next representative. After Hunter's announcement, DeMaio blasted the Congressman and called the timing of his decision "an intentional effort to manipulate the election timetable."“By intentionally delaying his resignation past the deadline for the calling of a Special Election, Congressman Duncan Hunter is silencing the voice of the voters of the 50th District for a full year in Congress. The voters of the 50th District deserve having their voice back in Congress as soon as possible and only a Special Election can give the voters a voice again," DeMaio said in a statement. "I urge Congressman Hunter to reconsider the timing of his resignation to provide a better and more expeditious transition of his office.”Campa-Najjar only said that his campaign was ready for the "early phases of this election."“Our campaign is full speed ahead and ready to take our working class, commonsense, country over party message to Congress. I actually live in this district — so as the only leading candidate who can actually vote in this race, I’m confident that we will outperform in the early phases of this election and go on to win the general election. I’ll stack my lived working-class experience against the other coastal elitist, millionaire candidates any day," Campa-Najjar's statement read.RELATED COVERAGE:-- Motion: Hunter spent campaign funds on "desire for intimacy"-- Hunter's wife pleads guilty in federal case 5321

SAN DIEGO (KGTV) -- County Supervisors Wednesday sent a letter to Governor Gavin Newsom asking him to take a second look at San Diego, potentially allowing shuttered businesses to reopen amid COVID-19. In the letter, Supervisors Kristin Gaspar, Jim Desmond, and Councilmember Chris Cate of the sixth district said Newsom’s “one-size-fits-all approach to closing entire business sectors is misguided as evidenced by the many sectors in San Diego forced to close their doors again despite not having contributed at all to the rise in our local cases.”Supervisors also pushed the governor to give more control to local leaders and health officials. RELATED: San Diego Mayor Kevin Faulconer, other local leaders take action to keep restaurants open“It is time to give local control of this public health emergency to the elected leaders and clinical team closest to the people so that we can begin community specific healing based on local data,” the letter reads. The letter was sent after San Diego was added to the state’s watch list, forcing some businesses to halt indoor operations.Following the new rules, Mayor Kevin Faulconer signed an emergency executive order making it easier for restaurants to operate outdoors.RELATED: San Diego to close some businesses as COVID-19 cases spikeThe Poway City Council also voted to provide picnic tables to local restaurants in an effort to help businesses move outside.Read the full letter below: 1446

SAN DIEGO (KGTV) — Approximately 200 California Army National Guard troops are in San Diego County at the request of San Diego Sheriff Bill Gore, to deter looting following last weekend's events in La Mesa.About 100 troops are stationed at the La Mesa Police Headquarters. The rest are in an undisclosed area ready to move anywhere in the county.“We’ve seen arson, we’ve seen looting, and especially in La Mesa where we were there assisting La Mesa Police Department,” said Gore. “To be quite honest, the crowd overwhelmed us, we had not enough resources there, and we were in a position of defending the La Mesa Police Department, so it didn’t get burned to the ground like two banks did.”After a chaotic scene unfolded in La Mesa on Saturday following a peaceful demonstration, several businesses were looted and damaged, two banks burned down, and La Mesa City Hall sustained fire damage.“I believe that the police were overwhelmed in La Mesa, and they need backup,” said La Mesa resident Teresa Olmsted. “There’s those that are trying to get their point across and those that are taking advantage.”Gore said the troops do not have the same authority as officers and cannot make an arrest, but they can detain suspects until officers arrive. They will guard businesses and buildings where needed.“They do not have peace officer powers. So they will be there to protect infrastructure, they can escort ambulances and fire engines if they need to get into a particular scene to put out a fire or render aid to somebody,” he said. “The enforcement actions will be left to police officers. Peace officers in the state of California, whether it’s La Mesa, Sheriffs Department, or our allied agencies that have come together to provide good police services.” 1762

SAN DIEGO (KGTV) - As San Diego doctors sound the alarm on potential dangers of motorized scooters, some victims are now turning to personal injury lawyers.A woman walking downtown was recently hit by a scooter and left with ,000 in medical bills.Unfortunately, a personal injury attorney tells 10News in cases like this, victims will likely be on their own.RELATED: Mother, daughter seriously injured in scooter crash"The scooter operator is responsible for your injuries. Now, does that mean you’re going to be compensated for them? Probably not," said Mike Bomberger with Estey & Bomberger. "Most scooter operators don't have insurance to cover them for the operation of the scooter."While scooter riders must have a driver's license, they are not required to have insurance. Bomberger says it's also unlikely the scooter companies would be held liable in accidents.RELATED: Electric scooter rider injured in crash, cited for DUI“The waivers and disclaimers you sign are very, very detailed in favor of the company, almost under no circumstance can you go after company unless there’s a malfunction of the scooter itself," said Bomberger. While attorneys are advertising they can help scooter victims, Bomberger believes compensation will be few and far between.“We’ve gotten 10-12 calls and have only taken one case; they were hit by a car," said Bomberger.RELATED: Police crack down on scooter riders without helmetsDowntown resident Jonathan Freeman has been a staunch opponent of scooters coming to San Diego. His dog was hit and he's had close calls himself.“I have elderly neighbors; they tell me they don’t want to walk. If they’re hit by a scooter and break their hip, it’s a death sentence," said Freeman. He's called on the city to do more to hold people accountable for riding illegally on sidewalks and the promenade downtown.RELATED: Local emergency rooms report 'daily visits' for scooter injuriesDr. Jeff Sugar, an urgent care doctor with Sharp Rees-Stealy Medical Group, says they've seen a range of injuries from head lacerations and sprains to contusions and fractures. He says urgent care departments report daily visits by patients injured using electric scooters and rental bikes.Michael Sise, M.D., trauma surgeon and chief of staff of Scripps Mercy Hospital San Diego, said this: 2319
