California is still counting ballots more than three weeks after Election Day.The slow counting process has been underscored by a series of House races in California carrying on for days past November 6. Now, the only remaining uncalled US House race is in California's 21st Congressional District.There, Republican Rep. David Valadao trails Democratic challenger TJ Cox by 506 votes -- or about half a percentage point -- with votes still being counted. If Cox holds on to win, it would give Democrats a net pickup of 40 House seats this year.So why is the process so slow?California officials say the effort is built with a series of safeguards, many of which don't exist in other states. The bottom line: California's vote-counting process is built to take a long time."The philosophy here is, while it may take a little bit longer to finish counting ballots in California, the policies are in place to ensure that all votes can be properly processed and added to the tally -- and I guess better said, that all voices can be heard in the political process," California Secretary of State Alex Padilla said in a phone interview Wednesday.The state's laws give its voters, about two-thirds of whom cast their ballots by mail, more time to send in their ballots. As long as they are postmarked by Election Day and arrive at county elections offices by Friday -- three days after the election -- they're counted.California also requires counties to give voters time to fix any issues with their ballots -- such as a missing signature -- and requires counties to contact those voters to inform them of any problems.When voters mail ballots to the wrong county, those counties are required to send them to the right one.The state allows same-day voter registration. It also allows those whose names do not appear on voter rolls due to clerical errors -- as Los Angeles County had in June, when a printing error left 118,000 names of registered voters off the rolls for the primary -- to cast provisional ballots that must then be checked out.Then, there's the reality that the state with the nation's largest population and 58 counties, with varying staffing levels, simply have more ballots to count.About 7.4 million ballots were counted on election night. But as of the end of election week, there were still 4.8 million mailed-in ballots left to count, the secretary of state's office said after surveying the counties.Padilla said there is a "sequencing" to the count -- with ballots mailed into the correct counties with no errors tallied quickly, and elections officials now "on the more time-consuming manual ballots to be processed."An end is coming, though. Two key deadlines loom: December 7, when counties must certify their election results, and December 14, when the secretary of state certifies the election.Any voter in California can request a recount but must foot the bill for it. The state doesn't have automatic recounts for close races.Padilla says he hears occasional frustration from voters that it takes so long to tally the results in California's closest races. (KGTV) - A pedestrian was struck and killed Saturday night in Cardiff after running across Interstate 5 and into the path of a car, authorities said.The incident happened just before 6:40 p.m. on the northbound lanes of the I-5 near Birmingham Drive, according to the California Highway Patrol.CHP officials said the pedestrian, a male in his 20s, was being transported via ambulance from Tri-City Hospital to the VA Medical Center when he suddenly jumped out of the vehicle. The ambulance was traveling between 50 to 60 mph, CHP said.The man survived the jump but proceeded to run across the southbound lanes. He hopped the center divide and was struck by a motorist traveling northbound.CHP said the man died in the collision.The motorist that struck the man remained at the scene and was cooperating with officers.A SigAlert was issued at about 7 p.m. for the three left lanes on northbound I-5. CARLSBAD, Calif. (KGTV) - A motorcyclist from San Marcos died Sunday after crashing into a truck in Carlsbad.According to Carlsbad police, the 19-year-old motorcyclist was riding along the 4600 block of Carlsbad Boulevard when he collided with a Toyota Tundra around 4:35 p.m.Emergency responders arrived and transported the motorcyclist to the hospital but he was pronounced dead on the way.The driver of the Toyota, a 38-year-old man from Grand Terrace, stopped on the scene.Investigators have not said what caused the collision. CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad.
