A strong earthquake has struck the west coast of Indonesia Friday, according to the United States Geological Survey.The USGS said the 6.9-magnitude earthquake struck just after 8 a.m. ET. The earthquake lasted around 40 seconds.The Indonesia's Meteorology, Climatology and Geophysical Agency issued a small tsunami warning for four areas following the earthquake.The agency lifted the alert just after 10 a.m. ET after there was no change in the sea water level.The quake also caused some blackouts, plunging some of the affected areas into darkness.The Indonesian National Board for Disaster said it was working with local authorities to evacuate people living on the coastline. A New Mexico man has been charged with a felony after police say his cat tested positive for methamphetamines.Aaron Spaulding, 39, was initially arrested on June 4 and accused of battering his girlfriend and holding her against her will, the Las Cruces Police Department said in a statement.While police were responding to the incident at Spaulding's home, they learned he may have been neglecting his dog and a domestic shorthair cat, police said.Authorities said he strangled and force-fed drugs to the cat, and announced Tuesday that they'd upgraded his animal cruelty counts to a felony after tests found the cat had methamphetamines in its system.Information on his attorney was not immediately available.He was originally charged with false imprisonment, two counts of battery against a household member, interference with communication and two misdemeanor counts of animal cruelty, according to court records.Authorities said a veterinarian reported signs of neurological deficits in the cat, who was treated and adopted into another home. 1058
A missing toddler who went missing in Kentucky was found unharmed and in good condition on Wednesday after being separated from his family for three days. Kenneth Howard, 22 months, was found alive in the area of a strip mine in Floyd County, the Magoffin County Sheriff's Office confirmed. The child was taken to a hospital for an examination. According to Prestonsburg Fire Department Chief Michael Brown, a firefighter heard cries from the child, which helped lead rescuers to Kenneth. "We all got quiet and started calling the child’s name, and at different times, sporadically, he would give us a cry and we had to try to pinpoint his location," Brown told ABC News on Thursday. "We got three or four cries from him, and two of the guys made their way back up the hill and he was sitting up at top of a little flat there."The child was reportedly playing with his father in their yard. Andrew Cuomo is ordering all workers in non-essential businesses in the state to stay home to help combat the spread of COVID-19, the illness caused by the new coronavirus. The mandate will exclude pharmacies, grocery stores and other essential industries, according to Cuomo.The governor also announced that he's banning gatherings statewide. Non-essential gatherings of individuals of any size or for any reason are canceled or postponed. "First rule, only essential businesses will be functioning. People can work at home, but only essential businesses can have workers commuting to the job or on the job. Second rule, remain indoors to the greatest extent to protect physical and mental health," Cuomo said during a press conference.Cuomo said the state will implement a 90-day moratorium on evictions for residential and commercial tenants. "We will do all we can to help those financially suffering because of the #COVID19 pandemic," he tweeted.The governor also announced "Matilda's Law" that is designed to protect New Yorkers who are 70 years old or up and those with compromised immune systems.
