The Dow Jones Industrial Average has nearly made a full comeback from the coronavirus doldrums its faced during the spring. After peaking in February at 29,551, the Dow Jones dropped to 18,591 just a month later. On Tuesday, the Dow closed at 29,420 points for its highest close since February 12.The Dow Jones has been spurred by news that Pfizer’s Phase 3 coronavirus vaccine is showing at 90% effectiveness rating. The news has buoyed stocks from across the spectrum in recent days, including travel, technology and entertainment. After a summer of impressive gains, the Dow leveled off for much of the fall as coronavirus cases began to surge throughout the US. 671

The current pandemic has led many people to spend more time outside this summer, with many setting up backyard pools or heading to lakes and beaches. But all of that water recreation has led to a spike in drownings."We were seeing it across a national level and when we looked at our local data, we saw that we were following as part of that trend," said Dawne Gardner, an Injury Prevention Specialist with Cincinnati Children's Hospital. Normally, they see anywhere from one to three child drowning deaths a year. This summer, they've seen nine."We know that with parents, they're looking for alternative vacations and things are limited right now with COVID-19 and still being able to social distance. We know that with those limited options, parents are utilizing backyard pools more," said Gardner. Gardner says it may seem safe to have your child swimming in your backyard but she says safety goes way beyond location. Supervision is key."You can't be distracted. So, when kids are in and around water, parents have to be on top of the supervision. Every second counts. And if you take your eyes off of them in the water even for a second, that could be that quiet second that a child slips under water," said Gardner.Other areas of the country also saw a dramatic change in the number of child drownings, but not all were bad. Johns Hopkins All Children's Hospital in St. Petersburg, Florida reported that from March through June, doctors saw a 150 percent increase in child drownings and near-drownings compared to the same time period last year. While at Valley Children's Hospital in Fresno County, California, officials reported a sharp decline in child drownings. The shelter-in-place restrictions from the COVID-19 pandemic don't just prompt families to take part in more water-related activities, they did so at a time when most swimming lesson facilities had to shut down.It was a concern for Aqua-Tots that kids were missing out on a crucial time for swim lessons. "It was incredibly hard to close the doors to our businesses at such a crucial time of year where families and children are outside in the heat and they're flocking to bodies of water. They're swimming a lot more often so it was very tough," said franchise owner Lindsay Thayer of Aqua-Tots. Aqua-Tots has 100 locations in 14 different countries, including here in the U.S. They teach swimming lessons to children, teens and adults. Thayer says to help prevent accidental drownings, children need to learn water safety."Children need to know that they need to ask permission, when to approach a body of water, when to get into a pool or lake with mom or dad, a guardian or adult before doing so. Also, swim lessons are especially important. Participating in a formal swimming lesson program can reduce the risk of drowning by 88% in children between the ages of one and four," said Thayer.Jen Deis, the General Manager of Goldfish Swim School near Cincinnati agrees. Goldfish Swim School provided some online tutorial videos for parents to help them teach their children some basic swimming skills. But she says swim lessons, even during the winter, are vital."Swimming is like any other sport or skill. Kids need constant reinforcement of those swim skills to remember those water safety skills year round. While, right now it is a top priority, with kids around bodies of water a lot of times, keeping them consistent in their swim lessons is really important," said Deis.Cincinnati Children's Hospital reports the nine drowning victims ranged in ages from young children to teenagers. Ensuring fences or other barriers are around pools is also important. They're urging parents to be vigilent when it comes to keeping your children safe around water, hoping to prevent any more accidental drowning deaths this summer. 3807

The city of Albuquerque, New Mexico, is answering calls to "defund the police" by creating a new public safety department that will send unarmed social workers instead of police officers in response to some 911 calls. On Monday, Albuquerque Mayor Tim Keller (D) said his administration would form a new city department, Albuquerque Community Safety, whose personnel would respond to some emergency calls.Albuquerque Community Safety officials will respond to calls of inebriation, homelessness, addiction and mental health. According to Keller's office, the department will be made up of social workers, housing and homelessness specialists, violence prevention and diversion program experts.Officials hope the new department will keep such calls from escalating into violence and will allow police officers to re-focus their efforts to combating and investigating violent crime."We want to send the right resource to the right call," Keller said in a statement. "Especially where a social worker or trained professional can connect people with the services they need, instead of simply taking folks to jail or the hospital, which have been the only choices until now."According to The Washington Post, experts believe that the Albuquerque Community Safety department may be the first of its kind. Though calls to defund police departments have strengthened following the death of George Floyd in May, Keller says the city has been working for two years on to change the way Albuquerque handles some emergency calls.Activists who are calling for cities to defund police departments say that money would be better spent on community outreach. They also say that sending armed police into some emergency situations can escalate situations and lead to violence, especially against racial minorities and people of color. In recent weeks, thousands of protesters have taken to the streets in dozens of major cities, calling for an end to police brutality and systemic racism following the death of George Floyd in Minneapolis.Floyd died in police custody after allegedly using a counterfeit bill to buy tobacco while intoxicated. After handcuffing Floyd, bystander video shows a police officer, later identified as Derek Chauvin, kneeling on Floyd's neck for more than eight minutes. Chauvin has been charged with second-degree murder, and three other officers face charges in connection with Floyd's death. 2412

The coronavirus pandemic and the renewed focus on systemic economic inequality in our country are bringing new attention and support to community-based nonprofit lenders.Community development financial institutions, or CDFIs, focus on rural, low-income and minority communities.Around 300 CDFIs made more than billion in Paycheck Protection Program loans to help small businesses, many of which had been left out previously.By comparison, JPMorgan Chase, which is nine times the size of the entire CDFI industry, made only four times the amount of PPP loans.“Many CDFIs we are in many ways like small businesses, we didn't come into this situation strong in terms of our capital,” said Luz Urrutia, CEO of Opportunity Fund. “Now more than ever, during the rebuilding, we've got to have the balance sheet strength because we are supporting these low-income communities, small businesses and communities of color.”Opportunity Fund is one of those CDFIs. It's been raising millions of dollars since March, specifically to help minority, immigrant and women-owned businesses.Serena Williams and MacKenzie Scott have both donated recently. But there are questions about how long all the support these nonprofit lenders have been getting will last.“What I would say for the minority-owned businesses right now, timing is perfect and when timing is perfect, you need to strike while the iron is hot,” said Maurice Brewster, CEO of Mosaic Global Transportation. “And right now, there's a lot of support, a lot of ground swelling with dealing with small and minority-owned businesses.”Maurice Brewster’s business received loan payment deferral from Opportunity Fund during the pandemic. His advice for other minority-owned businesses: if you can, have a relationship with a lender way before you need the money. He says education is also going to be key for minority-owned businesses going forward. That financial coaching is something opportunity fund is pushing for too, along with more money from congress to support CDFIs. 2026

The death toll in the deadliest wildfire in California history continues to increase as Cal Fire officials said on Tuesday that six more bodies were found, marking the Camp Fire's death toll at 48. The six bodies were found in Paradise, California, a town that authorities said was destroyed by the Camp Fire, which is only 30 percent contained as of Tuesday. The Camp Fire alone has destroyed 8,817 structures and continues to spread. The fire is spreading despite nearly 5,000 fire personnel responding to the fire, Cal Fire said. Unfortunately, the Camp Fire is just one of several wildfires raging currently. The Woolsey Fire, which has claimed two lives of its own, continues to spread throughout Ventura County, California. That fire has spread across nearly 100,000 acres since being spotted on Nov. 7.  858
