SAN DIEGO (KGTV) -- Authorities in California have identified the sailor who died after being struck by a spinning helicopter blade as 32-year-old Lt. James Mazzuchelli.Mazzuchelli was a flight surgeon assigned to Marine Light Attack Helicopter Squadron 267, Marine Aircraft Group 39 and was stationed at MCAS Camp Pendleton.Mazzuchelli is from Orange Park, Florida and was previously deployed to Japan.“Lt. James Mazzuchelli was an incredibly talented physician and Sailor,” said Col. Matthew Mowery, commanding officer of MAG-39. “His contagious enthusiasm, motivation, and love for the Marines and Sailors of HMLA-267 and MAG-39 has been evident in the outpouring of grief at his loss and the support being shown to his family and close friends. His willingness to join the Navy and elect to serve faithfully with the Marines should give a sense of pride to all of us who serve our country that we are surrounded by heroes every day. James and his contribution to our Corps will be sorely missed."The sailor died Saturday morning after being hit by the spinning tail rotor blade of a UH-01Y Venom Marine helicopter.The incident is currently under investigation. 1182

SAN DIEGO (KGTV) - Crime Stoppers released photos Wednesday to find a man and woman suspected of two armed robberies in Otay Mesa and Pacific Beach. The first robbery happened the afternoon of Sunday, July 28 at Tepito Club, a clothing store at 2364 Roll Drive. Police said the pair selected merchandise and approached the clerk, then the woman pulled a gun and demanded cash. The couple took the money and drove off in a blue Toyota Corolla. One day later, police said the two suspects gathered items at the Chevron gas station at 1575 Garnet Ave., eventually demanding cash from the clerk. The man and woman walked away from the area with the money, police said. The suspects are both white, according to Crime Stoppers. The woman is 5’6”, thin, and was wearing a black tank top and grey leggings. The man has a medium build, and is about 30 years old with tattoos. Anyone with information is asked to call Crime Stoppers at 888-580-8477. Information leading to an arrest can result in a ,000 reward. 1012

SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements. SAN DIEGO (KGTV) - California's stay at home order may be in effect, but you can still hear the sounds of heavy machinery and hammers banging across San Diego County.Construction was deemed essential, allowing builders to continue working."Not only have we been able to pull permits, but we can call our inspections," said Gregg Cantor with Murray Lampert Design, Build, Remodel.Companies like Cantor's business have changed, but it keeps moving.He said employees who can are working from home, client calls are happening remotely, and inspections are taking place at a distance or in some cases through videos and pictures."We're conscious of social distancing as well as making sure we don't have more than five or six people at any given time on the job site," Cantor said.Local companies aren't the only ones changing how they operate.The City of San Diego's Development Services Department (DSD) laid out a series of changes to protect city staff and customers."The city is taking necessary preventative safety measures while being responsive to the business needs of our customers," said DSD Director Elyse W. Lowe. "DSD employees will continue to work with customers to limit delays to project approvals and keep the city moving forward. We are quickly leveraging available technology to increase our options and continuously implementing new safety measures in response to this unprecedented global pandemic."Changes include revamping the residential inspection process by now allowing for photos to be submitted instead of in-person physical inspections for qualified residential project, granting all qualifying building permit applications and issued building permits an automatic 180-day extension, and establishing an unstaffed document drop-off area for customers to submit project files and documents in the first floor of the Development Services Center."We're still very grateful that we are able to send our crews out every day," said Borre Winckel, president and chief executive officer of the Building Industry Association of San Diego County.Winckel said there were some early hiccups with building inspections across the county, but things have smoothed out."We were promised they would send the inspectors out as long as the conditions were safe," he said. "So it was very important for us since we're an outdoor activity that we created this safe and healthy environment for our workforce and the inspectors."Winckel said right now building is a business and plans are getting reviewed, but he pointed to New York and Washington where some construction is either blocked or building is only approved for projects deemed essential.Winckel said in California some have asked the governor to stop in office reviewing of plans."If we don't go beyond current construction and can't be processing plans anymore, that would just create a disaster for us and housing in the future," he said. "So there's a bit of tension there."For now, the show goes on."Most of the people want to keep moving forward," Cantor said. SAN DIEGO (KGTV) - Community leaders are reacting to this week's move by state lawmakers to let voters decide in November whether to reinstate affirmative action.“It’s been a long, hard road and now we can actually see some light at the end of the tunnel,” said San Diego NAACP President Francine Maxwell on Thursday afternoon. It follows Wednesday's news that California lawmakers approved a proposal to repeal the 25-year-old law that bans looking at race, sex, ethnicity, color or national origin in college admissions, contracting and public employment.“The NAACP San Diego branch is elated that it was a 30-10 vote. Two-thirds majority said that things have to change and we're headed to November,” she added.Assemblymember Shirley Weber (D-San Diego) authored the bill and asked for support on ACA 5, which lets voters decide whether to reinstate affirmative action by repealing Prop 209.“The ongoing pandemic as well as recent tragedies of police violence is forcing Californians to acknowledge the deep-seated inequality and far-reaching institutional failures that show that race and gender still matters,” she told her colleagues this week.“African Americans have been at the bottom for over 401 years. Affirmative action was an opportunity so they could open the door to walk into colleges, to [have] the opportunity of economics, to change the narrative of their family,” Maxwell told ABC10 News.Republican Assembly candidate June Cutter from San Diego opposes the return of affirmative action. Thursday, she told ABC10 News, “It is a band-aid put at the end of the problem rather than trying to find a solution to the disparity that I absolutely acknowledge exists and instead of trying to fix it at the starting line we're trying to fix it at the finish line and that's what I have a real problem with.”Cutter said she believes real change needs to happen earlier through the course of opportunities in K -12 education within under-served and under-privileged communities.Assemblymember Weber was unavailable for an interview on Thursday but her office sent ABC10 News the following statement.“The fate of Prop. 209 will now be in the hands of voters on November 3rd. While it was sold as a civil rights law when it passed in 1996, Proposition 209 has cost women- and minority-owned businesses .1 billion each year, perpetuated a wage gap wherein women make 80 cents on every dollar made by men, and allowed discriminatory hiring and contracting practices to continue unhindered. Far from being colorblind, the bill has set up barriers to women and minorities to share in the economic life of California. Proposition 209 has hindered public policy, thwarted opportunity and maintained economic disparity long enough. It’s time to give voters a chance to right this wrong.” 2796
