BONITA, Calif. (KGTV) - A Bonita family has been making gift bags for children in need for eight years and the pandemic this holiday season didn't stop them from spreading joy.Usually the assemblyline forms in Diane Zoura's garage the weekend after Thanksgiving. There's lots of friends, family and food to go around. This year the pandemic pushed them outside, under a tent a week later than planned."We are more spaced out this year, we set up outside, we’re taking temperatures, we’re all wearing masks so we’re just being more safe," Zoura said.They had to delay the event because a family member was sickened with the coronavirus weeks earlier. She said everyone is okay and they wanted to make sure everyone was safe when they did come together.Sunday, they were focused not on the pandemic, but on giving the gift of love and joy, a thousand times over."We’re going to give 400 of them to Build a Miracle and they’re going to hand them out to homeless children in Mexico and then we’re going to be giving the rest to the Polinsky Children’s Center for the foster kids in San Diego." Zoura said they wanted to send more gifts than last year.In 2019, they sent 750 gifts, in 2020 they'll distribute 1,000 and their ambitious goal for 2021 is 2,000 gifts. Billions in business pass back and forth between the United States and Mexico. A new trade agreement to manage that trade kicks in this week. “You know, we were doing anywhere between 30 and 30 plus billion dollars worth of cross border trade here in the last five, six, seven years, I think that that number is only poised to increase," Jaime Chamberlain told KGUN. Chamberlain owns Chamberlain Distributing, a packing house that brings tons of produce from Mexico and he chairs the port authority for Santa Cruz County, Arizona. The USMCA, the US, Mexico, Canada Agreement that officially kicks in this week replaces NAFTA, the North American Free Trade Agreement and does things like modernizing record keeping for the digital age.Chamberlain says cross border trade does not mean U.S. jobs going to Mexico. He says, It’s a two-way highway that helps both sides.“There's a tremendous amount of American products going into Mexico. In fact, the majority of the raw products going into make a lot of the products coming out of Mexico especially out of the Maquila industry are American based companies that are supplying that raw product into Mexico.”Josh Rubin’s company Javid LLC/Javid De Mexico operates many of those Maquilas--factories U.S. companies operate in Mexico. He says, “I represent 27 different facilities over 3500 employees here in Nogales, Mexico, for our customers.”Customs charges are based on where a product is made. Rubin says one of the challenges under USMCA is defining country of origins when the parts come from all over the world.He holds up a pen as an example as says, “The metal from the pen might come from one country or from one location, the spring might come from another location, the plastic around the pen might come from somewhere else that he might come from somewhere else.”Rubin says some companies may feel they’re better off just paying ordinary customs duties and avoid record keeping and other requirements of USMCA, especially if they make small items that result in small customs fees.There is an element of wait and see for some companies especially as US Customs and Border Protection works out exactly how it will enforce the new trade rules.This story originally reported by Craig Smith on KGUN9.com. 2263

BONSALL, Calif. (KGTV) — The San Luis Rey Downs Country Club and Golf Course shut down after being a popular spot for many in the community for over 50 years.After four years of being a vacant property, a new project is underway to revamp the area. The Myrtle Creek Botanical Garden and Nursery has purchased the buildings that used to house the restaurant and banquet rooms. They’ll be revamping the inside and adding updates.The marketing director for Myrtle Creek, Kevin MacGregor tells 10News, “It’ll be basically what it was for the past 50 years, but with our spin on it minus the golf course of course”.RELATED: Evacuated horses begin to return home to San Luis Rey Downs after Lilac FireThe County of San Diego Department of Parks and Recreation tells 10News they purchased 200 acres from the golf course when it first shut down. They have plans to protect the natural habitats in the area with possibly adding some hiking trails. No revamped golf course is in any plans.Neighbors in the area are looking forward to the day the lot won’t be vacant and instead will bring them restaurants and bars right to their neighborhood.They tell 10News, over the past four years there’s been a problem with added trash and vandalism on the property. Myrtle Creek has plans to turn it into a 23-room boutique hotel.Christine Hoffman has lived in the neighborhood for 25 years, she even played on the golf course when it was open.Hoffman tells us the past four years have been sad for the neighbors nearby."To see it go in such disrepair the last few years is kind of heartbreaking," Hoffman said.Hoffman, like many other neighbors, are looking forward to the project. BRADENTON, Fla. — A Bradenton family is calling into question the Manatee County School District’s dress code policy after their daughter was forced to put band-aids on her nipples.Lizzy Martin, 17, said a dean told her to put a shirt on over her top, because she wasn’t wearing a bra.Martin said she complied, but the dean still wasn’t satisfied. BERLIN — A spacecraft bound for Mercury has swung by Venus, using Earth’s neighbor to adjust its course on the way to the solar system’s smallest and innermost planet. Launched almost two years ago, the European-Japanese probe BepiColombo took a black-and-white snapshot of Venus from a distance of 10,560 miles. The fly-by is the second of nine so-called planetary gravity assists that the spacecraft needs for its seven-year trip to Mercury. BepiColombo will make one more fly-by of Venus and six of Mercury itself to slow down before its arrival in 2025. Researchers hope the BepiColombo mission will help them understand more about Mercury, which is only slightly larger than Earth’s moon and has a massive iron core. 729
