WASHINGTON (AP) — A vehicle collision between U.S. and Russian forces in eastern Syria has left four U.S. troops with concussions. That's according to two U.S. officials who are speaking on condition of anonymity to provide details that haven't been made public yet. It's the most violent skirmish in months between the two forces. One official says Russian vehicles sideswiped a light-armored U.S. military vehicle, injuring four Americans. The official says two Russian helicopters flew above the Americans, and one of the aircraft was within about 70 feet the vehicle. There have been several other recent incidents between the American and Russian troops who all patrol in eastern Syria, but officials describe this one as the most serious. 752

WASHINGTON (AP) — A new plan from Senate Republicans to award businesses, schools, and universities sweeping exemptions from lawsuits arising from inadequate coronavirus safeguards is putting Republicans and Democrats at loggerheads. The liability proposal promises to shield employers that negligently expose customers and workers to the coronavirus, limiting their legal exposure. That's according to a draft of the plan obtained by The Associated Press. Supporters say the proposal protects businesses and other employers who adhere to public-health guidelines in good faith. Opponents say it will permit wrongdoing to go unpunished. Lawmakers will consider the liability plan as they negotiate another coronavirus relief bill. 738

WASHINGTON — President Donald Trump aims to take credit for the speedy development of forthcoming coronavirus vaccines, even as his administration is coming under scrutiny for failing to lock in a chance to buy millions of additional doses of one of the leading coronavirus vaccine contenders this summer. That decision could delay the delivery of a second batch of doses until manufacturer Pfizer fulfills other international contracts. The revelation was first reported by the New York Times and later confirmed to the Associated Press by people familiar with the matter.Earlier this year, Pfizer agreed to make 100 million doses of its COVID-19 vaccine — enough to inoculate 50 million Americans — and gave the federal government the option to purchase up to five times as many doses. Then, this summer, Trump administration officials reportedly declined an offer to purchase 100 million more doses of the Pfizer vaccine.According to the Times, Pfizer must now also fulfill hefty orders from other countries — notably, an order for 200 million doses from the European Union — before making more doses for the U.S.In a statement, the Department of Health and Human Services said it was confident that Pfizer would be able to fulfill it's current 100 million dose order, and pointed to the fact that several other vaccine candidates are near approval — including one from Moderna, which could be approved by the end of th month.“We are confident that we will have 100 million doses of Pfizer’s vaccine as agreed to in our contract, and beyond that, we have five other vaccine candidates, including 100 million doses on the way from Moderna,” an HHS spokesperson said in a statement to the Times. The reports came on the eve of Trump’s plans to host a White House summit on Tuesday, aimed at celebrating the expected approval of the first vaccine later this week.At that event, Trump plans to sign an executive order aimed at prioritizing the supply of U.S. vaccines for Americans — though the order does not appear to have legal sway, according to the New York Times.Officials from President-elect Joe Biden’s transition team were not invited to Tuesday's event at the White House, despite the fact that the Biden administration will handle the bulk of the distribution work. 2281

WASHINGTON — The head of an obscure federal agency that is holding up Joe Biden's presidential transition knew well before Election Day that she might have a messy situation on her hands. Prior to Nov. 3, General Services Administration director Emily Murphy held a Zoom call with the man who was in her shoes 20 years earlier during the contested 2000 election between George W. Bush and Al Gore. Seventy-seven-year-old Dave Barram says he gave Murphy some simple advice, telling her, “If you do the right thing, then all you have to do is live with the consequences of it.”However, Murphy finds herself in a much different position than Barram did in 2000. It's been 10 days since President-elect Joe Biden was projected to win Pennsylvania, giving him the 270 electoral college votes to claim the presidency.Though the outcome of the election is clear, Murphy has not yet certified Biden as the winner as President Donald Trump's campaign has filed a bevy of lawsuits — a move that has delayed the official transition of power and which has held up funds that could ease the process. In an address on Monday, President-elect Joe Biden warned that continued delay in beginning the official transition process could lead to lost lives, especially amid the COVID-19 pandemic.“More people may die if we don’t coordinate,” Biden said Monday. While most Republicans have followed in the footsteps of Trump and Murphy and refused to recognize Biden as president-elect, a small group within the GOP is becoming more vocal in calling on the President to concede.Sen. Susan Collins, R-Maine, a moderate member of the GOP, says that continued delay in the transition of power could hamper the government's efforts in distributing a potential COVID-19 vaccine.“It is no easy matter,” Collins said of distributing vaccines. “It’s absolutely imperative for public health, that all of the planning that’s gone on for which the current administration deserves credit, be shared with the new administration.”So far, the lawsuits filed by the Trump campaign have not affected the outcome of the presidential race in any way. On Sunday evening, the campaign dropped a key portion of its lawsuit in Pennsylvania that sought to overturn hundreds of thousands of ballots on the basis of a lack of poll watchers. Instead, the campaign is choosing to focus on the issue of ballot curing, which they allege gave an unfair benefit to Democrats — despite the fact that the process likely did not effect enough ballots to overturn the election. 2526
