The man who police say is seen on video dropping off rice cookers Friday in downtown New York was taken into custody early Saturday morning, a law enforcement source with knowledge of the investigation said.Three rice cookers, initially described as suspicious devices, were discovered Friday morning in Manhattan, prompting a brief scare and causing delays during the busy morning subway commute. All the devices were ultimately deemed safe.The man was found unconscious around 2 a.m. ET at an address in the Bronx and is hospitalized, the source said. The House Rules Committee met on Tuesday to decide on the process for Wednesday's House session, which will likely result in the impeachment of President Donald Trump. By a 9-4 party line vote, the Rules Committee decided that there will be six hours of debate on the House floor on Wednesday. The six hours will be divided evenly between the two parties. Members of the House will then vote on the two articles of impeachment being offered by House Democrats -- one on obstruction of Congress and another on abuse of power -- individually. Earlier on Tuesday, the Associated Press reported that enough Democrats plus Congress' lone independent have committed to voting for articles of impeachment against Trump. The result would result in Trump becoming the third president in American history to be impeached. The House said that Wednesday's session will get underway at 9 a.m. ET, but it is unclear exactly what time debate on the impeachment will start. 969

The Internal Revenue Service issued a warning Friday about a new twist on the usual impersonation phone scam. Officials say criminals are faking calls from the Taxpayer Advocate Service (TAS), an independent organization within the IRS. Similar to other IRS impersonation scams, the con artist makes unsolicited calls to the victim, falsely claiming to be from the IRS. But now scammers have discovered a way to "spoof" the phone number of the TAS office in Houston or New York. The victim answers or returns the call, the criminal requests personal information, including a Social Security number or individual taxpayer identification number. The TAS office helps taxpayers resolve IRS issues, such as sudden financial difficulty, but does not call residents out of the blue. Characteristics of the calls are: Scammers use fake names and IRS badge numbers to identify themselves.Scammers may know the last four digits of the taxpayer’s Social Security number.Scammers spoof caller ID to make the phone number appear as if the IRS or another local law enforcement agency is calling.Scammers may send bogus IRS emails to victims to support their bogus calls.Victims hear background noise of other calls to mimic a call site.After threatening victims with jail time or with driver’s license or other professional license revocation, scammers hang up. Others soon call back pretending to be from local law enforcement agencies or the Department of Motor Vehicles, and caller ID again supports their claim.The IRS will never: Call to demand immediate payment using a specific payment method such as a prepaid debit card, gift card or wire transfer. Generally, the IRS will first mail a bill to any taxpayer who owes taxes.Threaten to immediately bring in local police or other law enforcement groups to have the taxpayer arrested for not paying.Demand that taxes be paid without giving taxpayers the opportunity to question or appeal the amount owed.Ask for credit or debit card numbers over the phone.Call about an unexpected refund.For taxpayers who don’t owe taxes or don’t think they do:Please report IRS or Treasury-related fraudulent calls to phishing@irs.gov (Subject: IRS Phone Scam).Do not give out any information. Hang up immediately. The longer the con artist is engaged; the more opportunity he/she believes exists, potentially prompting more calls.Contact TIGTA to report the call. Use their IRS Impersonation Scam Reporting web page. Alternatively, call 1-800-366-4484.Report it to the Federal Trade Commission. Use the “FTC Complaint Assistant” on FTC.gov. Thanks to social media and the help of people in Georgia – police say two dine and dashers have been caught – and claim they’ll make it right.“It breaks your heart,” said Lisa Ritter, the manager at Big Daddy’s Oyster Bar and Pub in Peachtree City, Georgia.Ritter says two people came in days before Christmas, spent hours at a table, racked up a huge tab, then took off.“If you can’t afford to go out and eat, it’s bad enough you don’t get tipped well enough, waitresses only make .13 an hour, and it’s really bad that they dine and dash,” Ritter added.She says this isn’t the first time this has happened, and it probably won’t be the last…but says it really hurts business.“We have to still pay for it,” Ritter said.Peachtree City police say the bill was more than 0, and they asked the community for help identifying the dine and dashers.“After we posted some photos on Facebook, we received an overwhelming response from numerous people providing identification information,” said Lt. Matthew Myers with the Peachtree City Police Department.Lt. Myers says they have been in contact with the alleged thieves and adds that you can face many criminal charges if you walk out on a bill.He also says it’s not uncommon for establishments to make the server foot the bill.“There are instances where the waitresses have to pay for it, because if you’re not checking on your tables, if you’re horsing around, I could see that happening,” added Ritter.This time, they didn’t make the waitress pay, but Ritter says the waitress was still stiffed.“She was very upset and crying,” Ritter said, “They had been here for like four hours, that’s her tip…that would have been like a tip.”Police say the dashers have contacted Big Daddy’s and offered to make it right.That is yet to be finalized. 1803

  

The NCAA is ruling out no contingencies when it comes to coronavirus and the NCAA Tournament. In an interview with Bloomberg News, Chief Operating Officer Donald Remy did not dismiss the possibility of games being played with no fans in arenas. The games presumably would still be televised. The NCAA declined further comment to The Associated Press on the possibility of no fans in the stands. Also, the NCAA announced it has established a coronavirus advisory panel of medical, public health and epidemiology experts and NCAA schools.
