SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year. From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher. The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. That sparked a debate over how much money should go towards transit vs. road construction.Fletcher says any money spent on transit also benefits drivers."Every person who chooses transit is one less car driving," he says. "The individual who says, 'I'm always gonna drive,' should support transit because that means less congestion. Less congestion means less toxic pollution and less greenhouse gas emissions. So it's a win for everybody whether you use transit or drive your car."To raise money for more expansion, MTS is looking into a ballot measure for the November 2020 election that would add a half-cent sales tax. 2046

SAN DIEGO (KGTV) — San Diego County's recovering job market will take a hit from the new wave of coronavirus-related restrictions that went into effect this week, SANDAG's chief economist said Thursday. The region's jobless rate had been falling from a peak of 25% in early May to 14.3% in late June, the San Diego Association of Governments reported Thursday. However, on July 6, new restrictions went into effect to slow the spread of COVID 19. Restaurants and several other public-facing businesses were forced to end indoor service, while bars that don't serve food were required to close. That sent people who had returned to work back to seeking unemployment."Until there's a vaccine in place, it's going to be a very bumpy ride," said Ray Major, SANDAG's chief economist. "It's going to be up and down. There will be times probably where they say OK we can start opening up again, and then for some reason the health numbers start to become worse, and so the economy is going to be impacted again."At Little Italy's Cloak and Petal restaurant, managing partner Cesar Vallin said only about half of the restaurant's 40 workers have been brought back. He said the restaurant changed its menu and moved service outside, but the lower capacity is hitting revenue. "Let's just face it, this could happen two or three more times by end of the year," Vallin said. "If it does, we've got to get really good at opening and closing turn key."SANDAG estimates 240,000 San Diegans are currently unemployed.Faisal Asseri, Cloak and Petal's Bar Director, started receiving unemployment insurance this week again after returning to work. "I would like to say that I'm doing better than what it kind of looks like out there," he said. "It's a tough time for people in the industry, it's a tough time for bartenders."SANDAG says the areas with the highest unemployment are in mid-city and San Ysidro. 1899

SDG&E suggests customers turn off air conditioners and significantly reduce or avoid using other appliances and electric equipment. Refrigerator and freezer doors should also be kept closed and all unnecessary lighting should be turned off, health and safety permitting. The company suggested customers also reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said. 8939

SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock. The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. If approved by the California Public Utilities Commission, the changes would take effect prior to next summer, Jones said. 1309
