SAN DIEGO (KGTV) -- Police identified the man suspected of a sexual assault in a Mission Beach alley as 40-year old Philemon Shark from Seattle. According to San Diego police, a 24-year old woman was walking by herself on Bayside Lane around 8:45 a.m. on Sunday when Shark attacked her. The woman screamed for help, and several residents ran out and stopped Shark before he ran away.Officers caught up to him in a breezeway and took him into custody. Shark was booked on felony sexual assault charges and outstanding warrants from Washington state, according to police.Police said Shark had been in San Diego for a few months before the assault. 653

SAN DIEGO (KGTV) - Officials with the California Department of Corrections and Rehabilitation say Donovan State Prison officials confiscated a cell phone Tuesday from an inmate who was allegedly using the phone to harass and threaten a woman in New York.According to Christina Neal, 37-year-old Brandon Baker, a prisoner serving 75 years to life at Donovan in South San Diego County, contacted her nearly two weeks ago.“I started getting messages from someone named Brandon Baker, but I had never heard of him before,” Neal said. Neal says Baker found her on Facebook through mutual friends and family members and then began sending her inappropriate messages through Facebook messenger.“He put ‘ma, what’s up, you looking really good. I’d like to get to know you,’” Neal said. “and he was like, ‘you're really sexy.’ And I didn't respond. So then a couple of days later, I got another message from him, and he's talking about my daughter.” “So I was just like ‘I don't know who you are. I don't know how you got pictures of me and my daughter, but please leave me alone, I'm married, and I don't want to have anything to do with you,’” Neal added.Neal says the tone of the messages escalated and Baker told her he would be getting out next month.“He said he was gonna come to my house and said he was gonna rape me,” she said. “I’m very nervous, just because hearing what (he) did, (he) doesn’t seem like (he’s) that nice of a person.”CDCR says they are investigating the case, and Baker could face more punishment depending on what they find on the phone they seized.They released the following statement:“Contraband cellphones are often used to in criminal and illicit activities, conduct drug trafficking, enable gang communication, and harass and intimidate victims and witnesses. Their presence affects safety and security in state prisons and California’s communities. The California Department of Corrections and Rehabilitation uses a multi-layered approach to detect and find contraband cellphones. Smuggling and possessing cell phones in prison is a misdemeanor, and an inmate found in possession of a cell phone can lose credits.” 2150

SAN DIEGO (KGTV) -- One person was killed and three others were injured in an early Saturday morning crash involving two cars along the southbound lanes of SR-163 in Balboa Park.The incident happened around 2:30 a.m. on the Cabrillo Highway just south of the Quince Street overpass, according to the California Highway Patrol.The driver of a Lexus sedan rear-ended a Mazda sedan sending both cars off the highway. One of the vehicles tumbled down an embankment into a drainage ditch.The Madza was carrying two rideshare passengers in the rear seats, according to CHP. One of the passengers was pronounced dead at the scene, according to CHP. The other rear passenger was ejected out of the car causing the victim to suffer major injuries.Drivers of both vehicles are being treated for injuries.Investigators are working to determine the cause of the accident. It is unknown at this time if alcohol or drugs were a factor in the crash.All southbound lanes were temporarily shut down. SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

  

SAN DIEGO (KGTV) - Padres executive chairman Ron Fowler lied to me. He lied to Padres fans all around San Diego. It was a giant, bald-faced lie. Wasn't it great?Last September, as a dismal 66-win season was winding to a close, I had a chance to interview Fowler on my Mighty 1090 morning radio show, "Ben and Woods." I asked him about the possibility of pursing Manny Machado on the free agent market."Machado, I think, is somebody that every team would like," Fowler said before adding the dreaded "but" to the sentence. "But if we're looking at someone who's looking at 10 years and 0 million, I don't think that's something we're looking to do."Then, 145 days later, Fowler made himself into a liar, authorizing exactly what he said he wouldn't do -- a 10-year, 0 million contract for Machado. I believe he was being honest on the radio in September. Instead, look at the teams who weren't seriously involved in the bidding for Machado. A source told me the Padres were high on two third baseman in the Reds organization -- big leaguer Eugenio Suarez and top prospect Nick Senzel. The Padres' hole at third remained, and there was Machado, still waiting for the right fit on the free agent market.Finally, don't discount general manager A.J. Preller's powers of persuasion. He was able to convince his bosses that the right guy for the Padres was available now and this was a one-time opportunity."You could wait for some of the young talent that we've built up and look at 3 or 4 years and hope the right guys are out there," Preller told reporters at Cactus League media day in Arizona, "but if pieces that fit for us both in the short-term and long-term are out there, that's how you build a club."
