SAN DIEGO (CNS) - A man who was sentenced to nearly a decade in state prison for crashing a pickup truck over the side of a transition ramp to the San Diego-Coronado Bridge, killing four people and injuring several others when it landed in Chicano Park below, was released from state prison Friday.Richard Anthony Sepolio, 28, was released Friday morning after serving two years and 10 months of his nine-year, eight-month sentence, the San Diego County District Attorney's Office confirmed.Sepolio was convicted by a jury last year of four counts of vehicular manslaughter while intoxicated and one count of DUI causing injury. SAN DIEGO (CNS) - A proposal to add a fenced-in, off-leash dog park and walking trails at Fiesta Island in Mission Bay Park was vetted Thursday by the San Diego City Council's Environment Committee, which unanimously voted to send to the full council.The committee considered two options for an amendment to the Mission Bay Park Master Plan, which guides future development of the area. Either option would update Fiesta Island, a partially undeveloped area of the park, by adding new amenities and park area to the island's southwest section.The committee ultimately chose the plan dubbed "option B," which reserves much of the island's southwest area for a fenced-in, off-leash dog park and also includes parking areas and walking trails.Option A would have allocated much of the southwest area for a fenced- in, off-leash dog park but would have also included a non-motorized boat launching area along the water, a road extension, larger parking facilities and a designated swimming beach for residents.The Fiesta Island amendment to the Mission Bay Park Master Plan has been in development for roughly two years. Committee attendees, including members of the Fiesta Island Dog Owners group, overwhelmingly stated their support for option B.City Councilman Scott Sherman said his office received roughly 30 calls and more than 300 emails in support of option B, due in part of members of FIDO posting his office's contact information. City Councilwoman Vivian Moreno also expressed appreciation for the public support for option B, particularly among dog owners."I am confident that city staff will be able to find a permanent location for non-motorized personal watercraft in other locations in Mission Bay Park," Moreno said. SAN DIEGO (CNS) - An ex-con accused of abducting and sexually assaulting a woman in two separate locations before letting her out of his truck in Logan Heights pleaded not guilty today to felony charges, including rape and sexual penetration by force.Phillip Terrel McLeod, 47, who has a criminal record that includes a similar kidnapping case from 2002, faces 160 years to life in prison if convicted, said Deputy District Attorney Patrick Espinoza, McLeod was ordered held on million bail.The prosecutor said the 27-year-old alleged victim in the current case was initially attacked on Delta Street near Balboa Elementary School about 11:30 p.m. on Dec. 20.Espinoza alleged that McLeod pulled up and threatened to use a Taser on the woman, then forced her into his white pickup truck and drove her to an area near 39th Street and Broadway in Mount Hope, where she was sexually assaulted.The prosecutor said the victim fought back and McLeod drove her to Logan Heights, where he allegedly tried to rape her again. The victim pleaded with McLeod to let her go, and he did so near 32nd Street and National Avenue, Espinoza said.McLeod -- who is also charged with kidnapping for rape, attempted rape, assault with intent to commit rape, assault by means likely to produce great bodily injury and a misdemeanor count of resisting an officer -- was arrested Dec. 29.He will be back in court Jan. 15 for a readiness conference and the following day for a preliminary hearing. 1481

SAN DIEGO (CNS) - A local realtor who molested two underage girls apologized to his victims during a court hearing Friday, while those speaking on behalf of the victims said they could take solace in the fact that he will likely spend the rest of his life behind bars.Donald Edward Hickey, 62, pleaded guilty last month to five felonies, including lewd and lascivious acts with a child and possession of child pornography for material investigators found on three separate devices.Hickey was initially set to be sentenced to a 25-years-to-life term on Friday, but the hearing was postponed until Sept. 6 so that an interview can be conducted for his probation report, which could affect his future in-custody housing considerations.Prosecutors did not disclose how Hickey knew the victims, but according to Deputy District Attorney Stephen Marquardt, the molestations occurred sometime between 2009 and 2012 in San Diego County. Hickey was arrested last year following a cyber tip sent to the National Center for Missing and Exploited Children.The former Clairemont resident, who worked as a real estate agent out of La Jolla, was found to have ``thousands'' of videos and images of child pornography in his possession, some of which depicted Hickey abusing children.``This defendant not only preyed on these children, but he also memorialized what he did so that he could retain a copy of the real-time abuse of those children,'' Marquardt said.Hickey's attorney, Danielle Iredale, said Hickey was molested by a local man in his neighborhood when Hickey was between the ages of 10 and 12.Hickey told those in attendance, ``I'm sorry for everything that's happened. I take responsibility for it and I hope they do heal from it.'' Despite the postponed sentencing, victims were allowed to speak Friday in case they could not attend Hickey's sentencing next month.One of the girls, identified in court only as Jane Doe 2, said she was working to put the experience behind her, and was working on forgiving Hickey, though ``I am conflicted,'' she said. ``Because I don't know how you came to be the way you are and feel sympathy for your sickness. She said she was nervous about speaking at the hearing, but would regret it if she didn't.``No teenager should be in a situation where they sit down and think about what they're going to say to a pedophile,'' Jane Doe 2 said. ``No parent should have to decide whether or not to tell their child that they have been assaulted. I hate that you put my family in that position.''Jane Doe 1 did not attend the hearing. Her older sister told Hickey that she wanted to attend, but ``was absolutely terrified to see your face.'' The mother of Jane Doe 1 said she ``screamed and cried in absolute agony and devastation'' when she discovered what had happened to her daughter, who she said still suffers from nightmares and trauma, according to her mother.``To find out the ugliness and deception of what you had been doing with my child is almost more than I can bear,'' she said.Hickey will remain in custody without bail until his sentencing hearing. 3096
