Rising sea levels and falling river water volumes - as forecast in the latest UN report on climate change - could drastically alter weather patterns and cause huge economic losses in China, a senior meteorological official warned Thursday.Luo Yong, deputy director of the Beijing Climate Center affiliated to the China Meteorological Administration (CMA), said there will be more typhoons, floods and land subsidence as a result of global warming.The report by the Intergovernmental Panel on Climate Change released in Spain last Saturday said "human activities could lead to abrupt or irreversible climate changes and impacts".It said that even if factories were shut down and cars taken off roads, the average sea level will rise up to 140 cm over the next 1,000 years from the pre-industrial period of around 1850.In the next 100 years, it said, sea levels will rise by 18-51 cm.More frequent and heavy floods require China - which has an 18,000-km coastline on the mainland - "to build coastal facilities of higher standard," Luo told a press conference.As coastal regions are economically developed areas, the loss from typhoons and floods will be magnified, Luo said.He also warned that higher sea levels will lead to further land subsidence, which is already being seen in some coastal areas.Another major threat from global warming is water shortage, Luo said.In the past 50 years, the six major rivers in the country have seen their water volumes reduced sharply, especially those in the north, such as the Yellow and Huaihe rivers. Ground water storage has also dropped markedly, he added.The water shortage will take a toll on the farming sector, hurting grain production; and industrial and domestic consumption will be affected, he said.Luo said that China will possibly see more flooding in the north and drought in the south, the reverse of the current weather pattern.Song Dong, an official from the Ministry of Foreign Affairs, said next month's international talks on global warming in Bali, Indonesia, are expected to focus on greenhouse gas cuts by rich countries and the transfer of more clean technology to developing nations.

BEIJING -- For the first time in its history, the Communist Party of China (CPC) has mentioned the word "religion" in an amendment to its Constitution adopted on Sunday at the closing session of the 17th CPC National Congress.To incorporate into its Constitution the principles and policies the Party has formulated for guiding efforts to strengthen the work related to ethnic and religious affairs, among others, is conducive to their full implementation and getting better results in the Party's work in this area, said a resolution on the amendment to the Constitution.It said the insertion has been made in light of the new circumstances and tasks.The CPC is atheistic but allows freedom of religious beliefs. China is home to 100 million religious faithful, largely Buddhists, Taoists, Christians, Catholics and Islamites"The Party's secret in handling well China's religious issues lies in its principles and policies," said Ye Xiaowen, director of the State Administration of Religious Affairs. "Their insertion in the Party Constitution shows the Party is sincere, and capable, of its implementation of policies on the freedom of religious beliefs. "He said religious problems are reported in many parts of the world. "Our religious services will be up to previous standards."Ye also dismissed allegations that China restricted the printing and sale of Bibles, which he said receive state subsidies and other preferential policies.China, with 16 million Protestant Christians, has printed 42 million Bibles, he said. 

BRUSSELS -- The European Commission is set to propose an end to the five-year anti-dumping duties on Chinese energy-saving lightbulbs, a spokesman said on Thursday. A group of trade experts at the European Union's executive body have been debating whether to drop the anti-dumping duties for several months as the trade defense measure against lightbulbs made in China was introduced for five years in 2001. Peter Power, a spokesman for EU Trade Commissioner Peter Mandelson, said a majority of specialists support the end to the anti-dumping duties as the five-year period has expired. "The outcome of the discussions puts the commission in a position to proceed with a formal proposal to end the duties," he said. Some European bulb makers have been pressing had for a renewal of the duties for another five years, but the measure was criticized by environmentalists as unjustified in EU's fight against global warming. EU member states will give a final say to the issue, based on the commission's proposal. The 27-nation bloc has launched a review of its trade defense policy, notably anti-duping measures. As an increasing number of EU companies now invest in China, the EU wants to have a second thought on whether such measures would hurt its own interests.

XI'AN -- Lawmakers in Northwest China's Shaanxi Province enacted a law on Saturday that is intended to improve protection of the Qinling Mountains, a habitat of endangered giant pandas.The law, which will take effect on March 1, is aimed at preserving biodiversity, preventing soil erosion (which averages 84 million tons a year) and promoting harmony between man and nature in the mountain range, which is a divide between China's north and south.It requires all future development projects in the Qinling Mountains to be assessed for their possible impact on the ecology and bans real estate projects and polluting industries in nature reserves, where the ecology is more vulnerable.The law also bans mining and resource exploration in nature reserves and forest parks.Local governments must ensure immediate demolition of existing projects that are potentially harmful to the ecology, it says.The Qinling range, which largely spans Shaanxi Province, covers more than 50,000 square kilometers.The range is home to approximately 300 Qinling pandas, a sub-species of giant pandas on the verge of extinction, and many other rare animals under state protection, such as golden monkeys, the red ibis and antelopes.

The average pork price has dropped to 12.61 yuan this week, 9.61 percent lower than the peak price on August 9, said China's economic planner after pork prices nearly doubled in the past eight months due to short supply and mounting production costs.The prices have seen a consecutive drop for the eighth week, down by 3.45 percent from the end of August, as the piglets raised since May and June grew ready for the market to add to the pork supply.Pigs daily butchered in 36 major cities have increased by 12.6 percent from August, and the supply is expected to keep rising, said the National Development and Reform Commission.But the Ministry of Commerce said the decline in the pork prices would probably stop as demand surges during the ongoing National Day holiday and feedstuff prices stay high.The soaring pork prices is a major contributor to the general food price hikes that drive up the consumer price index to a 6.5 percent increase in August.
