SAN DIEGO (CNS) - An East Village couple was behind bars Wednesday for allegedly subjecting a 3-year old child to torture and sexual abuse over a several-month period while caring for the toddler at their home, San Diego police reported.Officers arrested Marcos Javier Ramirez, 27, and 25-year-old Vennesia Ruiz in the Midway area on Tuesday evening, SDPD public-affairs Lt. Shawn Takeuchi said.Ramirez and Ruiz had been entrusted by an acquaintance to care for the child when the abuse allegedly began last October, Takeuchi said. Three months later, the toddler's mother began to suspect that there was abuse occurring and notified the police, the spokesman said.Ramirez was booked on suspicion of lewd acts with a minor, forcible sex with a foreign object, torture and child cruelty, according to jail records. SAN DIEGO (CNS) - A proposal to add a fenced-in, off-leash dog park and walking trails at Fiesta Island in Mission Bay Park was vetted Thursday by the San Diego City Council's Environment Committee, which unanimously voted to send to the full council.The committee considered two options for an amendment to the Mission Bay Park Master Plan, which guides future development of the area. Either option would update Fiesta Island, a partially undeveloped area of the park, by adding new amenities and park area to the island's southwest section.The committee ultimately chose the plan dubbed "option B," which reserves much of the island's southwest area for a fenced-in, off-leash dog park and also includes parking areas and walking trails.Option A would have allocated much of the southwest area for a fenced- in, off-leash dog park but would have also included a non-motorized boat launching area along the water, a road extension, larger parking facilities and a designated swimming beach for residents.The Fiesta Island amendment to the Mission Bay Park Master Plan has been in development for roughly two years. Committee attendees, including members of the Fiesta Island Dog Owners group, overwhelmingly stated their support for option B.City Councilman Scott Sherman said his office received roughly 30 calls and more than 300 emails in support of option B, due in part of members of FIDO posting his office's contact information. City Councilwoman Vivian Moreno also expressed appreciation for the public support for option B, particularly among dog owners."I am confident that city staff will be able to find a permanent location for non-motorized personal watercraft in other locations in Mission Bay Park," Moreno said. SAN DIEGO (CNS) - According to a report released Thursday by the San Diego Association of Governments, drug use reached a 20-year high among men and women arrested and booked into San Diego County detention facilities in 2019.Nearly four in five male arrestees (79%) and 82% of female arrestees tested positive for at least one of the following drugs: marijuana, methamphetamines, opiates, cocaine, and PCP, according to the report by SANDAG's Criminal Justice Research Division.The lowest rates in the past 20 years for arrestees testing positive were in 2009 for men (56%) and 2008 for women (58%).Meth showed up the most in the survey results in 2019, with 66% of women and 55% of men testing positive for the drug. Those rates were also 20-year highs and were up 4% among women compared to 2018. The rate among men remained unchanged from 2018 to 2019.On average, meth-using arrestees in 2019 reported using the drug for about 15 years, using before their 22nd birthday, and using more than 19 days ina row over the last 30 days.The surveys also found that 36% of arrestees tested positive for multiple drugs, 65% reported ever being homeless, and 83% reported being arrested at least one other time in the past. According to the report, when arrestees tested positive for multiple drugs, it was most often meth and marijuana. Of those who tested positive for multiple drugs, 59% were white, 79% had been homeless in the past, and 44% had been diagnosed with a mental illness."While the population of individuals booked into our facilities has changed over time, these statistics are sobering, and indicate the continued need to address underlying risks and the need to stop the revolving door of incarceration," said Cynthia Burke, SANDAG's director of research and program management.Slightly over a quarter of arrestees reported that they thought a drug they had used contained fentanyl, given the effects they experienced. SAN DIEGO (CNS) - Four local restaurants and gyms are suing the state and county over its coronavirus restrictions as a shutdown of indoor operations takes effect for many county businesses.The lawsuit was filed Thursday in San Diego Superior Court on behalf of Cowboy Star Restaurant and Butcher Shop, Home & Away Encinitas, Fit Athletic Club and Bear Republic.The suit comes as San Diego County is slated to shut down indoor operations for nonessential businesses at midnight Saturday due to its recent entry into the most restrictive, purple tier of the state's coronavirus reopening plan.The businesses allege that San Diego's increased case numbers are not a result of exposures at restaurants, gyms and other types of businesses that will be impacted by the impending closures. The lawsuit cites recent figures indicating restaurants/bars, retail businesses, places of worship, schools and gyms make up a small percentage of confirmed community outbreaks.San Diego County Public Health Officer Dr. Wilma Wooten recently submitted an adjudication request to the state seeking to have San Diego County remain in the red tier. SAN DIEGO (CNS) - A parolee suspected of sexually trafficking a 15- year-old runaway was arrested Wednesday in Sorrento Valley.Joseph Price, 23, was taken into custody in the 9800 block of Pacific Heights Boulevard in San Diego about 9:45 a.m., according to sheriff's officials.Earlier in the morning, detectives contacted the alleged victim and returned her to her home, Sgt. Chase Chiappino said.Price was booked into county jail solely on suspicion of violating conditions of his parole, but sex-trafficking charges are expected to be filed against him, the sergeant said.Details about Price's purported victimization of the girl -- allegations that arose from an investigation by juvenile-services officers and the San Diego Human Trafficking Task Force -- were not immediately available. 800
