p.p1 {margin: 0.0px 0.0px 0.0px 0.0px; font: 14.0px Helvetica}span.s1 {font-kerning: none}San Diego law enforcement officers are tapping into a nationwide database that uses a bullet's ‘fingerprint' to track crimes.The distinct markings left on a shell casing after it's fired provide an image that can be traced back to the gun from which the bullet was shot.There's an Alcohol, Tobacco, Firearms and Explosives technology called National Integrated Ballistic Information Network, or NIBIN.The national digital database houses 3.3 million images of casings left at crime scenes all over the country.San Diego County, state and federal agencies can enter a casing and find out within 24 hours if there's a match in the system."We're catching the fingerprint from the firearm," said ATF Intelligence Specialist Tom Chimileski.If they get a hit, those identical spent shell casings have linked two different crimes to the same gun.ATF Special Agent Jeff Rice, who works with local police and Sheriff's units in San Diego County, calls the sharing of ballistic information "a game changer."Rice works with Escondido Police Gang Unit Detective Nicholas Rodelo on gun crime cases. They took 10News Anchor Kimberly Hunt to the scene of a March 2016 murder case in Escondido.Surveillance video caught the car in an alley off Escondido Blvd. creeping toward the street, as the shooter stalked a rival gang member.After the shooter got out of his car and gunned down the man in the middle of a busy street, there were 12 shell casings left at the scene.The casings were collected and put into the NIBIN system.In the 24-hour window before the digital search could reveal a lead, the pair got a tip on where the gun could be. They recovered it and found the serial number was obliterated.Rice and Rodelo went to San Diego Sheriff's Department Criminologist Scott Hoopes for his expertise in serial restoration.Hoopes told 10News the metal underneath the serial number still reacts to certain acids. Even though it's completely smooth on the surface, Hoopes can sometimes manipulate the acid reactions and bring the number back. That's what Hoopes did with the gun.These technologies are putting a bull's eye on the bad guys. The NIBIN system's images have led to 110,000 hits giving investigators a wealth of knowledge from seemingly unrelated crimes, sometimes from the other side of the country, now connected by a firearm."Jurisdictions can't talk to each other but within our NIBIN system we're able to figure that out," said ATF Special Agent Jeff Rice.These hits allow investigators to get surveillance video, the makes of cars, license plates, or other pieces of evidence from one scene and use it in the other cases involving that same gun.That gets law enforcement much closer to finding the shooter and making the arrest.  See Kimberly Hunt's full report: 2873

Participating in a town hall discussion on Monday in the key battleground state of Florida, Joe Biden said he would implement a mandate of masks on federal property if elected president amid the coronavirus pandemic. The mandate would apply to places such as national buildings, Social Security offices and federal courthouses. Biden’s remarks stood in stark contrast with President Donald Trump, who made a point to remove his mask when he entered the White House on Monday after returning from the hospital. Trump is currently recovering from the coronavirus at the White House after a three-day stay at Walter Reed Medical Center.The primetime town hall featuring the former vice president was aired on NBC.Biden conceded that the president does not have the power to call for a nationwide mask mandate in all 50 states, but he would use the bully pulpit of the presidency to compel state and local leaders to enforce mask wearing in public spaces.“I would go out and I would call all of the governors to the White House, some probably wouldn’t come, and I would say… ‘take responsibility,’” Biden said. “Take responsibility and lay out the guidelines. One of the problems is this president said ‘I take no responsibility.’ Literally.“'It is not my responsibility.’ So if it is not his responsibility, he talked about this being like a time of war, we are under attack. As I said earlier, 200,000 plus have died, 50,000 plus a day are getting the virus (the average in recent days has been 40,000 per day), 1,000 per day or thereabout are dying, this is a national emergency.”Biden said that he was not surprised that Trump, his opponent in next month’s presidential election, was infected with the coronavirus.“Quite frankly, I wasn’t surprised,” Biden told NBC’s Lester Holt. “For the last three months, three times a week, I am on the telephone and on Zoom with some of the leading immunologists in the nation and they go through everything that is happening. (KGTV) - El Prez Beach Bar and Cocina in Pacific Beach was shut down by the Health Department in May just one day after San Diego restaurants were allowed to reopen, and a few weeks later, the business is now back open with new rules.RELATED: Pacific Beach's El Prez shut down for violating health ordersMultiple officials highlighted a video posted to social media that showed a crowded bar with a lack of social distancing and masks, causing the closure. Bar management has worked with the Health Department and the business is now back open with strict guidelines. Patron Matt Holman visited El Prez Saturday, June 13 and said he was pleasantly surprised to see all of the precautions being taken.“We noticed at the door there was a ‘covid coordinator,’ she looked like she was having an awesome time, kind of regulating everybody, making sure everybody was six feet apart,” he said, noting he witnessed a group get turned away when one person’s temperature was too high.He also said the rules were strict once inside.“When you sit down at the table, you can take your mask off, but you’re only allowed to get up from the table if you’re going to the bathroom or if you’re leaving the restaurant, so they were very specific about that,” he said.A previous statement from El Prez highlighted planned steps for reopening, including:We will have two separate lines to enter the restaurant. One will be for our rooftop and the other will be for our main level. The lines will be organized outside the restaurant and we will have 6’ markers to delineate where customers can stand. There will be no more lines on the main level. And we will have a security guard to remind guests to stand at least six feet of distance between parties and that masks must be worn at all times.All patrons must be served at tables. The tables will be socially distant from each other. There is no standing room inside the restaurant.We will bring on additional staff to ensure masks are worn at all times. If customers do not wear their masks, we will, unfortunately, have to ask them to leave.We will increase signage throughout the restaurant notifying customers of the county’s and state rules. All rules must be complied with or customers will be asked to leave.Holman said he witnessed strict enforcement of some of these rules.“We noticed a couple guys who were up mingling with another table and they got booted out by security so looks like fellas, if you’re going to be going down to El Prez, you want to talk to girls, you’re going to have to be yelling at them from your table over some loud music,” said Holman. 2632
