CHENGDU, Aug. 17 (Xinhua) -- The massive mudslide that hit Wenchuan County, southwest China's Sichuan Province, Saturday had killed 15 people and injured nine others by Monday, local authorities said Tuesday.Wenchuan County was the epicenter of the 8.0-magnitude earthquake that jolted Sichuan and other neighboring provinces in west China in May 2008. The quake left some 87,000 people dead or missing.The county, which falls under the jurisdiction of Tibetan and Qiang Autonomous Prefecture of Aba, was ravaged by rain-triggered floods and mudslides Saturday.At least 31 people were reported missing following the mudslide, but whether the 15 deaths were included was not known, according to a statement issued by the county government of Wenchuan.More than 50,000 residents and tourists were forced to evacuate in Aba as the local meteorological station issued warnings beginning Friday about expected heavy rains and possible geological disasters.Also, the county government of Wenchuan has arranged temporary shelters for residents left homeless by the floods.In Yingxiu Township of Wenchuan, rows of newly completed homes were submerged by the overflowed Minjiang River which runs through the town. The new homes had been built to accommodate those residents relocated outside Yingxiu after the deadly earthquake.If the flooding had not occurred, Lian Qunhua, who opened a grocery in the town, would have received the key for her new home in two weeks."This used to be my home," Lian told a Xinhua reporter, pointing to some debris in front of her. "That is my new home," she said, indicating a row of fresh new buildings soaked in the flood waters on the opposite bank of the Minjiang River."I feel hurt, indeed," she lamented.

BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise.He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.

TAIYUAN/HARBIN, Aug. 1 (Xinhua) -- The death toll in an explosion at a coal mine in Linfen City of north China's Shanxi Province early Saturday has risen to 17 after another two bodies were found, local authorities said.The blast at Liugou Coal Mine of Yicheng County also left 104 persons injured, seven of them seriously, as of 11 p.m. Saturday, said Wang Jianshe, head of the county's People's Hospital, where all the injured were admitted.All the injured are in stable condition, Wang said.Basic search and rescue work is over, said a senior official of Yangquan Coal Industry (Group) Co. Ltd, which owns the mine. The official said that the blast took place in the dormitory area, where most of buildings were destroyed by the powerful explosion.A miner surnamed Zhang told Xinhua that families of many miners had come to live here because the children were currently on their summer vacation.But officials so far have not disclosed how many children and women had died during the accident.Zhang said he saw a couple died after huge stones fell on them in a dormitory room.Initial investigation showed that the blast was caused by explosives hidden illegally in the area, and a suspect has been detained by the police, the official said.A further Investigation into the cause of the blast is underway.Also on Saturday, 24 people were trapped in a flooded coal mine in northeast China's Jixi City, Heilongjiang Province.The city government said the accident at Hengxinyuan Mine took place at around 5 p.m. Saturday. HANGZHOU, July 4 (Xinhua) -- A new regular direct passenger sea route between the Chinese mainland and Taiwan was officially opened Saturday after a ship safely returned from Taiwan.The passenger ship, Coscostar, returned to the Damaiyu Port, Taizhou City of eastern Zhejiang Province Saturday, making it the second port on the mainland that has served the regular direct sea route with Taiwan, said He Jinliang, deputy head of the city's Taiwan affairs office.On June 26, the ship, carrying more than 500 passengers, traveled about 302 km to the Keelung Port of Taiwan, He said.With a tonnage of 26,800, the ship, owned by the China Ocean Shipping Companies Group, could carry about 600 passengers, 256 containers and 150 automobiles.The COSCO Star Passenger Ro-Ro Ship is berthed inside the Dabaiyu Port, prior to its maiden voyage to Keelung of Taiwan, at Taizhou City, east China's Zhejiang Province, June 26, 2010.The ship is scheduled to shuttle once a week. It will depart from Damaiyu in Yuhuan County on Saturday night and return the following Friday.
