(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SAN YSIDRO, Calif. (KGTV) — After a series of delays, a project to revamp a stretch of Otay Mesa Road near San Ysidro High School is nearing completion.The city says it expects to reopen the half-mile portion of the road, from Hawken Drive to Saltaire Place, by the second week of May. The stretch of road has been closed since 2016, cutting off access to San Ysidro High School and the 905 freeway for residents of the Remington Hills neighborhood."You either hit all the stoplights going all the way out over to Picador (Blvd), or you have to go all the way around through San Ysidro, 805 to the 905," said Benjamin Bribiesca, who says the detour adds upwards of 15 to 20 minutes to his daily commute to his job in Eastlake.The city says some of the final work to be done includes grading, repaving, adding anti-graffiti materials, re-vegetation and some sidewalk improvements. The .5 million project also added a protected sidewalk for San Ysidro High School students, who for more than a decade had been walking on a dirt path close to cars passing on the winding road.The project was delayed more than a year due to the addition of a water line, relocation of utilities, poor soil conditions, unseasonably rainy winters, and an April to July moratorium due to cooper's hawk nesting season. 1306

SAN YSIDRO, Calif., (KGTV) -- San Diego community leaders responded to comments made by the President, where he threatened to close down the US-Mexico border indefinitely if Mexico does not handle the wave of asylum seekers coming into the United States. Paola Avila with the San Diego Regional Chamber of Commerce is part of a nearly 100 person joint-delegation from San Diego and Baja California, going to Mexico City this Sunday, to champion US-Mexico relations. "Closing the border is not an option. Neither a portion nor all of it," Avila said. San Ysidro Port of Entry is the busiest land border crossing in the Western Hemisphere. More than 70,000 vehicles and 25,000 pedestrians cross into the United States every day.President Trump recently tried to direct .5 Billion from the Pentagon to build his campaign promise wall. But that was blocked by Senate Democrats and 12 Republicans. Now Baja-Cali business leaders fear the President will force a port and border shutdown. "Closing the border will be a profit-making operation," the President said. Not so, said Jason Wells with the San Ysidro Chamber of Commerce. As the Executive Director, he advocates for 650 businesses that have a zipcode one and a half miles from the border. He will be joining Avila on Sunday, in the advocacy delegation. He knows first hand the severe consequences of a shutdown. "Our daily lives are affected by the border crossings and how long that takes. So we certainly wish that not to be something to be toyed with," Wells said. When migrants rushed the border last November, San Ysidro Port of Entry was shut down for just five hours. In that short time, the city lost .3 million in revenue. This does not include the economic impacts to neighboring Chula Vista, National City, or San Diego.ABC News consultant John Cohen, who held a senior role at Homeland Security, said the last time there was a border shutdown was during the Reagan administration. He said it caused severe economic harm to both countries. "History tells us when you shut down the southern border, it does little to stop to flow of illegal drugs into the US. You do cause significant economic harm to the US," Cohen told ABC News.Especially in this global economy, Avila said, where pesos and dollars are swiftly exchanged, and where commerce and culture are deeply intertwined. SAN MARCOS, Calif. (KGTV) - A SWAT team was called to a San Marcos apartment complex Tuesday morning after a man suspected in a stabbing incident barricaded himself in an apartment unit.San Diego County Sheriff’s Department officials said deputies were called to an apartment complex in the 200 block of Knoll Road shortly before 2:30 a.m. in response to an argument that escalated into a stabbing.According to sheriff’s officials, deputies arrived to find a 49-year-old man with multiple stab wounds. The victim was taken to the hospital for treatment of non-life threatening injuries.Officials did not immediately release additional details on the altercation.Responding deputies spotted a man believed to have been involved in the stabbing and attempted to make contact with him, but he ran into an apartment unit and barricaded himself.A SWAT unit surrounded the complex after the man refused to come out.At around 8:30 a.m., sheriff's officials said the man surrendered without incident and was taken into custody. He was booked into the Vista Detention Facility for attempted murder, officials confirmed.Late Tuesday afternoon, sheriff's officials identified the suspect as 20-year-old Saul Resendiz Jr., the victim's son. 1236
