BEIJING, Feb. 10 (Xinhua) -- First snow fell in Beijing Wednesday night and continued into Thursday morning. It was the latest first snow for the city in 60 years.Beijing has had no precipitation for 108 consecutive days this winter.Local meteorologists said from 8:00 Wednesday to 6:00 Thursday, precipitation in Beijing averaged 1 mm."Now there is snow at last. I love the taste of snow." "The world in pure white! It's the most beautiful landscape in winter." Beijing residents who stayed late in the night and happened to see the first flakes of snow in the city left their postings on microblogs. However, meteorologists said the first snow won't last long and it will end on Thursday noon. In midnight, the city will have a cloudy weather, and Friday will be a sunny day."As the precipitation is small, it will have limited effect on easing drought," Song Jisong, the municipal meteorological bureau's chief weather forecaster said.Sun said that the capital city's record-long winter drought occurred in the winter of 1970/71, when there was no precipitation for 114 days. This winter drought was the second longest in 60 years.Meteorologists said the current snowfall will reduce risks of fire. The snow also affected the city's traffic. Local traffic control authorities estimated that there were more than 40 highways on which vehicles ran at a speed lower than 20 km per hour in the rush hour Thursday morning. The authorities said an emergency headquarters had been set up for the snow weather. Expressways connecting Beijing with Chengde, Tianjin and Tibet will likely have some sections closed for the time being.A spokesperson with the Beijing Capital International Airport Co., Ltd. said that by 6:00 a.m. Thursday, runways at the airport had operated normally, and take-offs and landings had been normal, with no flights delayed. The airport has also launched an emergency scheme. At last 64 ice removal vehicles had been arranged to ensure the normal operaton of flights.Wednesday also saw snowfall and sleet in Gansu, Shaanxi, Shanxi, Henan and Anhui provinces and rainfall in the Yellow River and Huaihe River valleys, southwestern regions and the middle-and-lower reaches of the Yangtze River valley. And snow and rainfall will continue in the those areas Thursday.

BEIJING, March 17 (Xinhua) -- The People's Bank of China (PBOC), or the central bank, auctioned 50 billion yuan (7.61 billion U.S. dollars) of three-month bills at a yield of 2.7944 percent on Thursday, temporarily easing speculation of an approaching interest rate hike. The yield on three-month bills stood unchanged from last week at 2.7944 percent. Also, PBOC sold 60 billion yuan (9.13 billion U.S. dollars) worth of 91-day repurchase agreements to banks on Thursday with a yield of 2.8 percent.Offsetting the 181 billion yuan (27.55 billion U.S. dollars) of bills and repurchase agreements that matured, PBOC took 49 billion yuan (7.46 billion U.S. dollars) of liquidity out of the money market this week through open market operations on Tuesday and Thursday.Market analysts have been watching PBOC's open market operations closely this week as the yield of its one-year bill sold on Tuesday exceeded the benchmark interest rate of one-year deposits, which some analysts interpret as a reason for an imminent interest rate hike.Chen Lan, an analyst with Guotai Junan Securities, said higher yields on central bank bills would boost PBOC's ability to absorb liquidity from the market amidst the country's economic tightening efforts."But the hike of interest rates is not an imminent task for the central bank amid the slowdown of China's industrial investment in February, which weakened consumer confidence, and economic uncertainty overseas," Chen said.China's industrial value-added output grew 14.1 percent in the first two months of this year, the National Bureau of Statistics (NBS) announced on Friday. The growth rate during the first two months was up by 0.6 percentage points compared to that in December of last year, according to figures released by the NBS.Chen predicted that PBOC will reduce its frequency to raise banks' reserve requirement ratio in coming months but said the rate hike expectation would continue this year as the government is hoping to curb the red hot property market and soaring inflation.China's consumer price index (CPI), a main gauge of inflation, rose 4.9 percent year on year in February, adding more monetary tightening pressure to the government.

WASHINGTON, April 25 (Xinhua) -- The U.S. National Aeronautics and Space Administration (NASA) and the U.S. Agency for International Development (USAID) have agreed to expand their joint efforts to overcome international development challenges such as food security, climate change, and energy and environmental management.NASA Administrator Charles Bolden and USAID Administrator Rajiv Shah signed a five-year memorandum of understanding on Monday, at NASA Headquarters. The agreement formalizes ongoing agency collaborations that use Earth science data to address developmental challenges, and to assist in disaster mitigation and humanitarian responses. The agreement also encourages NASA and USAID to apply geospatial technologies to solve development challenges affecting the United States and developing countries."Technologies for NASA missions have long improved life here on Earth. Together with USAID, we'll meet even more sustainable development challenges here on the ground, solving problems for the world community," Bolden said in a statement. "As we explore space, we'll also be exploring solutions to important health, nutritional and safety challenges in developing countries."The agencies will continue collaborations to stimulate innovative science and technology solutions to international development challenges by using Earth science data, research results, computer models, visualization applications and remote- sensing techniques.USAID is the lead federal development agency implementing U.S. development efforts through field-based programs and projects around the world. NASA has broad experience with Earth science research, development of Earth science information products, and technology applications."Through our partnership with NASA, we can apply the latest, cutting-edge technology to deliver meaningful results for people in developing countries in areas like health, food security and water," Shah said. "It's a prime example of our efforts to use the power of science and technology to tackle today's pressing development challenges."Since 2003, NASA and USAID have worked together building and expanding the SERVIR program, which allows people in developing regions to use Earth observations for addressing challenges in agriculture, biodiversity conservation, climate change, disaster response, weather forecasting, and energy and health issues. The agencies also collaborate on the LAUNCH program, which supports science and technology innovators in the nonprofit and private sectors. The program's goal is improving innovations to achieve greater impact on sustainability issues.

BEIJING, March 15 (Xinhuanet) --After one-year effort of developing, Microsoft is going to release its newest web browser Internet Explorer 9 at 9:00 p.m. Pacific time on Monday, according to media reports. The IE 9 will be the first major Web browser to include a do-not-track tool that helps people keep their online habits from being monitored, which makes Google Inc. and Apple Inc. the only big providers of browsers that haven't yet declared their support for a do-no-track system in their products.IE 9 can work on computers running Windows Vista and Windows 7 operating systems, but not compatible with Windows XP.This final release-to-Web version of IE 9 represents the ninth release since the first platform preview of the browser appeared at the MIX 10 Web developer event, said Ryan Gavin, the senior director of Internet Explorer business and marketing. Gavin pointed out that the browser has already made its mark in Microsoft's download history."We're seeing now upwards of two percent share already on Windows 7 for IE 9, even in beta stage. It was the fastest adopted beta ever in Microsoft's history," he said.IE 9 is being launched as part of the South by Southwest event currently taking place in Austin, Texas.

WASHINGTON, May 11 (Xinhua) -- Johns Hopkins University researchers have demonstrated that human liver cells derived from adult cells coaxed into an embryonic state can engraft and begin regenerating liver tissue in mice with chronic liver damage. The work, published Wednesday in the journal Science Translational Medicine, suggests that liver cells derived from so- called "induced-pluripotent stem cells (iPSCs)" could one day be used as an alternative to liver transplant in patients with serious liver diseases, bypassing long waiting lists for organs and concerns about immune system rejection of donated tissue."Our findings provide a foundation for producing functional liver cells for patients who suffer liver diseases and are in need of transplantation," says Yoon-Young Jang, assistant professor of oncology at the Johns Hopkins Kimmel Cancer Center. "iPSC-derived liver cells not only can be generated in large amounts, but also can be tailored to each patient, preventing immune-rejection problems associated with liver transplants from unmatched donors or embryonic stem cells." A microsopic view shows human embryonic stem cells in various stages of differentiation into liver cells in this photo taken at Stanford University and released by the California Institute for Regenerative Medicine, March 9, 2009iPSCs are made from adult cells that have been genetically reprogrammed to revert to an embryonic stem cell-like state, with the ability to transform into different cell types. Human iPSCs can be generated from various tissues, including skin, blood and liver cells.Although the liver can regenerate in the body, end-stage liver failure caused by diseases like cirrhosis and cancers eventually destroy the liver's regenerative ability, Jang says. Currently, the only option for those patients is to receive a liver organ or liver cell transplant, a supply problem given the severe shortage of donor liver tissue for transplantation. In addition, mature liver cells and adult liver stem cells are difficult to isolate or grow in the laboratory, she says. By contrast, iPSCs can be made from a tiny amount of many kinds of tissue; and the embryonic stem- like iPSCs can grow in laboratory cultures indefinitely. For the study, Jang and colleagues generated human iPSCs from a variety of adult human cells, including liver cells, fibroblasts ( connective tissue cells), bone marrow stem cells and skin cells. They found that though the iPSCs overall were molecularly similar to each other and to embryonic stem cells, they retained a distinct molecular "signature" inherited from the cell of origin.
