WASHINGTON, D.C. – If Joe Biden wins the presidency, the former vice president says he would rejoin the Paris Agreement on his first day in office.The United States formally withdrew from the agreement on Wednesday, as President Donald Trump promised to do last year.“Today, the Trump Administration officially left the Paris Climate Agreement. And in exactly 77 days, a Biden Administration will rejoin it,” Biden tweeted Wednesday in reaction to Trump’s actions.The agreement is a global pact that was put together by the United Nations in 2015 to help avert the threat of catastrophic climate change.The central aim is to strengthen the global response to the threat of climate change by keeping a global temperature rise this century well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5 degrees Celsius.Scientists say that any temperature rise over could have devastating impacts on parts of the planets, including rising sea levels, an increase in tropical storms and worsening droughts and floods.A total of 189 countries remain committed to the accord, according to The Associated Press. 1182
Washington state's Supreme Court on Thursday ruled the death penalty was unconstitutional because it was inconsistently applied, making Washington the 20th state in the US to outlaw capital punishment.The court said the death penalty's use varied depending on the location of the crime or the race of the accused -- a violation of the state's constitution. Budgetary resources and county of residence were also contributing factors, the ruling said.The state has eight prisoners on death row, according to the Death Penalty Information Center, and the ruling said all their death sentences would be changed to life in prison."The court makes it perfectly clear that capital punishment in our state has been imposed in an 'arbitrary and racially biased manner,' is 'unequally applied' and serves no criminal justice goal," said Washington Gov. Jay Inslee, who in 2014 imposed a moratorium on the death penalty, saying it was inconsistently applied."This is a hugely important moment in our pursuit for equal and fair application of justice," he added.The state has carried out five executions since the?US Supreme Court reinstated capital punishment in 1976, data from the nonprofit shows. All five defendants were white.But studies have indicated race does play a role in juries' decision to sentence a defendant to death. A study from the University of Washingtonfound jurors in the state were "more than four times more likely to impose a death sentence if the defendant is black."The ruling was handed down Thursday morning in the case of Allen Eugene Gregory, who was convicted and sentenced to death in 2001 for the murder of of a woman five years prior, according to court documents.The court said it would not reconsider Gregory's conviction of aggravated first-degree murder.In a statement, the American Civil Liberties Union praised the court's decision."Washington's Supreme Court showed courage in refusing to allow racism to infect life and death decisions," said Jeff Robinson, the ACLU's deputy legal director and director of the Trone Center for Justice. WASHINGTON, D.C. -- For weeks now, protests have touched every part of America, drawing people out of their homes and into the national debate over police reform and racial inequality.“Hands up – don’t shoot! Hands up – don’t shoot!” could be heard from protesters at a recent gathering in Ville Platte, Louisiana.Yet, while free speech is a part of the First Amendment, it doesn’t extend as far as you might think.One example: your job.“Those protections are nuanced,” said Mark Gaston Pearce, who is with Georgetown Law’s Workers Rights Institute and is a former chairman of the National Labor Relations Board under President Obama. “People are under the false impression that a private sector employment relationship affords you all of the rights that are guaranteed to you by the constitution – but it does not.”In other words, an employer, in a state where employment is “at will,” could potentially fire someone for attending or participating in a protest.“Provided, of course, that it’s non-discriminatory,” Pearce said.There are a few exceptions. Federal and state employees are protected because they work for the government. Unions also have some protections. Also, four states: New York, North Dakota, Colorado and California have specific laws protecting employees’ free speech rights.“But that’s four states in a 50-state country,” Pearce said.There are efforts underway in Congress that could expand free speech protections for employees under the “PRO Act.” It passed the House in February and is now in the Senate.“If labor law is reformed, then that would bring those kinds of protections to the public,” Pearce said.Until then, he added that an employee’s best defense may be found in their employer’s own words.“Oftentimes, a lot of that lies in the employee handbook and the publications they make you sign to prove that you read it – and most employees don’t read it,” Pearce said. “They need to know all of that stuff.”Because even in America, free speech doesn’t necessarily apply everywhere, all the time. 2037
