SAN DIEGO (KGTV) - About two dozen businesses and houses of worship are taking advantage of a new rule that waives permit fees at San Diego County parks.According to the San Diego Parks and Rec Department, 14 fitness-related businesses and 12 houses of worship have been approved for permits to operate in county parks.RELATED: County Board Approves Plan to Allow Businesses to Operate at County ParksOn Aug. 5, San Diego County Supervisors approved a motion to waive permit fees and streamline the permit process so that businesses and houses of worship could hold events and classes in parks.Supervisor Dianne Jacob, who made the initial request, called it a "creative" way to provide flexibility and help those businesses survive the coronavirus pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time," Jacob told ABC 10News on the day the rule passed. "This is just another way to do it."Kaylee Kiff owns The Dance Spot in Chula Vista. She says she applied for the permit as soon as she heard about the program. She began holding classes at Otay Lakes Park just a few days later.Kiff says it saved her business."This was the first time I really felt supported as a business," Kiff says of the new rule. "I understand why we shut down, and I was happy to do it. But when it got to the point where I would lose my business, I'm just looking for any lifeline I could get. The county really was that lifeline."A county spokesperson didn't say how many more businesses or houses of worship have applied for the fee-free permits, but told ABC 10News other applications are in process for approval.Since the county changed its rules, several other cities have followed suit, including San Diego, El Cajon, Coronado, La Mesa, and Oceanside. SAN DIEGO (KGTV) — A San Diego-based biotech company appears to be making huge strides with its experimental COVID-19 vaccine after testing it on monkeys.Inovio Pharmaceuticals is one of more than 100 companies working on a vaccine. It’s one of few to make it to human clinical trials.“We’re much closer to finding a safe and effective vaccine,” said Dr. Kate Broderick, the VP of Research and Development for Inovio. “We’re so excited and feel so confident about the results we’ve got both in animals and our human clinical trials.”Broderick said clinical trials had shown positive results regarding the safety of Inovio’s experimental vaccine.“Our phase one has been our U.S. based trial, and we’re about to start a trial in China,” she said. “We really are looking to test the vaccine all over the world. The immune responses that these people have generated after getting the vaccine, we’re so pleased with those because they’re really broad.”She said the latest positive development came from testing the vaccine on monkeys in what’s called an Animal Challenge Study.“Those monkeys received their vaccine, then just after four months later they received the virus itself, we were able to show they were protected from that,” she said. “What we were able to show in the lungs, and the nose is that those monkeys really were protected from the symptoms of COVID-19.”It will take some time to ensure all testing is done correctly, and the potential vaccine is safe before it is given to the general public.“Realistically we should be looking at a vaccine being available for certain members of the public at the end of 2021,” she said. “Most vaccines historically take 5 to 10 years to be generated and developed; this is really a short time frame.”Broderick, a busy working mom with two young kids at home, hopes the positive results will ease the minds of those anxiously waiting to get back to normal.“I do just want to let you know there is light at the end of the tunnel; there is hope out there,” she said. “Our vaccine is looking very promising there’s other vaccines out there that are looking very good.” 2123

SAN DIEGO (KGTV) — Airbnb is warning would-be party-goers this Halloween that weekend parties at San Diego listings are banned and guests could face legal action if they violate the policy.The rental booking platform banned parties at all of its listings in August and capped occupancy at 16 people as a precaution due to the pandemic. Airbnb has also banned one-night reservations over the Halloween weekend across the country."The great majority of guests are respectful of our hosts’ homes and neighbors, and we understand that this initiative will disrupt many one-night reservations that might not have led to parties. SAN DIEGO (KGTV) - A woman's trip to Mission Bay ended with her, and her car, soaked.The woman, who identified herself as Candy, said she was next to her car on a boat ramp preparing to unload her kayak for a day of fishing and roaming around Mission Bay. Suddenly, her 2002 Audi convertible started rolling as she was unloading gear.Candy jumped into the car and road it into the bay as she tried to get her emergency brake to engage."It just wouldn't. It just kept on going," Candy told 10News. "I was standing straight up in it as it was going down ... quite a scene, I'm sure."The car started sinking into the bay with Candy still inside, before she jumped out to swim back to shore. Her lunch and kayak floated to the other side of the bay as her car became completely submerged, she told 10News."I'm going to have plenty of fish now," she joked. "It's not a big deal, things happen."Two tow trucks were able to fish Candy's vehicle out of the bay and San Diego Lifeguards retrieved her car and kayak, in which she had left her purse and lunch.Candy said she had just purchased the car in November.San Diego Lifeguards reminded locals to exercise caution while using boat ramps. 1216

SAN DIEGO (KGTV) — About 160 military police and engineers will be sent to border crossings in San Diego and El Paso this weekend, according to the U.S. Customs and Border Protection.The government will send 80 active-duty troops to San Diego and another 80 to El Paso, according to CBP and the Department of Defense (DoD). Troops are expected to arrive at the two locations Saturday.CBP confirmed to 10News the Department of Defense will provide a "crisis response force" (CRF) for the San Ysidro Port of Entry (POE) in case a federal appeals court nixes a Trump Administration policy known as "Remain in Mexico," and due to coronavirus containment concerns.RELATED: Trump: US could close borders to guard against coronavirus"Based on the pending MPP [Migrant Protection Protocols] decision, continued concern of large groups attempting to forcibly enter through the San Ysidro POE, and COVID-19 containment and mitigation concerns, CBP has activated the CRF," a CBP spokesperson said.Though the spokesperson later downplayed that the troop surge was in direct response to coronavirus cases."...The DoD is not doing anything in direct terms of COVID-19. CBP officers are still doing all immigration related screenings. This is more about port security," the CBP spokesperson added. Last week, when the policy was temporarily stopped, crowds gathered at an El Paso crossing.In response to the incident, CBP said five port of entries have either been closed or had operations partially suspended."[POEs] are not designed or equipped to handle extremely large groups of travelers arriving all at the same time and temporary closure of a POE is contemplated as an extreme option, as necessary for public safety and border security," the spokesperson said.San Diego Mayor Kevin Faulconer's office, however, said while the extra troops are welcomed in San Diego, they shouldn't be treated as a long-term solution.“San Diego supports our brave men and women in the military and appreciates their service wherever it may be. Deploying the military to the border is not a viable long-term solution. As we saw with the reversal of the 'Safe Release' policy back in 2018, San Diego’s non-profit community and regional agencies quickly responded to establish a temporary shelter for migrants who were being released onto San Diego streets as a result of changes to Federal immigration policy.
