BEIJING, Dec. 14 (Xinhua) -- The Chinese government on Tuesday published guidelines on improving the country's funding system of grassroots medical institutions, according to a statement posted on the central government's official website www.gov.cn.The statement, posted by the General Office of the State Council, or Cabinet, said the government will introduce new measures to provide funding and subsidies to grassroots medical organizations and ensure the salary of medical staff did not decrease following a cut in the price of medicine.To ensure low income-earners can afford essential medicines, over half of China's medical clinics based in rural townships and small urban communities have been offering essential medicines at reduced prices since August 2009.Some medical institutions were short of revenue because of the reduced drug prices, which had affected their operations.According to the statement, expenditures of government-run grassroots clinics will be covered by government subsidies and medical service charges.To boost staff income, local medical institutions are allowed to raise service charges, which will be paid by the social insurance system instead of the patients, said the statement.The guidelines also asked local governments to offer subsidies to country doctors and other non-government grassroots medical institutions.

BEIJING, Dec. 12 (Xinhua) - A senior Communist Party of China (CPC) official briefed the non-Communist Party elites about a top-level CPC economic meeting that ended on Sunday.Du Qinglin, head of the United Front Work Department of the CPC Central Committee, briefed the leaders of the non-Communist parties and the All-China Federation of Industry and Commerce, as well as other public figures without party affiliations, on the guiding principles of the three-day Central Economic Work Conference.The CPC pledged to enhance and improve macro-economic regulation to ensure stable and healthy economic development next year at the annual meeting that set out major economic policy targets for 2011.Du also passed on the speeches of Chinese President Hu Jintao and Premier Wen Jiabao at the economic meeting to the non-Communist elites.Du said 2011 is the first year of the 12th five-year program and the non-Communist parties should fully recognize its significance.He urged them to study and implement the guiding principles of the economic conference and to actively make political recommendations to ensure a good start of the 12th five-year program.The CPC normally holds such a conference with non-Communist elites after a top-level meeting of its own.

BEIJING, Jan. 16 (Xinhua) -- China is pinning hopes on its affordable housing programs to cool its red-hot property market in the latest round of campaigns against rising asset bubbles, after the government moved to crack down on market speculation during the past year.Experts held that to increase supplies of affordable housing is the key solution to guide the market toward healthy development and help stabilize prices.During a talk show hosted by China National Radio on Dec. 26, Chinese Premier Wen Jiabao said the government will press forward housing price control and increase the supply of affordable houses for low-income earners.His words came after the government had announced a plan to build 10 million more low-income housing units this year.China is working on a more healthy system that provides housing that meets different demands, after an array of policies, including tighter credit for commercial housing, failed to produce satisfactory results in 2010.In 70 major Chinese cities, home prices rose 0.3 percent month on month and 7.7 percent year on year in November last year, which was the third consecutive month prices rose.China started the construction of some 5.9 million units of affordable homes in 2010, of which 3.7 million were completed, official figures showed.Qin Hong, a researcher with the Ministry of Housing and Urban-rural Development, said the number of affordable homes is still "far from enough", especially as more low-rent homes are needed for China's "sandwich class" families who either are disqualified for low-cost housing or cannot afford the sky-high prices of commercial housing."By attaching more importance to affordable homes and low-rent housing, it seems that the government is leading the market in the right direction," said Zhang Hanya, head of the Investment Association of China.

BEIJING, Dec. 8 (Xinhua) -- "Building roads before building wealth," a widely known slogan in China, was cited by Lao Deputy Prime Minister Somsavat Lengsavad.Lengsavad was referring to a planned high speed railway for his country. As an inland country, Laos wants to counter its disadvantages of being land-locked by improving its transportation systems, Lengsavad said at the ongoing seventh World Congress on High Speed Rail in Beijing.In April, Laos reached an agreement with China to establish a joint venture that will construct a railway linking China's southwestern Yunnan province and the Lao capital of Vientiane. The project will be launched in 2011, with an estimated construction time of four years, Lengsavad said.Thailand, another country in Southeast Asia, is also partnering with China to improve its rail network.In October, Thailand approved a negotiation framework for a project for Thailand-China cooperation on high-speed rail. As of 8.p.m., most of the stranded passengers had been relocated to the nearby Xinhuang County.According to Guizhou's transportation department, the highway is unlikely to open until Monday and the transportation conditions in the next few days will not be optimistic as more cold fronts are forecast to hit the province from Wednesday to Saturday.Snow and freezing rain have also hit Hunan Province. But meteorological authorities said the possibility of the province suffering from harsh conditions similar to those in the winter of 2008 is small.
