He also added that he had held talks with some countries to persuade them to change their tunes.The Cancun talks, scheduled for Nov. 29 to Dec. 10, has attracted about 25,000 participants from governments, businesses, non-governmental organizations and research institutions in almost 200 countries.

BEIJING, Nov. 20 (Xinhua) -- Beijing will face the challenge of an aging population over the coming five years and the city has limited experience in dealing with the phenomenon, the Beijing Morning Post reported Saturday.At the end of 2009, registered senior citizens in Beijing numbered 2.27 million, or 18.2 percent of the city's total population of permanent residents, the report said, citing the local government.The city will have a moderately aged society when its aged population reaches 3.24 million in 2015, the report said.Of the city's population of registered senior citizens, 1.94 million, or 85.6 percent, are below the age of 80 years, and 326,000, or 14.4 percent, are above the age of 80 years.In the coming five years, approximately 470,000 senior citizens in Beijing will require nursing.A survey conducted recently by the society and legal system committee of the municipal political consultative conference found that of 4,000-plus respondents, 24.5 percent intended to live in homes for the aged, a level much higher than the 4-percent level the municipal government expected.Some 53.3 percent of respondents said they are willing to spend their twilight years at home. That figure was significantly lower than the 90 percent figure the local government had expected.According to the survey, 99 percent of local citizens born after 1980 said they would not be able to look after their parents during their old age.

VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.

PETERSBURG, Russia, Nov. 21 (Xinhua) -- Visiting Chinese State Councilor Liu Yandong stopped by the St. Petersburg 652 primary and middle school on Sunday, speaking highly of the school 's efforts to promote Sino-Russian cultural exchange.Liu appreciated the school's achievements in Chinese language teaching, as the school has been teaching Chinese as the first foreign language for 53 years.Language is a bridge between different nations, Liu said. BEIJING, Dec. 31 (Xinhua) -- A revised version of China's Regulation on Work-Related Injury Insurance will take effect Saturday, raising compensation standards while expanding the coverage to more organizations.The previous regulation stipulated that the compensation to families of workers who die on the posts is no more than five times the average annual salary in the previous year. The sum varies depending on the regions where the workers are working.Under the current system, the national average compensation is about 100,000 yuan, but the lowest regional average compensation is about 40,000 yuan.The new regulation raises the compensation to 20 times the national annual disposable income for urbanites per capita in the previous year, which means about 340,000 yuan according to 2009 statistics.In addition, the revised regulation covers the country's public institutions, social groups, non-profit grass-root organizations, foundations, law firms and accounting firms.Previously, the rules only include enterprises and small businesses and their employees in the system.
