SAN DIEGO (KGTV) - San Diego Police arrested a man who tried to rob a downtown bank Saturday.Police said a 34-year-year old white man entered the Chase Bank on West Broadway and handed a note to a teller saying that he was robbing the bank shortly before 3 p.m. The teller was able to keep the suspect inside the bank until San Diego Police arrived on the scene. Police took the empty-handed suspect into custody without incident as he was walking out of the bank. Anyone with information about the incident is asked to call Crime Stoppers at 888-580-8477.  585

SAN DIEGO (KGTV) -- San Diego City Attorney Mara W. Elliott has heard complaints from neighbors and has filed a civil enforcement action to shut down a short-term vacation rental property in La Jolla that has been dubbed a "COVID party mansion."The complaint alleges that defendants are maintaining a public nuisance and engaging in unfair competition, including false advertising at the La Jolla Farms rental property located at 9660 Black Gold Rd. According to city officials, the rental property continues to operate in violation of state and county COVID-19 public health orders.According to a press release, Elliott is seeking civil penalties and a permanent injunction against property owners Mousa Hussain Mushkor and Zahra Ali Kasim, property manager Nital Meshkoor, and Steven S. Barbarich, who leased the property from Mushkor and subleased it as a short-term rental.City officials said the oceanfront mansion has been the subject of at least 30 calls to the San Diego Police Department. Officers have spent more than 173 hours at the property to investigate nuisance activity. Most of the incidents involved raucous parties, some of which had up to 300 attendees.Elliott said about a dozen of the party complaints came during the COVID-19 pandemic, while public health orders prohibited large gatherings.According to the press release, concerns about the property were brought to the City Attorney’s Office by San Diego police and by neighbors who reported that the situation was "becoming more pronounced as the COVID-19 pandemic progressed." “Shutting down dangerous party houses protects the public health by preventing COVID super-spreader events and other illegal behavior,” Elliott said. “It’s unfortunate that San Diego does not have short term rental regulations in place. Relief for this neighborhood would have come much sooner. Instead we must rely on time-intensive prosecutions at significant taxpayer expense.”According to the press release, gunfire was reported to police during a party in May of 2019. Officers arrived and found a large party in progress. Partygoers questioned by police admitted gunshots were fired during a fight that had occurred earlier. Police found shell casings outside the property and a neighbor found an additional casing the next day and turned it over to police. The City Attorney's Office assembled evidence from investigations by SDPD, the Code Enforcement Division of the City’s Development Services Department, the County Health & Human Services Department, and the City Fire Marshal. SAN DIEGO (KGTV) -- San Diego Police are investigating after a couple was found dead in a Torrey Highlands home Saturday night. According to police, the couple was expected in San Francisco earlier in the day, but they never showed up. When police arrived at the home on the 7400 block of Via Rivera in Torrey Highlands just before 10 p.m., they saw the body of a person through a window of the home. After entering the house, officers found an Asian man and woman in their 50s dead with trauma to their upper bodies. 10News spoke to neighbors who were stunned to see all the police activity in their quiet neighborhood."Everybody seems to mind their own business, I haven't heard of any problems whatsoever," neighbor Salam Hasenin said. "I hope we go back to our peaceful environment and I just feel really sad and bad for the people."Nick Palermino shares a back wall with the victims' home. He did not recall any commotion happening Saturday night. "We have a dog that has a doggie door, and she wasn't barking last night at all," Palermino said. "I hope it is isolated to this one incident. I hope it is not burglary that went bad."According to police, the victims’ home does not appear to be disturbed. Detectives are investigating the deaths. SAN DIEGO (KGTV) - San Diego is hoping to stamp out a portion of city litter with newly installed cigarette butts receptacles along San Diego Bay.The Port of San Diego installed 31 of the cigarette butt receptacles in partnership with TerraCycle, which developed the disposal stands.Staff from the Port's General Services Department will be in charge of emptying the receptacles and shipping the used cigarette butts to TerraCycle, who in turn will process them to be used in recycled products.RELATED: San Diego County residents still disposing of more waste than other Californians"Reducing litter is a critical step in protecting San Diego Bay, our precious natural resource.
