SAN DIEGO (KGTV) - A heat wave expected to bring record high temperatures to San Diego County this weekend will also bring a double whammy of wildfire danger and energy concerns to the area."We ramp up. We get ready," said Cal Fire Capt. Kendal Bortisser. "We'll have extra engines in place and extra personnel on duty."Cal Fire is already stretched thin, as they continue to help with wildfire efforts across the state. Already in 2020 there have been around 7,400 fires with 1.8 million acres burned so far.Last year at the same time, California had only seen 4,500 fires, burning 63,000 acres.Bortisser said prolonged drought created excess fuel."We're starting to see fires get into those areas where dead trees are, and we're seeing these huge fires burning throughout the state,” Bortisser said.There haven't been any major fires in San Diego County this year. Bortisser said people in San Diego can help lower the fire risk this weekend by putting off any activities that could create sparks."We want you do the right thing, but we want you do the right thing at the right time," said Bortisser. "This weekend is not the time to be out there with the power tools trying to clear weeds, chainsaws and things like that."Bortisser added that there is still some time Friday to clear defensible space around your home, so firefighters can protect it if a wildfire starts.Meanwhile, San Diego Gas & Electric is preparing for the surge of energy demand that comes with high temperatures.The California Independent Systems Operator (CAISO), which manages the state's electric grid, issued a Flex Alert for the weekend. They're telling people to avoid heavy energy usage between 3 p.m. and 9 p.m. from Friday through Monday.SDG&E officials say that means San Diegans should not run major appliances like dishwashers or laundry machines during those hours. They also suggest setting air conditioners to 78 degrees to conserve energy."We are staying in very close touch with CAISO," said SDG&E spokesperson Helen Gao. "We're monitoring the weather and grid conditions, so we are ready to respond."At CAISO's command, SDG&E did temporary blackouts for some customers in August during the last heat wave. It was the first time in 20 years that CAISO implemented statewide rolling blackouts.If that needs to happen again this weekend, SDG&E says they'll spread the blackouts across the county so no one area is affected more than another."We'll go by group," said Gao. SAN DIEGO (KGTV) - A life-changing medical diagnosis forced a San Diego sailor to leave the military and start over. While devastating, he's now pursuing another career with help from his new best friend. "When I left the ship and went to MCRD I started getting really sick and thought it was the flu," said Hugo Reynoso.Instead, Reynoso was diagnosed with type 1 diabetes and was medically retired from the Navy. "It's kind of scary having a steady paycheck and then going to have to look for something else," said Reynoso.On several occasions, dangerously high blood sugar levels sent Reynoso to the hospital. A friend suggested he get a diabetic alert dog. "He has enough personality for the both of us! He's a special character," said Reynoso, referring to his service dog Sky.Sky can detect when Reynoso's blood sugar levels are too high or low, alerting him by tugging his shirt or howling. In one instance, Sky detected extremely low levels when Reynoso was sleeping, alerting him to get up. Sky was by Reynoso's side as he pursued a new career in the automotive field. Reynoso was commuting two hours to Universal Technical Institute (UTI) in Rancho Cucamonga for a fast-track program. "I was commuting 167 miles, one way, I would have to wake up around 2:30 a.m., start my drive at 3," said Reynoso.Reynoso did this five times a week, running on just a few hours of sleep. Sky was there to ensure his blood sugar levels were steady. "Everyone told me when we were getting ready to graduate that they were going to miss me, but mostly they were going to miss him because he was their support too."While Reynoso's diagnosis took away his old dreams, he now has a partner to help achieve new ones. 1711

SAN DIEGO (KGTV) - A new program is helping San Diegans get back into the classroom without the fear of crippling student loans. Offered through the San Diego Workforce Partnership and UC San Diego Extension, the program costs nothing upfront.It's called an Income Share Agreement (ISA); tuition is covered, and students agree to pay a small proportion of their income for a set period of time after graduating.The programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.Adam Taylor is part of the first cohort of students. The Marine Corps veteran is still working to pay back student loans from several years ago but wanted to further his education to increase his salary."It seemed like a little more security in taking a chance and investing in yourself, as opposed to the school loans where they really don't care if you get a job or not," said Taylor, who's studying digital marketing. The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.The program succeeds if students succeed. Those who get a job and pay back into the program will support future students. SAN DIEGO (KGTV) — A Kearny Mesa company that trains military and first responders at a local movie and TV studio is pivoting to help solve the county's homelessness crisis.Strategic Operations, located in the backlot of Stu Segall Productions television and movie studio, says it plans to begin building temporary housing for homeless families out of shipping containers.The studio lot is filled with shipping containers that have been converted into commercial, residential, and industrial settings to help military, first responders, and medical professionals train. Kit Lavell, Strategic Operations executive vice president, says that the same approach can be brought to constructing temporary housing, which they're calling "Strategic Habitats," and for less."Strategic Habitats are larger than hotel rooms, which recently have been converted to homeless housing, while our Strategic Habitats are priced 30 to 40 percent less than converted hotels or new construction," Lavell said in a release. "Additionally, Strategic Habitats are much quicker to complete over new construction and the units can easily be assembled in a variety of configurations and placed on parking lots or any open property."The 480-square-foot containers will be furnished with plumbing, air conditioning and heating, a double-burner stove, microwave, and refrigerator. Bedrooms will sleep two adults and two children and the housing units can be placed side-by-side or stacked. Lavell says several city officials have visited to tour the potential tool to address the region's homelessness.Ashley Bailey, senior press secretary and director of digital media with Mayor Kevin Faulconer's office, said in a statement that the idea is still in its early stages."The City is open to exploring all solutions that help create more housing stock and address homelessness. This idea is in its early stages, and would need to be vetted to ensure that the units are equipped with proper safety and habitability features, as well as the ongoing care that many individuals need. SAN DIEGO (KGTV) -- A jury Tuesday found a man guilty of beating and raping two women on consecutive days in 2016. Jeremiah Ira Williams, 26, was found guilty on multiple charges Tuesday, including forcible rape and false imprisonment. Williams now faces 100 years to life in prison. His sentencing will be on May 30. A prosecutor Monday urged the jury to convict Williams, who is accused of choking and raping two women in different parts of San Diego on consecutive days in 2016.A defense attorney argued that police infused suspicions from the second case into the initial attack and mishandled evidence.Williams is charged with 13 counts including forcible rape, false imprisonment, sodomy and making a criminal threat.Earlier in the trial, Williams was removed from the courtroom for being disruptive and was not present Tuesday as attorneys presented their final arguments.Deputy District Attorney Trisha Amador told jurors that Williams followed Jane Doe #1 from a parking structure to her University City apartment on August 13.With her keys in the door, she was knocked down, robbed at gunpoint and choked to a point where she thought she was going to die, the prosecutor said.After being taken inside the apartment, Williams beat and raped her, Amador argued. The next day, Williams beat and raped a woman working as a prostitute after meeting her in a motel in Grantville, Amador said.Jane Doe #2 was reportedly so terrified that she broke a window and jumped through it to get away.Deputy Public Defender Thomas Bahr told the jury that a detective had a feeling the two sexual assaults may be connected and jumped to conclusions in an attempt to solve the first attack.Bahr also told the jury that Jane Doe #2 lied throughout the investigation and said her story contained inconsistencies.Bahr said Jane Doe #1 was a “true victim,” yet she couldn’t assist police in making a composite sketch of her attacker. 1943
