SAN DIEGO (CNS) - The unemployment rate in the San Diego-Carlsbad Metropolitan Statistical Area dropped to 7.7% in October, a drop of 1.2% from September, according to figures released Friday by the state Employment Development Department.According to the EDD, total non-farm employment in San Diego County increased by 21,500 jobs month-over-month -- from 1,386,600 to 1,408,100 -- while farm employment contracted from 9,600 to 9,500.The unemployment rate at this time last year was 3%. The region lost 106,500 non-farm jobs and 400 agricultural jobs over the year.The region's unemployment rate rose to 15% in May during the COVID-19 pandemic, according to EDD data, while data from the San Diego Association of Governments showed rates of nearly 30% unemployment in May.In September, the state's unemployment rate dropped to 9% from 10.8% the previous month, and the nation's decreased to 6.6% from 7.7%.Professional and business services led all industry sectors in month- over-month job gains at 5,200. The majority of job gains were centered in professional, scientific and technical services -- up 3,400 -- while 1,000 jobs were posted in scientific, research and developmental services.Government jobs grew by 4,300, with 2,700 in local and 2,500 in state government gains. The federal government lost 900 jobs locally.Six other industries posted month-over-month job gains: Construction gained 4,100; educational and health services 3,700; leisure and hospitality 3,200; trade, transportation and utilities 900; financial activities 600; and information 100.Mining and logging employment levels remained unchanged.The two industries to lose jobs in October were other services -- down 400 -- and manufacturing -- down 200.Comparing year-over-year, leisure and hospitality continue to top the list in jobs lost, with a total of 47,900 jobs lost since last October -- 35,200 of which came in accommodation and food services.Since the same time last year, government lost 17,100 jobs; trade, transportation and utilities 13,800; other services 10,500; educational and health services 10,000; and manufacturing 6,500; financial activities 3,800; and information 3,400.Professional and business services gained 4,300 new jobs and construction grew payrolls by 2,200 year-over-year. 2294

SAN DIEGO (KGTV) - A beloved Poway tradition is facing accusations of animal cruelty and breaking the law.A lawsuit filed this week claims horses were illegally shocked in the 2018 Poway Rodeo to cause them to buck wildly for crowds. Two animal activist groups filed the suit; Showing Animals Respect and Kindness (SHARK) and Animal Protection and Rescue League (APRL).Investigators with SHARK captured video during the 2018 Poway Rodeo, which they say proves an illegal device was used. The video appears to show someone with the rodeo shocking a horse in the holding chute just before releasing them into the rodeo arena.California law outlaws an electric prod or similar device from being used on any animal once the animal is in the holding chute, unless necessary to protect the participants and spectators of the rodeo.The plaintiffs are seeking a temporary restraining order before September's rodeo in hopes to get a court order preventing these devices from used.The animal groups notified the San Diego Humane Society of the alleged abuse, but humane law officers say they got the complaint too late to do a proper investigation. SAN DIEGO (CNS/KGTV) - A federal judge in San Diego today ordered the Trump administration to immediately start new asylum screenings for eligible reunified families, despite objections from the government that the agreement has not been finalized.Under the proposed settlement agreement – which U.S. District Judge Dana Sabraw gave unofficial preliminary approval to last month – reunited migrant families would get a second chance at applying for asylum.Attorneys for the migrant families argued that when the families were separated at the border, most children were not interviewed to determine if they had a credible fear of returning to their native country. Their parents were granted interviews, but were so distraught after being separated that they didn't clearly advocate for themselves, attorneys said.Under the settlement, reunited migrant families still in the U.S. will be allowed to remain until all family members have completed the asylum process.When Sabraw unofficially approved the settlement, both sides agreed that the asylum determination process should get underway as soon as possible.Sabraw granted preliminary approval last week, paving the way for credible fear interviews to proceed within days of a migrant confirming his or her wishes to go forward with an asylum claim.The ruling appears to apply to about 60 people who are detained and had signed paperwork agreeing to the terms of the new process.It could end up applying to many more.Another status conference on the class-action lawsuit is scheduled next month. 1576

SAN DIEGO (KGTV) -- A family’s trip to the pumpkin patch goes sour when thieves went picking through their car while they were picking out their pumpkins.Fay Feltman, her daughter, her granddaughter and great grandson went to the pumpkin patch located off Mission Gorge in Grantville.Because of how busy the lot was, they struggled to find an open space. Once inside, the granddaughter got a call from her dad asking about a recent Walmart charge of 00.RELATED: Intruder raids Del Cerro bedroom while woman sleepsFeltman still frustrated Tuesday, “Who would think this would happen at a pumpkin patch”. She tells 10 News her daughter ran to the car to find the window smashed and the purse stolen right from the trunk of the car.Feltman says her and her family were only in the patch for about 30 minutes. In that amount of time the thieves broke in, stole the purse and made it to Walmart off Murphy Canyon Road to make the purchase.Before heading into the pumpkin patch, Feltman says they took an extra step to put their purses in the trunk, making sure to not leave them in the back seat and visible.RELATED: Family alerted to burglars roaming tented condoUnfortunately the thieves still smashed the driver’s window to access the trunk latch but only grabbed her daughter’s purse and leaving Feltman’s.Feltman’s daughter has spent the past few days on the phone with the bank trying to cancel cards and reorder new ones.She also was at the DMV all day Monday and purchasing a new phone Tuesday. “Who would dream of people who are so evil and so cruel and so black hearted to do something like this I’m just in shock”.Now, the family left dealing with a complete invasion of privacy and sense of security, ”It’s like you’re violated even though they didn’t take any thing of mine personally they were in my car, reaching into my car just that alone makes you feel dirty, its just an icky feeling” Feltman tells us. 1937

SAN DIEGO (KGTV) -- A car crashed Monday afternoon into the front of a Pacific Beach 7-Eleven, destroying a portion of the store.According to the San Diego Fire-Rescue Department, the incident happened near Cass Street and Loring Street.Crews said the elderly man who was driving hit the gas instead of the brakes, and the car slammed through a window of the convenience store up to its windshield.The driver, customers, and the clerk working at the counter were not hurt.The car also missed the propane tanks stored in a metal cage outside the store. There was no significant structural damage. 608
