PHOENIX (AP) — A federal court in Maryland has ruled that the Deferred Action for Childhood Arrivals program must be restored fully, meaning it must open up to new applicants for the first time in three years.The program helps immigrants who were brought to the U.S. as children to legally work and protects them from deportation. Last month, the U.S. Supreme Court ruled that President Donald Trump didn't properly end the program in 2017.Roughly 650,000 people are enrolled in DACA, but only those who were already in the program when it ended have been able to renew.The U.S. Citizenship and Immigration Services said it is reviewing the ruling.The attorney general of California, Xavier Becerra, led the multistate coalition in the lawsuit that sought to restore DACA.After the court’s ruling, Becerra said, "From the Supreme Court down, the courts have made it clear: DACA stands, and now its doors are open to new Dreamers to apply. PANMUNJOM, Korea (AP) — With wide grins and a historic handshake, President Donald Trump and North Korea's Kim Jong Un met at the heavily fortified Demilitarized Zone on Sunday and agreed to revive talks on the pariah nation's nuclear program. Trump, pressing his bid for a legacy-defining deal, became the first sitting American leader to step into North Korea.What was intended to be an impromptu exchange of pleasantries turned into a 50-minute meeting, another historic first in the yearlong rapprochement between the two technically warring nations. It marked a return to face-to-face contact between the leaders after talks broke down during a summit in Vietnam in February. Significant doubts remain, though, about the future of the negotiations and the North's willingness to give up its stockpile of nuclear weapons .The border encounter was a made-for television moment. The men strode toward one another from opposite sides of the Joint Security Area and shook hands over the raised patch of concrete at the Military Demarcation Line as cameras clicked and photographers jostled to capture the scene.After asking if Kim wanted him to cross, Trump took 10 steps into the North with Kim at his side, then escorted Kim back to the South for talks at Freedom House, where they agreed to revive the stalled negotiations.The spectacle marked the latest milestone in two years of roller-coaster diplomacy between the two nations. Personal taunts of "Little Rocket Man" (by Trump) and "mentally deranged U.S. dotard" (by Kim) and threats to destroy one other have given way to on-again, off-again talks, professions of love and flowery letters."I was proud to step over the line," Trump told Kim as they met in on the South Korean side of the truce village of Panmunjom. PALM BEACH GARDENS, Florida — A heroic act caught on video.A baby nearly choked to death at a Florida mall but quick-thinking officers who just happened to be nearby stepped up to save her life. The incident unfolded nearly two weeks ago. One-year old Lucia Graham was rescued by two Palm Beach Gardens, Florida officers who happened to be eating lunch nearby when she started choking."They were there for a reason and that reason was to save her life," said Ana Jaramillo de Graham, Lucia's mother.In the surveillance video, Jaramillo de Graham can be seen with her two kids, including Lucia's toddler brother, enjoying Kid's Day at Palm Beach Gardens Mall."We got hungry, and like we always do, we went to Chick-fil-A," she said.Lucia then started choking on a chicken nugget."She looked at me with her eyes wide open. She tried to do something with her mouth — she couldn't cough, couldn't do anything," said Jaramillo de Graham.The mother tried a technique taught to her by her pediatrician, which involved sharp blows to the baby's back to dislodge the object. She said in a panic she must not have been performing the technique hard enough, so she started screaming for help.Officer Robert Ayala and Officer Rafael Guadelupe rushed over right away."Officer Ayala stepped in, I handed her to him. He sat down and so quickly started performing what he needed to do to make sure she was OK. And I sat on the floor panicked. I just wanted to make sure she was OK," she said.Finally, the chicken was removed and Lucia was able to breathe again."They're our heroes. They are the best, best angels we could've had that day at the mall," Jaramillo de Graham said.Lucia was immediately checked by EMT staff at the mall. Despite the close call, baby Lucia is 100 percent healthy."They knew exactly what to do to save her life," Lucia's mother said. "So, thank you so much officers because if it wasn't for you guys, we probably, definitely wouldn't be here with our Lucia."Jaramillo de Graham recommends all parents take classes so they can properly administer CPR or life saving techniques to children if they are choking.On Thursday night, those officers were honored by city council and Lucia's parents. 2260

PINELLAS COUNTY, Fla. -- A woman was arrested for child abuse on Sunday after deputies say she placed a 3-year-old girl unbuckled in the front seat of her vehicle and slammed on the brakes, sending the child into the windshield. Officials say that Justine Olesky, 33, was in a physical altercation with her boyfriend while the child was standing next to her. Once the boyfriend left, Olesky picked up the child and placed her in the front passenger seat without a seatbelt or car seat, according to the arrest affidavit.Pinellas County deputies say that the child is 3-years-old and weighs approximately 35 pounds.Deputies say that Olesky then proceeded after her boyfriend and accelerated to high speeds in a residential neighborhood. A witness saw the child in the front seat of the vehicle when they say Olesky was driving roughly 90 mph through the neighborhood. Once she saw her boyfriend, deputies say she slammed on her brakes causing the child to be ejected forward. This caused the child's head to strike the windshield at such a high force it shattered the windshield roughly 20 inches in diameter.Deputies say that blonde strands of hair were left in the glass from the child. According to the arrest affidavit, Olesky did not appear to be concerned for the child and continued to talk about her boyfriend even when deputies brought up the child's safety. Olesky was arrested for child abuse and domestic battery.Post Miranda, deputies say that Olesky told law enforcement that she does not remember and denies the incident. She did say that the window was not shattered prior to the incident, according to the arrest affidavit.The child was transported to the hospital.
